This document is a Performance Work Statement (PWS) for a Wyoming Army National Guard (WYARNG) telecommunications services contract dated October 7, 2026.
The contract requires the contractor to provide and maintain ongoing active telecommunications services across all WYARNG armories and facilities. The primary objective is to consolidate multiple existing CenturyLink/Lumen accounts, each with separate billing and Enterprise IDs, into a single master account or unified management and billing structure. Key service requirements include managing POTS lines, data circuits, and legacy telecom services while ensuring 99.9% uptime for critical circuits and providing 24/7 customer service and repair support. The contractor must assign a dedicated account manager as the central point of contact, ensure zero service disruption during the transition process, and submit monthly billing and usage reports to the Contracting Officer's Representative (COR) with breakdowns by location, service type, and cost, made available through an online portal. The contract period runs from November 30, 2026, through November 29, 2027. Performance shall occur across all service armories in the Wyoming Army National Guard. The contractor is responsible for furnishing all personnel, supervision, equipment, tools, materials, and services necessary to perform the services outlined in the PWS. Performance will be evaluated in accordance with FAR 52.246-4 based on adherence to established performance standards.
