Indiana Army National Guard – Camp Atterbury Statement of Work - Explosive Safety Support and Consultation.
1. Introduction and Background Company needs to provide explosive safety technical consultation services to Indiana Army National Guard (IN ARNG). Services provided will ultimately result in the creation of an Explosive Safety Site Plan (ESSP) Submittal Package for the Ammunition Supply Point at Camp Atterbury. The ASP includes twenty-eight (28) different Potential Explosive Sites that need to be included in the analysis.
· There are fourteen bunkers
· There are eight cubicles
· There are two operation buildings
· There is one overhead storage area
· There are two AHA locations
· There is one specialized equipment location (burner-deformer)
The submittal package will be reviewed and approved by National Guard Bureau (NGB) and US Army Technical Center for Explosives Safety (USATCES) before being sent for review and approval by the US DoD Explosive Safety Board (DDESB).
The Explosive Safety Siting (ESS) software is a Department of Defense owned tool that is required for creation of an ESSP. Selected company will use the most current version of the software that is approved by USATCES. The software utilizes installation GIS data (roads, structures, parking areas, and installation boundary) to calculate either ammunition storage weights by hazard class or appropriate stand-off distances for existing storage facilities. We have the software, no controls required. Will be used on a stand-alone computer.
2. Specific Tasks
a. Verification of Existing ESS Project Files, Creation of New Maps – Company will work with IN ARNG to acquire the most current and accurate version of the ESS project files and GIS data. Company will verify the existing ASP storage scenario and provide feedback for any violations or errors in the data on a written report. Company will also be able to provide military type maps that are needed to create a new site plan showing each location for the ASP. Department of the Army Pamphlet 742–1
b. Training and Site Visit – Selected Company will travel to Camp Atterbury for a site visit and consultation on site planning information to IN ARNG personnel. Site visit would include training by the contractor on the ESS software and a briefing on the overall status of the tool as it pertains to ARNG and NGB. In addition, they will look at long term explosive storage plans for all of IN ARNG and generate potential future scenarios as needed.
c. Explosive Safety Site Plan Package Creation – Company will work with IN ARNG to create a new ESSP for all of the storage locations at Camp Atterbury ASP. The ESSP is a multi-part PDF file that will include descriptive memos and supporting documentation about the storage facilities per DA PAM 385-64 which covers items 3 a through h... They will load all necessary GIS data into ESS and perform the analysis to create the required items for the ESSP. The project files will be returned to IN ARNG for further analysis. Reference(s): DA Pam 742-1, paragraph 5-14.
3. Scope of Work The creation of an ESSP is the responsibility of the ARNG State Safety office. Selected company will provide assistance in the creation of a completed ESSP package for new storage facilities at Camp Atterbury. The ESSP is made up of the following information:

b. Installation Map – This overview map will show where the ASP is in relation to the installation. The map will also include composite ESQD arcs, search zones and aerial imagery.
c. Facility Maps and Forms – Generated by ESS. One set for each ammunition storage facility. The forms provide more detailed information about each facility and the maps show a closer look at the facility from an overhead point of view.
d. Lightning Protection System Information (LPS) – LPS information is largely based on the type of magazines that are in place and the engineering drawings that go along with these magazines. Company will assist IN ARNG in gathering this information.
e. Glass Hazard Analysis – A Glass Hazard Analysis must be done on all facilities within the Inhabited Building distance. A memo outlining the risk involved and mitigations required, if any. Company will assist IN ARNG in gathering this information.
f. Risk Assessment, SOP & Coordination Documents – There are additional items required for an ESSP that includes documentation that’s required, Ref DA PAM 385-64, to include any previous correspondence regarding the facilities being sited. Company will assist IN ARNG in identifying which structures will need to be analyzed. Reference(s): DA Pam 742-1, paragraph 5-1.b.1.c.2.
g. Facility Description Information – More detailed information describing the attributes of the facilities being sited.
