Questions and Answers Solicitation W912L1-19-R-0048 As of 16 Aug 2019

1. We would suggest a pressure tank, and pressure pump. The ones we use, are very low watt usage. In past labs and similar container projects we have done, the foot pump is a pain, they don't work and don't last. “Can we add an optional 16 gallon pressure tank?"

Response: A pressure tank may be added if it is compatible with shore water connection.

2. In all medical units, hot water is a requirement for sanitation. "Can we add an optional on demand water heater?" The additional power watt requirement is not a lot.

Response: A hot water heater is OK, but not required.

3. Are the solar panels to be set up on the roof of the container, on ground, or combination ground and container? Can we add bolt on fittings on the roof for fittings? They will not interfere with the corner fittings to slinging the container. But would remove the CSC certification for intermodal transport.

Response: Solar panels need to be fixed to the roof.

As of 20 Aug 2019

1. The solicitation requires “Warranty details” for the “conex and equipment installed in them”. If the offer intends to pass on the OEM warranty for the equipment inside the container, does a full warranty package for every item need to be submitted with the proposal or would a summary chart suffice? Please confirm what level of detail the warranty of each item must include. Forwarding the full warranty for every component would be a large amount of information.

Response: The equipment warranty from the manufacturer is sufficient.

2. In regard to the “Basic Container Specs”, what is the holding capacity requirement for the internal water system? What does the system consist of?

Response: 20gal capacity for fresh and gray water.

3. In regard to the “Basic Container Specs” insulation, would an alternate insulation configuration that provides the same R-Value and benefits be acceptable?

Response: If the R-value is the same other insulation material can be used.

4. In regard to the “Basic Container Specs” lighting, can the offer proposal light energy efficient LED light fixtures that are slightly different in size/dimension as long as they provide sufficient lumens to fully illuminate the containers?

Response: As long as they provide the same amount of lighting different sizes are OK.

5. When a container(s) is connected into local infrastructure or generator, will a safety disconnect or automatic transfer switch be required? Will there be a single incoming connection or two separate connections based on availability on site?

Response: A single safety connection is all that is needed.

6. With the extensive amount of design, engineering, procurement and fabrication time involved in this project, a 120-day turnaround time does not seem feasible. Should offers provide their own best estimates for design and delivery times/terms in their proposal?

Response: The 120 day turnaround time is needed, however each bidder can submit their time schedule.

7. What will the hours of operation be on the shelters so we can properly calculate the power draw and necessary solar and back-up power requirements?

Response: Normal operating hours are from sun up to sundown, but may be 24/7 depending on mission.

8. How many hours of power would the battery backup need to supply to each shelter?

Response: 8 hours

9. Will all containers be set up within close proximity (100 ft) of each other?

Response: Yes

10. The required back-up batteries and inverter will take up a significant amount of space in each shelter thereby limited the space available for medical equipment and operations. Can separate containers be proposed to hold the power (solar/battery/inverter) equipment? If so, how should this be incorporated into the pricing structure?

Response: 4 containers maximum

11. Please provide more detail on the Hearing Exam Container requirement for “Custom made 8 station audiometry IAC Acoustics booth”. A more detailed description of what must be included in the “custom” station is required to provide an accurate quote for a fair evaluation.

Response: Simple. 8 hearing stations connected to central analyzer.

Here is an example of what we already have. Master/Station Jack Panel System, Recessed Cabling Separate work station within the container but outside of audiology booth for technician Sliding Curtain Dividers Between Stations Low Profile 12.07 cm (4 3/4 in) Acoustic and Vibration Isolated Floor System Ceiling Mounted LED lighting with Switch Adjacent to Door (exterior) Acoustically Engineered Ventilation System with Variable Speed Fan mounted on roof or wall Double Seal Acoustic Tandem Out-swing Doors with Windows

12. The Progeny Vantage Digital Panoramic System which is required for the Dental Exam Container measures 93” high. This will not fit into the interior of the container that has been spec’d at 7’ Height (84”). Please advise.

Response: Alternative Pano systems may be presented.

13. On page (7) of the Solicitation under Solar power with battery backup, and inverter. "The container also needs to have the ability to provide power through the back-up battery system, with all equipment running normal, indefinitely from the solar power." My question is this. The number of solar panels needed to accomplish this would be approximately (36) 40" X 72" panels per container with only (6) panels able to be mounted on the top of the container the remaining (30) would need to be stored in the container and set-up manually. Is this OK?

Response: Solar panels should be affixed to containers. Manual set-up of panels is acceptable but not preferred.
