Statement of Need for Commercial Items
Readiness Equipment 2018.09.07
1. Scope: The contractor shall furnish all parts, equipment, transportation, and materials necessary to provide tactical and medical readiness equipment for use at the 136th Airlift Wing.
2. Background: The 136th Inspector General (136 IG) requires a safe and efficient way to provide realistic, valuable, reactionary and response training for SFS, Combat Life Savers, Wing Readiness Exercises, ESR, Active Shooter, Domestic Operations, convoy training, and many other training scenarios. These training aids will provide simulated explosions and gunfire allowing members to react accordingly in a safe and controlled environment.
Furthermore, remote operation will allow operators to maintain a safe distance and alleviate the concern of hearing damage. The IG also requires a safe and efficient way to provide realistic, lifesaving training for MDG medics, SABC, SFS Combat Life Savers, Wing Readiness Exercises, ESR, Active Shooter, Domestic Operations, convoy training, and various other training scenarios. This trauma manikin simulator will provide real training in all applications of SABC to include proper tourniquet application, clearing airways, treating burns, blast wounds, and gunshot wounds.

4. Tasks/Objectives: The contractor shall provide brand name (or equal) item(s) with the below referenced salient physical, functional, or performance characteristics that “equal” products must meet.
4.1. Blast and Ballistic Simulator – Manufacturer: Innovative Tactical Training Solutions (ITTS)

1. Submittals: None
2. Delivery Schedule:
2.1. Contractor shall complete delivery within 90 calendar days after receipt of contract award.
2.2. The normal business hours for the Government are 6:30AM to 5:15PM, Tuesday through Friday. Delivery shall not occur outside of these core hours unless authorized by the contracting officer.
3. Security:
3.1. Access and General Protection/Security Policy and Procedures: The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the contracting officer identified below. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services, or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense, U.S. Air Force, and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
3.2. Contractors Requiring DoD Facility and/or Installation Access Without Common Access Card (CAC): Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB), applicable installation, facility and area commander installation/facility access, and local security policies and procedures (provided by government representative).
