| Requesting Activity: Purchase of M777 Howitzer Cover / M777 HYDRO Strut Corrosion Protective Cover / M119 Howitzer SLED and Complete Cover | |
| If needed continue on a separate piece of paper: The USPFO for Texas, Purchasing and Contrating Office, requests a Firm Fixed Price contract with L&C Protec, Inc (DBA Cocoon). The Government intends to award on the basis of other than full and open competition. | |
| If needed continue on a separate piece of paper_2: The Texas National Guard has a requirement to acquire M777 Howitzer gun (body and barrel) covers with a patented corrosion preventive textile with a high vapor transfer rate and shielding properties utilized as a unique artillery cover application. This patented cover material is an extremely durable 3-layer laminate that is air permeable, waterproof, and contains a hydrophobic polytetrafluoroethylene membrane. This unique patented membrane fabric system offers military equipment and weapons systems a very high level of environmental protection. | |
| If needed continue on a separate piece of paper_3: The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." FAR subpart 6.302-1 allows for the limiting of competition to procure unique supplies or services available form only one source or only one suppler with unique capabilities. | |
| If needed continue on a separate piece of paper_4: Cocoon is the only contractor that has the patented material for these covers. The Cocoon covers protect against corrosion, mold/mildew, extreme temperatures, abrasion, UV damage, pollution and ice through a patented expanded polytetrafluoroethylene fabric membrane and are required in order to adequately protect the M777 Howitzers from the harsh elements. Cocoon cover material is inherently electrostatic discharge, a critical requirement when covering artillery. The Cocoon's cover material's dry weight is equal to its wet weight at less that 12 ounces per square yard. A too heavy cover will damage artillery components, become a user safety hazard and when frozen, become unusable. Cocoon is the only COTS cover that meets ASTM D737 0.1 CFM, the minimal requirement needed to eliminate heat and moisture under a cover to prevent corrosion and mitigate heat degradation to electronics. Additionally, there are no vapor corrosion inhibitors or desiccants in Cocoon covers - substances that cause corrosion. | |
| If needed continue on a separate piece of paper_5: Based on Cocoon's patented cover material outlined above and technical information provided by AMCOM Corrosion Program Office, Cocoon covers provide the best protection for the M777 Towed Howitzer artillery equipment which can be damaged by heat and corrosion leading to inoperable, non-mission ready weaponry. | |
| If needed continue on a separate piece of paper_6: The Market Research we conducted was contacting the AMCOM Corrosion Program Office. We then were sent the INFORMATION PAPER attached to the PR. This covers the background, technical description, testing, and recommendation. It was determined by the AMCOM Corrosion Program Manager that Cocoon Covers are Army approved. This provided the research and testing we used to make a decision on Market Research. | |
| If needed continue on a separate piece of paper_7: | |
| If needed continue on a separate piece of paper_8: The detrimental effects to the mission if the covers are not procured is that the M777 Towed Howitzers will sustain severe weather related damage ultimately making the equipment inoperable and the unit non-mission ready. Additionally, equipment defects puts the unit at a greater danger of loss of life and mission failure. The cost for repair because of damage would continue and may ultimately lead to the loss of the entire Howitzer. This type of damage can be prevented with the acquisition of these Cocoon material patented COTS covers. | |
