(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. (2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Technical Proposal: All submissions shall be in 12 point font in Times New Roman (may be in 10 point font for charts or illustrations). Page limitation for Technical Proposal not to exceed 5 pages including the cover page. The technical proposal should address your approach to the management of the requirement including recruitment, retention and quality control. The Offeror is cautioned that merely re-stating they will meet the technical requirements of this Solicitation is not adequate for a response and may be found technically unacceptable if such a response is received. Technical Capability is defined as the ability to perform all performance requirements as listed in the attached PWS, while maintaining quality and timeliness. To demonstrate acceptable technical capability, the Offeror shall provide documentation demonstrating this ability in the form of a brief plan of how they will meet the requirements of the PWS. Failure to provide this documentation will result in the Offeror being determined as “Technically Unacceptable”.Offeror is responsible for including sufficient details to permit a complete and accurate evaluation of the proposal. Proprietary information shall be clearly marked.
(2) Past Performance- To demonstrate acceptable past performance, the Offeror shall provide documentation of satisfactory performance on past or current contracts of a similar type, size, scope, and complexity, performed within the last three (3) years including references, with names and contact information of the references who can verify such past performance. Past performance information of key personnel may be provided if the company has limited or no past performance. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will be evaluated as neutral on Past Performance, providing the Offeror supplies a certified statement with their offer that no past performance information is available. Neutral past performance is not negatively scored but may have a negative impact in the overall consideration for award. The Government's approach to evaluating past performance is to check the references provided by the contractor to verify satisfactory past performance as well as data obtained from other sources available i.e. government database, past contract files, etc. The Offeror is cautioned that while the government will consider data from other sources, the burden of demonstrating satisfactory past performance rests with the Offeror. Limit past performance documentation to four pages.
(3) Price Proposal: The offeror shall submit a completed pricing sheet with a cost breakdown for each CLIN idenified on this solicitation; in addition to a cost breakdown for each cost element on a separate excel sheet, to include materials, labor, travel, and other associated costs.
