Question 1: Is there any rough idea and/or breakdown of the potential project assignments under a contract like this? I ask because the lead discipline is the civil engineer. We are a mechanical/electrical engineering firm, but are unsure as what the scope of work might dictate. We are certainly capable of performing a lot of the work described, but want to make sure this isn’t something where a civil engineering lead might make more sense. Any guidance you can provide on this would be greatly appreciated.
Answer: Typical projects consist of multiple disciplines and range from minor repairs, to full large scale renovations, and new construction. Architects and Civil Engineers serve as the cornerstone for Design Working Groups with Civil Engineers predominately taking the lead discipline role due to the importance of project siting, overall Project Management experience, and their critical role implementing the installation development plan to ensure that the 20 year master plan is executed in such a way to provide flexibility and adaptability to future missions and expansion across the installation.
Question 2: There are 15 consultants who are needed for this project, but there is space for only 6 to be listed on Part 1 – Section C. We can make it work on our end, but I am not sure how you all want us to go about adjusting this. Can you please help me with this?
Answer: See page 2 of instructions on the SF 330 Section C and also Section D. Section C should just list prime contractors, JV (if any) and subcontractors (if any). Section D would be the organization chart of the proposed team in reference to the 15 disciplines listed on the synopsis. If you need more space on section C, the last line of the instructions states how you would go about listing them.
Question 3: My question is can a subconsultant (general contractor providing cost estimating services) proposing on the this project bid the project at a later date once the project's been design and released to bid?
Answer: Per FAR Part 36.209, it reads:
36.209 Construction contracts with architect-engineer firms.
No contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative.
If I am reading your question correctly, you are asking if you list a subcontractor on your SF 330 as your cost estimator, and that cost estimator is a GC, can that GC after bid on a construction project that you designed for the government? That answer is no, because part of your design is developing a government estimate. That information should not be known to any construction contractor during the
Invitation for Bid (IFB) process. The only information given during the IFB would be construction magnitudes. See FAR Part 36.204 Disclosure of the magnitude of construction projects.
