WFX Solicitation W912L9-15-R-0008: Questions and Answers Round 1 01/27/2015

1. Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?

2. Can you please tell me if the current contract is being serviced by the SLA.

3. Is the current contract operated by the State licensing Agency (SLA)?

Answer for question 1-3.

We do not currently have an Enduring Food service contract. We recently bid out a two month period of performance catering event using the same method of contract. A small business set-aside with an RSA preference. As directed in the solicitation, the RSA vendor has to be within the competitive range. Competitive range is determined by all the submitted, technically qualified, bids and their pricing. If the RSA vendor prices are outside of the determined competitive range, they are given one opportunity to submit a best and final offer. If that offer is still outside of the competitive range, then the lowest priced, technically acceptable small business would be awarded the contract. If the RSA vendor submits a best and final that is still not the lowest, but within the competitive range then they would be awarded the contract. The competitive range is not revealed to any contractors during the source selection process. Randolph Sheppard only provides for a preference, not a guarantee of award. The current 2 month catering event was won by the State Licensing Agency following the terms of the solicitation.
