Requesting Activity: USPFO for Texas, Clothing Issue Facility
If needed continue on a separate piece of paper: TX ARNG is requesting to purchase the TORQ NV Tactical Flashlight with the intent of issuing it out to every Soldier that is assigned to the TX ARNG. This flashlight is expected to be used by all TX ARNG Soldiers on a consistent basis, to include operations both at home station and abroad. It will be used in support of both domestic and combat operations.

- maximum white light output 155 lumens

- runtime - 10 hours

- 320 degree rotating head

- waterproof (1 meter)

- constructed from proprietary polymers

- weight 4.4 ounces Dimensions: 3.9" H x 2.6" L x 1.4" W

If needed continue on a separate piece of paper_4: Soldiers of the TXARNG must perform a wide variety of duties that span from response to homeland emergencies to combat operations. They also perform their daily duties under all sorts of conditions to include periods of low light and under the cover of darkness. All of these operations require individual lighting sources to improve performance and SOLDIER SAFETY. The require is to adopt an individual lighting system that can be standarized across the TXARNG.

- Through analyses and product testing, it has been determined that the following requirements be met to fully satisfy this need:

- right angle flashlight with horizontal rotating head that allows for 320% rotation

- must have a 3 button control panel for one-handed thumb actuation -must be able to be used handheld or hands-free when used with the included MOLLE TRS Blade Mount or clipped to vest

- must have a removable finger loop

- must come with MOLLE mount

- light illumination of 155 lumens

- secondary illumination output of red, green, blue and 880NM infrared (IR)

- must have momentary switch for on demand hight output white light

- all colors of light to include Infrared

- a high intensity disorienting white light strobe

- a highly visible red, white and green safety signaling beacon

- an Infrared signaling beacon

- must include a lock out mode

- must run on AA batteries

If needed continue on a separate piece of paper_5: After conducting market research and surveying flashlights that are currently available in the Army's inventory to meet fulfill this requirement, it has been determined that the requested item will provide the best value for the TX ARNG.
