PERFORMANCE WORK STATEMENT (PWS)

162WG Arizona Air National Guard

Bldg. 5/6 Vault Relocation

1. DESCRIPTION OF SERVICES

1.1. Description of Services: The contractor will provide all labor, tools, materials, equipment and transportation necessary to accomplish: disassembly, relocation, reassembly, and re-certification of one (1) 2007 Original - GSA AA-V-2737 approved and certified six sided modular vault from Bldg. 5 to Building 6 at 162d ANG Base, Tucson, AZ.

1.1.1 Deliverables: The contractor shall be responsible to complete the following tasks within 30 calendar days after receipt of contract award:

Disassembly of one (1) 2007 Original GSA AA-V-2737 approved/certified six sided modular vault presently located within Bldg. 6 at 162d Air National Guard Base, Tucson, AZ 85706.

Existing Vault Configuration:

The present configuration consists of GSA Lightweight panels @ 5” thickness arranged into a six sided configuration:

(see attached reference drawings) System Weight: approx. 40,810 lbs.

Existing GSA AA-D-600 Approved Vault Door 40” wide x 78” clear opening (single leaf) GSA Class-V approved door per AA- D-600D Group 1 key change combination lock (S&G 2937) with an emergency escape mechanism.

Door weight approx.1, 500 lbs.

No day gate – currently in place

Relocation of all vault components from Bldg. 5 to designated location within Bldg. 6 at 162d Air National Guard Base, Tucson, AZ 85706. (See reference drawing)

Re-assembly, Configuration, Installation, of all vault components to original configuration; to include incidental work necessary to provide a complete, useable, certified modular vault.

Configuration/Installation must meet the latest GSA standard AA-V-2737 security requirements and applicable Unified Facilities Criteria to include UFC-4-171-05, AR 190-11 for weapons storage and other applicable standards.

Certification of re-assembled modular vault IAW the latest GSA standard AA-V-2737.

1.1.1.2. Man-Power Reporting: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.

Contractors may direct questions to the help desk at http://www.ecmra.mil/. The applicable Department of Defense Activity Address Code (DoDAAC) for this contract is FA6022. 1.2. Additional Requirements

1.2.1. Conflict of Interest. The contractor shall not employ any individual who is an employee of the United States Government if the employment of that individual would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval of the employment in accordance with Department of Defense Directive (DODD) 5500-7, Standards of Conduct. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities.

1.2.2. Security Requirements

1.2.2.1. For Official Use Only (FOUO). The contractor shall comply with DoDD 5400.07, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the contractor or contractor employees shall not be retained by the contractor and surrendered immediately to an appropriate Government authority.

1.2.2.2. Reporting Requirements. Contractor employees shall immediately report to an appropriate Government authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.

1.2.2.3. Physical Security. Contractor employees are responsible for safeguarding all Government property and controlled forms provided for the contractor’s use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

1.2.2.3 Access and General Protection/Security Policy and Procedures - The contractor shall comply with all applicable installation/facility access and local security policies and procedures.

The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy.

Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime

Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

1.2.2.4. Safety. The contractor shall comply with all applicable laws and safety regulations.

Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities. The contractor shall provide all personal protective clothing and equipment for contractor employees.

1.2.2.5. Hazardous Materials (HAZMAT). The contractor shall manage, handle, transport and store in accordance with the Resource Conservation and Recovery Act, 40 CFR 260-265, Protection of Environment, applicable State statutes and regulations, and the 162nd Wing Hazardous Waste Management Plan. Any waste that is generated will require coordination with the Environmental Office for storage and disposal. Hazardous waste generated on base shall not be removed by the contractor without prior approval
