DELAWARE AIR NATIONAL GUARD
2600 SPURANCE DRIVE NEW CASTLE, DE 19720
PERFORMANCE WORK STATEMENT
Engineering for 2602 - Fire Detection/Alarm System
PROJECT NO. JLWS182102
1.
LOCATION: Delaware Air National Guard (DANG) Base, New Castle, DE 19720-1615. Arrangements for entrance onto the Base must be made between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday. Contact may be made through the Base Contracting Office, at (302) 323-3475; 1 Lt David Mears.
2.
PURPOSE: The purpose of this specification is to remove and replace the existing Edwards IRC-3 fire detection panel in Building 2602 with a new Monaco fire detection control panel. The Government requires a solution that is durable, reliable and economical that meets all requirements of the Department of Defense (DOD), Air Force (AF) and National Guard Bureau.
4. SCOPE OF WORK: The work covered by this Statement of Work (SOW) consists of furnishing all labor, equipment, tools, materials, travel, lifts, licenses, and permits required to perform the work described herein.
5. WORK SUMMARY:
a. A pre-construction meeting with the Facility Manager, Fire Chief, Base Safety, Contracting Official, Security, Communications, Environmental and Base Civil Engineer.
b. Provide required paper work, warranty and standard operating procedures. A list of required documents will be provided NLT 10 days prior to the pre-construction meeting.
c. Submit list of all chemicals that will be used on this project. Provide Material Safety Data Sheets (MSDS) if applicable.
d. Work shall consist of, but not be limited to the installation of a Fire detection System control panel in Building 2602. Upon completion of the panel installation the fire detection system will be tested and inspected to ensure proper operation.
6. SPECIFICATIONS:
a. Submittals:
a. The contractor shall submit samples of all materials prior to commencing work on site; submittals shall be on an AF Form 3000. Upon approval, the Technical Representative (TR) will return to the contractor an endorsed copy of the submittal request.
b. Utilities:
a. Contractors shall when removing and installing equipment use lock out tag out with all local utilities.
b. Contractor shall be responsible for injury to water pipes, gas pipes, oil pipes, electrical wires, conduits, drains, sewers, buildings and other structures that may be set within prosecution of the work, owned by individuals, firms, corporations or by the municipality. Contractor shall be liable for damages to public or private property resulting there from.
c. Materials:
a. Submit list of all chemicals that will be used on this project. The materials shall conform to specifications, applicable industry codes and standards and the manufacturer's recommendations, whichever is more stringent. Certificates of compliance and Technical Data Sheets are required for all materials supplied. Materials delivered to the site shall be in the manufacturer’s original unopened containers, packaging or wrapping, bearing the manufacturer’s brand, name and description of contents. The contractor will have someone on site to accept delivered materials. The government will not accept delivery of contractor’s materials.
d. Execution:
a. Pre-construction meeting with the Facility Manager, Fire Chief, Base Safety, Contracting Official, Security, Communications, Environmental and Base Civil Engineer.
b. Establish a set-up/work area that must be kept clean and orderly. Keep all wastes and rags in metal containers, tightly covered and remove waste from site daily. The contractor will be responsible for cleaning up any spills on the work site. Contractor will take all precautions to avoid file. Provide a suitable ABC fire extinguisher at the set-up area.
e. Close Out:
a. Joint close out inspection will be conducted by the Contractor Project Manager and the Technical Representative (TR) to insure all work is accomplished in accordance with this contract. Failure to conduct this inspection will delay payment processing, until the joint inspection is completed.
7.
SITE INSPECTION: The Contractor is required to acknowledge, at time of Bid Opening that said contractor has inspected, and is fully cognizant of conditions at the site. No allowance or consideration will be given after award for any condition(s), which was existed at the time of the site visit. All site visits shall be coordinated and scheduled through the Base Contracting Offices during the Request for Quote (RFQ)/Bid period.
8.
BASE ACCESS: The contractor shall provide a list of names and their job or trade, to the Technical Representative (TR), prior to the start of work. Additionally, each person must sign-in and pick-up a security badge, at the beginning of the work day and any time they leave and come back on base. Each person must wear the badge in a prominent location. The badge must be returned anytime departing the base. Access to the Base is limited to travel from the Main Gate to the Civil Engineering Office, Bldg. 2803. All other areas are off limits. All Contractor personnel must be escorted on the aircraft-parking apron, and vehicles on Base must have proof of Insurance and operator must have a valid driver’s license. Violations of these security requirements will revoke any or all passes. The Government reserves the right to deny access to any person, with no consequence to the contract.
9.
SAFETY: The Contractor shall conduct his operation in accordance with all Federal, State and Local regulations and/or standards pertinent to "Safe Practices". Base Safety personnel shall inspect the job site to insure safety standards are met. Base Safety, through the TR, shall issue warnings or stop work not in compliance. All contract workers must wear proper personal protection equipment per OSHA requirements (i.e. ear plugs, safety goggles, welding helmet, improper Lockout Tag out).
a. These construction documents, and the joint and several phases of construction hereby contemplated are to be governed, at all times, by applicable provisions of the federal laws.
b. Contractor shall not allow his employees, subcontractors, material, men or any other persons over whom he has control to enter or remain upon or allow any plant or materials to be brought or to remain upon any part of the Airport, which in the opinion of the TR would be a hazardous location. Equipment not actually in operation shall be kept clear of aircraft operating areas.
c. The Contractor will not be permitted to enter upon any area of the active landing strips unless accompanied by a representative of the Contracting Officer designated by the National Guard Bureau to escort the Contractor’s personnel and equipment to the point(s) of operations within the limits of such areas, and he shall not traverse back and forth between points within such areas unless accompanied by said representatives.
d. The Contractor shall furnish, erect, and maintain all barricades, warning signs, “rope-offs”, detours, markings and other protection for hazards. When used during periods of darkness, the protection provided shall be suitably illuminated. The Contractor shall coordinate with the TR to have a man on call 24 hours per day, with means of communication, for emergency maintenance of the hazard lighting, markings and barricades. Open-flame type lights shall not be permitted within the air operations areas of the Airport. Contractor shall place said protection prior to commencing work until their dismantling is directed by the Contracting Officer or his designated representative.
e. Radio Transmitter Restrictions: To preclude accidental actuation of sensitive electronic equipment, under no circumstances shall transmitters be used without prior approval. Cell phones greater than 4 watts, and any cell phone within the munitions compound, shall not be powered on.
f. Loading: No part of any work involved in this contract shall be loaded during construction with a load greater than the vehicle/equipment is rated. In other words, do not exceed the GVW (Gross Vehicle Weight) of your vehicles or other equipment. Should any accidents or damage occur through any violation of this requirement, the Contractor shall be held responsible under his contract and/or bond.
10. FIRE PREVENTION AND PROTECTION: The Contractor shall comply with all fire protection measures prescribed by the base policies and practice. A written fire permit shall be obtained from the Base Fire Department each day for use of open flame devices, such as blowtorches, portable furnaces, tar kettles or gas and electric welding and cutting equipment. Ensure burn permits/hot work permits are routed through Bioenvironmental Engineering when work is performed in occupied areas. The Contractor shall be liable for any fire loss to Government property attributable to negligence on his part of the Contractor, including failure to comply with fire prevention measures prescribed by terms of this contract.
11. EMERGENCIES: Should tornado, hurricane, gale or heavy wind warnings be issued, take every practicable precaution to minimize danger to persons, to the work and to the adjacent property. Any damage caused by a failure to take every practicable precaution, shall be rectified or replaced to the complete satisfaction of the Contracting Officer and at no expense to the Owner. Injury to personnel, or damage to adjacent property because of the work shall be the complete responsibility of the Contractor, and he accepts exclusive liability for the same. Precautions shall include, but not be limited to, closing all openings, removing all loose materials, tools and equipment from exposed locations, and removing or securing scaffolding and other temporary work.
12. CLEAN-UP: Clean-up and remove debris generated by this contract to an approved off-base location. Debris shall be trucked off site in an enclosed truck to prevent accidental loss of debris. Two (2) copies of the receiving (tipping or dumping) tickets, with a cover letter from the Prime Contractor stating the full name and address of the location to which debris was taken. Contractor shall keep work area clean at the end of each working day and clean-up entire locations at the completion of contract.
13. GOVERNMENT RESOURCES: No Government resources shall be made available to the contractor beyond the use of restrooms and drinking water for contractor personnel, unless otherwise stated in this Performance Work Statement. The contractor shall provide for all necessary resources to provide a complete and usable facility or systems as described in the contract documents. The contractor shall not obligate Government resources in any manner. The Government shall seek remedy for any obligation or encumbrance imposed by the contractor’s actions. Government resources include, but are not limited to, government owned materials, equipment, tools, vehicles, personnel and facilities. Contractor shall provide all material handling equipment, properly sized to move all equipment to accomplish the work.
a. Use of the site: Confine operations at the site to the areas permitted under the Contract. Portions of the site beyond areas on which work is indicated are not to be disturbed. Conform to site rules and regulations affecting the work while engaged in project construction.
(1) Keep existing driveways and entrances serving the premises clear and available to the Owner and his employees at all times. Do not use these areas for parking or storage of materials.
(2) Do not unreasonably encumber the site with materials or equipment. Confine stockpiling of materials and location of storage sheds to the areas indicated. If additional storage is necessary, obtain and pay for such storage off-site.
(3) Lock automotive type vehicles, such as passenger cars and trucks, and other mechanized and motorized construction equipment when parked and unattended, so as to prevent unauthorized use. Do not leave such vehicles or equipment unattended with the motor running or the ignition key in place.
b. Use of the Existing Buildings: Maintain the existing buildings in a safe and weather tight condition throughout the construction period. Repair damage caused by construction operations. Take all precautions necessary to protect the building and its occupants during the construction period.
(1) Keep public areas, such as hallways, vestibules and toilet rooms free from accumulation of waste material, rubbish or construction debris.
(2) Smoking or open fires will not be permitted within the building enclosure or on the premises.
(3) If contractor discovers existing damage, written notice with photographs must be given before any work is started in the area.
(4) Storage is the Contractor’s responsibility. The Government shall not provide any facility, or space within a facility, for storage of materials and equipment.
14. GOVERNMENT OCCUPANCY: The government will occupy the site during the entire period of construction. Coordinate with the TR and cooperate fully with the occupant(s) during construction operations to minimize conflicts and to facilitate government usage. Perform the work so as not to interfere with the government’s operations. Immediately report any issues/conflicts to the Contracting Officer or TR.
15. WORK SCHEDULE: Contractor shall submit for review and approval all work schedules with the Contracting Officer or his representative prior to beginning any work. Any deviations are to be submitted, in writing, to the Contracting Officer or his representative for approval.
a. Unavoidable minor delays during construction caused by essential defense activities (alerts, security checks, fire suppression practices, terrorist alerts, etc.) may occur due to mission requirements. These occur at the rate of about four (4) hours per month during the work day.
b. Construct work in stages to accommodate the Government’s use of the premises during the construction period.
c. There may other contractors working on site or in the in this area. Coordinate the construction schedule and operations with all other Contractors and Subcontractors performing work on the project, on site, or in the area.
d. No work shall be done other than during normal 8-hour, 5-day workweek without 48 hours advance notice to the Contracting Officer.
e. Overtime work for cement finishing must be anticipated by Contractor and shall be included in his contract price.
16. OCCUPIED BUILDINGS. The Contractor will be working in and around existing buildings which are occupied. Do not enter the buildings without prior approval of the Contracting Officer or his representative. Leave fixed equipment in place and protect against damage or temporarily disconnect, relocate, protect, and reinstall at completion of work. The Government will remove and relocate other Government property in the areas of the buildings scheduled to receive work.
17. CONTRACT MANPOWER REPORTING APPLICATION (CMRA): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www.ecmra.mil/. The applicable Department of Defense Activity Address Code (DoDAAC) for this contract is FA6081. The applicable Unit Identification Code (UIC) is F6N3CE.
18. AT LEVEL I TRAINING. Contractor employees with an area of performance within an Army/Air National Guard controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Army/Air National Guard installations, facilities and controlled access shall complete AT Level I awareness training. The contractor shall submit a sign in sheet of completion by all affected contractor and subcontractor employees, to the Technical Representative (TR). AT Level 1 awareness training is available upon sign-in at the Civil Engineering Squadron Building 2803 at the start of the project.
