QUESTIONS AND ANSWERS 1
Questions & Answers:
1. Who is the current incumbent awardee?
Answer 1: There is no current incumbent that has performed this requirement. This has elements of different contracts plus new requirements were added.
2. Are the subfactors the only items to be included in Technical portion?
Answer 2: See Technical in the solicitation and please read the solicitation and the PWS carefully.
3. Volume 1, Section 5, Technical Factor, Subfactor E states Contract Employee Handbook should be included. Most employee handbooks exceed 30 pages. Does the Contract Employee Handbook count against the 30 page maximum?
Answer 3: No, the pages of your handbook do not count against any portion of the 30 pages of your proposal. This is a separate document that will be included with your proposal but does not count at all toward page count.
4. Is FAR 52.222-17 or the revocation of executive order 13495 applicable to this solicitation?
Answer 4: Yes FAR 52.222-17 is located in FAR Clause 52.212-5. There is no incumbent for this requirement so executive order 13495 does not apply.
5. Is the contractor to cover licensure and continuing education or is that to be paid at separately by the government?
Answer 5: Contractor is covering licensure and continuing education. If the government asks for training specifically then the government may approve training funding. This should be looked at as an unusual occurrence though.
6. PWS does not state an educational nor licensure requirement for BHS, historically, other ARNG states have required a Licensed Social Worker, is this the case in this solicitation?
Answer 6: Yes, see requirements for LCSW, LMSW, and LPC in the PWS. PWS has been adjusted.
7. Case Management Question, How many cases historical?
Answer 7: See Technical Exhibit 3
8. Case Management Question, Please confirm medical records maintenance is limited to open cases, and custodianship is outside the scope of this contract.
Answer 8: Records pertaining to the cases should be updated throughout the management of the case.
9. Is the dental case management assigned to 1 personnel or do all care coordinators work on dental vouchers and dental case management?
Answer 9: All care coordinators are responsible for working dental vouchers for each soldier under their responsibility.
10. RFP Section VOLUME V – Sol., Offer & Award, Paragraph(s) Section G – Contract Administration Data, Page(s) 31:
Can you please provide the document “Section G – Contract Administration Data” that is referenced for submittal.
Answer 10: There is no Sections A, G, K This is a typo. Please look for clause 52.212-3. Fill out completely and return back with your proposal.
11. RFP Section VOLUME II – Past Perf., Paragraph(s) (2) Section 2 – Performance, Page(s) 30:
The following paragraph appears to be incorrect text:
“(b) For all contracts, the offeror shall provide data on all manufacturing warranty returns. Data shall delineate total number of warranty returns, number of Could Not Duplicate (CND), number of failures attributable to GFE component failures, and number and nature of failures attributable to the offeror’s delivered product.”
Answer 11: (b) would be part of your response for past performance. Because you are providing services this answer will be Not applicable.
12. For any required licensed personnel, will the gov’t accept staff with out-of-state unencumbered/ ‘clean’ licenses
Answer 12 Any State license will be acceptable if unencumbered/ clean and pass credentialing requirements
13. Why contractors are being required to submit forms 2413 or 2414 as SBA WOSB Program certifications?
Answer 13 It is required by FAR 19
End of Questions
52.232-19 AVAILABILITY OF FUNDS FOR THE NEXT FISCAL YEAR (APR 1984)
Funds are not presently available for performance under this contract beyond Fiscal Year 2020. The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond Fiscal Year 2021, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.
(End of clause)
