CST Trailer Modifications

Contractor is to modify current Trailer for National Guard KY in accordance with the Statement of Work (SOW) within this solicitation.

Period of Performance is 120 Calendar Days from date of award.

BASIS OF AWARD

The Government intends on awarding a single Firm Fixed Price Contract without discussions.

Award will be made based on Low Price.

Each proposal will be reviewed to ensure the proposal meets the requirement as set forth in the attached Scope of Work.

The Contracting Officer reserves the right to not award to a proposal that does not meet the requirements set forth in this solicitation.

SOW

41st CST Trailer Modifications Statement of Work

Special Instructions Award will be made based on lowest price. The Contracting Officer reserves the right to award without discussions. All proposals will be reviewed to ensure that proposals demonstrate the ability to complete the requested work. Any proposal that does not demonstrate that the contractor can complete the work, will be subjected to be removed from being considered for award.

The Contractor must be within 60 miles of the KY Air Guard Base located at 1101 Grade Ln, Louisville, KY 40213. The trailer will be delivered to and picked up from the Contractor’s location by KY National Guard employees.

Contractor’s Proposal MUST HAVE the pricing, the period of performance, and must demonstrate an understanding of the work being performed on the trailer. The proposal shall break down costs associated with the work being performed.

Period of Performance The period of performance for this Contract should be within 120 Calendar Days from date of award. The Contracting Officer has the authority to modify the POP, in which if the contract would need to be modified for any reason, the Contractor would need to request to extend the POP date through the Contracting Officer.

The following modifications are required on a 24’ Box Trailer. 8.5’ wide, and 7’4” tall. See “CST Trailer Basic Specs 2022.pdf” file for trailer-specific details.

Curbside Awning

Furnish and install 8' x 16' (16’ running along the length of the trailer and 8’ out when fully deployed out) power retractable awning in white/black. Awning should be able to be hand-cranked in the event of power loss. Fabric color should be black topside and white underside when deployed.

Interior Modifications

Install light-weight (14 GA Steel) and removable storage cabinets on curbside wall.

Cabinets must be securely mounted inside the trailer when moving, but also removable when required.

o The cabinet manufacturer should have features similar to the Moduline Pro II series cabinet in order to match the brand and styling of the cabinets currently installed in the trailer. Cabinets will be black to provide for longevity against degradation and tarnish due to high usage.

o Vendor will provide and install shelves per CAD drawing and following specifications:

Install wheels on bottom of cabinets. Cabinets should be installed, per the “TOP VIEW WITHOUT COUNTER TOP” diagram and adhere to the following specifications:

Bottom of cabinets should be mounted 49 inches from the ceiling

Storage cabinets will be secured and locked in place.

Drill holes in rear of cabinets with grommets for electrical connections.

Each of the cabinets should have grommet cut out to allow for a 10 plug power strip to be installed in the interior of each cabinet to ensure charging of equipment and easy removal of toolboxes when required.

Proper electrical cord protection routing should be installed from each cabinet to trailer wall plug for each power strip.

One 32"h x 18"d x 36"w toolbox with 3 drawers 9" deep One 32"h x 18"d x 24"w toolbox with 3 drawers 9" deep One 32"h x 18"d x 24"w toolbox with 4 drawers 7" deep One 32"h x 18"d x 24"w cabinet with single door and adjustable shelves Two 32"h x 24"d x 24"w cabinet with single door and adjustable shelves One bottom shelf and two adjustable shelves per cabinet.

Supply 2" Black foam inserts for all drawers.

Install 14ga. stainless steel shelf x 24 5/8"w x 156"lg at curbside wall. Passenger Shelf must be removable. Passenger shelf surface should be 45 inches from the floor of the trailer.

Install 14ga. stainless steel shelf x 17" x 95" shelf on front wall, 51 inches above the floor.

Install four 8-outlet power strips 4 inches above countertop on the front wall.

Remove fold down seat on driverside wall.

Furnish and mount two (2) 55" LED Smart TV's with the following specifications:

o 4K Resolution o 4 x HDMI Inputs o 2 x USB Inputs o Bluetooth enabled o Built-in Wifi o 1 x Ethernet Port o Product depth 3” or less without stand o Mount to swing up, and secure to, ceiling when transporting.

o One TV will be installed on the front wall of the trailer above the workstation area. The other TV will be installed above the Driver’s Side Wheel Box. Power and HDMI cord from TV monitor(s) will need to be routed to front workstation area.

Exterior Modifications:

Side door locks: Replace all paddle side door locks with exterior padlocking handles and interior handles. Padlocks on each handle will be common-keyed.

Misc.

Supply 40ft 6/4 50A extension cable with male and female twist plugs.

52.204-17 OWNERSHIP OR CONTROL OF OFFEROR (AUG 2020)

(a) Definitions. As used in this provision--

Commercial and Government Entity (CAGE) code means—

(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity by unique location; or

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.

Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

(a) Definitions. As used in this provision--

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision-

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."

(d) Representations. The Offeror represents that--

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

52.204-26 COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES--REPRESENTATION (OCT

2020)

(a) Definitions. As used in this provision, “covered telecommunications equipment or services” and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.

(c) Representations.

(1) The Offeror represents that it [ ___ ] does, [ ___ ] does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (MAR 2023)

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern--

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph

(d) of this clause.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13

CFR 121.103.

(b) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, upon occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
