The requirement encompasses a comprehensive range of subsistence items including canned goods, dry goods, fresh and frozen meats, produce, dairy products, and bread products, to be delivered within 48 hours of receiving a call order. The contract will be a Fixed Price agreement with Economic Price Adjustments, with deliveries scheduled monthly and the potential for multiple deliveries during 30-day periods at specific training locations.

Key contract specifications include strict quality control requirements, health and sanitation standards from USDA and Oklahoma State Department of Health, and precise delivery parameters. Vendors must maintain comprehensive quality control programs, provide certificates from USDA and state agriculture departments, and meet specific product quality standards (such as ground beef being 90% lean). The solicitation is currently in a sources sought phase, with a response deadline of 8am CST on 15 May 2025, targeting a three-year ordering period commencing in August 2025. The procurement may be set aside for small businesses, with NAICS code 311999 and a small business size standard of 700 employees. The estimated contract type is Firm-Fixed Price, with potential for multiple awards.
