FOR

W912L1-18-R-0010

Number Contractors Questions/Clarifications Government Answers

1 Is this a new requirement or is there an incumbent vendor?

New

2 If available, can you please send along the incumbent contract number?

N/A

3 The wording at C.8.1 in the PWS stating: “All corporations must be a Texas Professional Corporation and since events include dental, the owners must be licensed dentists in the State of Texas.”

Pursuant to State Law all corporations that practice dentistry must be a Texas Professional Corporation.

4 Will we be expected to complete all 600 exams, xrays and prophies 1st, before starting treatment of fillings, extractions, root canals for the up to 150 patients?

No. Provide continuous treatment of fillings, extractions, and root canals on the spot, when that patient is still in the chair with the dentist, right after the exam, cleaning and xrays.

5 Or, will we be expected to provide continuous treatment of fillings, extractions, and root canals on the spot, when that patient is still in the chair with the dentist, right after the exam, cleaning and xrays?

Yes. Provide continuous treatment of fillings, extractions, and root canals on the spot, when that patient is still in the chair with the dentist, right after the exam, cleaning and xrays.

6 If pre-approval is required for treatment of decay, how long does that decision take?

Military dentists will be available to approve treatment plans (same day).

7 Will we be asked to return to finish treatment that cannot be completed in the 4 day timeframe allowed?

No. DRC 3 Soldiers not converted to DRC 1 or 2 during the event require post event dental case management and follow-on treatment (near the Soldier’s home of record) and conversion to DRC 1 or 2 at contractor expense.

8 What is the daily timeframe allowed over the 4 days?

12-14 hours.

9 Can we schedule our teams in 8 shifts over the 4 days from 5:30 am-12:30 pm and 12:30 pm - 7:30 pm?

Yes. Provide staffing and equipment levels.

10 If we get set up and are ready to go on the morning of July 11, can we start early that afternoon?

No. Soldiers will not be present.

11 One of our mobile units has 2 chairs about

16 feet apart. Does a partition need to exist between the 2 chairs?

Yes.

12 What sections of C11 is this highlighted statement referring to? Who are the "Government" case managers?

TXARNG Case Management team.

13 Does C17.3 refer to DRC 3 SMs requiring treatment at the event? If not, to what is it referring?

Yes. SM’s categorized as DRC 3 will require dental treatment at the event and conversion to DRC 1 or 2.

DRC 3 Soldiers not converted to DRC 1 or 2 during the event require post event dental case management and follow-on treatment (near the Soldier’s home of record) and conversion to DRC 1 or 2 at contractor expense.

14 Does contractor or TXARNG provide immunization serums?

a. In most states, serums are provided by MEDCOM. Will TXARNG do the same?

TXARNG MEDCOM will provide all vaccine serum.

Contractor provides all other immunization supplies, including biohazard waste.

15 Does contractor or TXARNG provide HIV supplies (tubes, labels and shipping supplies)?

a. In most states, HIV supplies are provided by MEDCOM. Will TXARNG do the same?

TXARNG MEDCOM will provide all HIV supplies.

Contractor is responsible for bioharzard waste.

16 Please confirm (Appendix D) that no endodontic treatment is required.

Endodontic treatment is required on site.

17 In TXARNG Medical Event Summary, dental treatment is listed as 150 (25% of SMs receiving exams).Additional requirements states, “Estimate (18%) Soldiers receiving dental treatment will need Case Management.” What does the TXARNG anticipate those 27 SMS (18% of 150) needing by way of Case Management, post-event? Does contractor bill Government for these case-managed SMs (refer to highlight at C11)?

DRC 3 Soldiers not converted to DRC 1 or 2 during the event require post event dental case management and follow-on treatment (near the Soldier’s home of record) and conversion to DRC 1 or 2 at contractor expense.

18 Regarding Medical Dental Pricing: This is not a GSA schedule buy. A pricing "menu," included in PWS is not applicable to an RFP.

Please remove and allow for contractors to price as RFP. Otherwise, what is the determining factor of the award? This menu includes personal (endodontist), not requested in PWS and a quantity of 1 on all positions when, in reality, more will be needed. Please allow contractors to use are own "workbooks" to configure staffing and supply needs based on the PWS. Otherwise, this method is extremely difficult to factor in Op Ex, G&A, and profit margins. Finally, to estimate serum and lab prices, TXARNG needs to list the approximate number of immunization serums and lab draws needed, per the roster of SMs attending event. What are the historical numbers of each of these for a pricing reference point?

Otherwise, as stated above, what is the determining factor of the award and who gets to even determine that factor? Using this menu essentially eliminates any sort of reference point, even for those awarding the contract.

TXARNG MEDCOM will provide all vaccine serum.

Contractor provides all other immunization supplies, including biohazard waste. TXARNG MEDCOM will provide all HIV supplies. Contractor is responsible for biohazard waste. Estimate 50% of Soldiers will require at least 1 immunization and 30% will require lab draw (primarily HIV). Less than 2% will require G6PD and/or DNA.

19 Regarding ITEM NO 0001 (pg 36):What items/services do you envision being case managed in the $300,000?

DRC 3 Soldiers not converted to DRC 1 or 2 during the event require post event dental case management and follow-on treatment (near the Soldier’s home of record) and conversion to DRC 1 or 2 at contractor expense. (see adjustment in this amendment-this was an administrative error).

21 Will TXARNG provide Behavioral Health staffing providers?

No

22 Will TXARNG provide record reviewers for

24 Will TXARNG provide Case Managers, or will the contractor be required to staff? If the Contractor is staffing, please specify their role, limitations and expectations.
