RFIs Responses Version 3

RFI # RFI RESPONSE

Reference: Section 230900, Paragraph 2.1A

Can you add Distech Controls as an acceptable manufacturer?

Distech Controls, Inc. is an acceptable manufacturer.

Reference: Section 230900, Paragraph 2.1B-

1. What is the existing system with which full compatibility is required?

2. Does “fully compatible and allow full operability” include:

a. Graphics, alarming, schedules and other “front end” created in the existing facility system, in the Application Software specified in Section 230900, Paragraph 2.2A14, or both?

b. If the new Application Software provided with this project is the stand-alone front-end for the project, what specifically is required to comply with paragraph 2.1B?

c. Must the field controllers be capable of being programmed through the existing facility system, or can a separate software programming tool (either stand-alone or within the Application Software) be included with the project?

1. The existing base-wide system is a Johnson Controls Metasys (MSEA) system.

2. Fully compatible and allow full operability:

a. The question is vague. The building management system shall be capable of both stand-alone operation (during emergency conditions) or through the base-wide system (normal operations).

b. During emergency conditions or for diagnostic purposes, the building management system shall be capable of stand-alone operation using a portable PC-based microcomputer.

Intent is that the building can be fully operated remotely via the existing base-wide system.

I have contacted the Hobart manufacturer to get a price on the Frequency converter as stated in note #2 on drawing E-111C. He will not provide a price for the Horbart #90SX200, as he says that this a series and not a specified part number. He requires a written specification. Can you provide a written specification for these?

According to the Hobart representative, Hobart is no longer manufacturing a 400Hz converter with dual output as we have indicated in our design. Therefore, we have attached herewith, the product specification sheet by Unitron that we consider to be equal to the original Hobart product. Please note that other manufacturers with equal products are acceptable.

I have a few questions regarding the loading dock equipment being requested for the Aircraft Maintenance Instructional Building in Annville, PA. The specifications requested a mechanically operated unit with the additional of a safety barrier lip. However, the safety barrier lip option is only available on powered dock leveler units. Would you like for me to quote a powered unit with a safety lip barrier option in addition to a standard mechanical unit without the safety barrier? Provide mechanically operated dock levelers without the safety barrier lip.

Please see attached calculations. The first one is calculation using 2% JET-X. The second is the calculation using 2.75% JET-X and the actual UL outputs. As you can see, you can’t do it at 50 psi with 16 generators. The third calculation is an engineering option to use JET-X 27’s at 50 psi. There are 8 helicopters in the hangar and you need 8 generators. Normally with this type of helicopter, one generator above each one is sufficient for the ETL procedure. Also, it would be more economical with the JET-X 27’s as you would drop from 14 generators to 8. With that being said, we recommend that at a minimum you switch to 2% JET-X in order to get down to 14 generators.

Please review and advise.

As stated on Drawing FX102, General Note 3, the contractor may submit an alternate design for the High- Expansion Foam (HEF) System from that shown on the contract documents based on approved manufactures.

Alternate design must be presented in conformance with Deviations under Specification Section 013300. When submitting a Contractor Generated Alternate bid item for HEF system design, the contractor must show the proposed system complies with all requirements of UFC 3-600-01 and AF ETL 02-15. As a contractor generated bid alternate, it will be reviewed and at the Governments discretion, accepted or rejected. Design documents for the alternate HEF system must be prepared under the oversight of the Contractor's Fire Protection Engineer of Record and include plans, details, and engineering calculations needed to show the design will meet all design requirements. Additionally, any costs generated by these changes shall be the contractor’s responsibility and in no way will present additional cost to the Government. This including but not limited to fire water supply, structure modification due to difference number, size, location, and weight of devices, architectural modification resulting from modified wall and/or roof penetrations, relocation of light fixtures, ensuring the equipment fits in the intended space, and is coordinated with other trades.

REF: SPECIFICATIONS 143300 and 143400 The monorail specification 143400 specifies patented track. The bridge crane specification 143300 specifies structural steel for the runways.

The design philosophy should be switched; cranes should be designed around patented track, and the straight monorail can be structural steel.

a) Multiple runway crane systems, in this case three runways, will best serve the owner operator when installed using patented track system components. These components include the following:

• Flexible suspension reduces horizontal building loadings and maintains equal hanger loading

• Patented track runway rails and bridge beams. These engineered components provide:

o Lighter strength to weight design ratio o Straight and true rails o Flat and hardened running treads – better tracking, more durable surface, longer lasting components.

• Articulating trolleys on the crane end trucks allow all wheels to be equally loaded and provide better alignment/tracking of the three runway system.

Structural steel profile girders have an allowable amount of sweep in their lengths per ANSI specifications. Three rails running down the length of the building will not be parallel due to ANSI approved mill sweep.

When a rigidly constructed three truck crane is introduced to three supposed parallel rails, binding and stresses will occur. The heavier runway rails and crane sections will contribute to higher hanger loadings on the building structure. Additionally, ridged wheels mounted in the crane end trucks will not all maintain equal loading on the structural rail tread line due to allowable un-parallel beam flanges per ANSI specifications.

b) The monorail systems on the project are straight with a single hoist operating on them. A structural member for this application is acceptable. The lighter system loads, combined with the single device tracking along the monorail does not present undue stress on equipment or building members.

c) The value of the patented is fully realized if used in the crane system, and lost (wasted) in the monorail system.

I would respectfully request that the patented track specification be applied to the crane system and removed from the monorail system specifications. Patented track systems are well known in the aerospace

Patented track system and/or structural steel runways are both acceptable systems for the monorails and the overhead cranes as long as they do not require any deviation from the designed building structural system. The design and construction cost of any deviation to the structural system due to the monorail or overhead crane runway system selection shall be included in the General Contractor’s price.

Keyed Note 5 on sheet TY101A, TY101C & TY102A says not in contract, coordinate bid for these doors with base contracting office. Keyed Note 2 on sheet TY601 also says the same. My question is are we to include the rough-in of these doors in our bid? Conduit and box shall be included in the price.

Manufactures require additional information to quote Hobart 400hz Converters and Conductix Cable Reels. Listed below is the response we received:

The 90SX200 is a Family for 400Hz solid state frequency converters that come in many configurations. We would need to know the Exact configuration to quote. The same applies to the Cable Reels. Can additional information be provided?

See RFI 3 response for the 400Hz converter information. For the Conductix/Wampfler Cable Reels, please use the following part number: Cable Reel Series, PLB 400, Product No. SE-101568 Please refer to the attached manufacturers product data sheets and Cable Reel Specification. Please note that other manufacturers with equal products are allowed.

I would need to know the max amount of weight that will be traveling over the loading dock. The typical capacities start at 25,000lb on up with heavier equipment companies using 60-80k lb units. Below I have included the full instruction on how to determine your best application.

Calculating Capacity

A simple guideline exists to calculate the safest dock leveler capacity for light to normal usage. Add the gross weight of the vehicle and the gross weight of the load. Multiply that by 2.0 (ie. 8,000 lbs. forklift gross weight + 4,000 lbs gross load = 12,000 lbs x 2.0 = 24,000 lbs; rounded up to 25,000 lbs).

If the manufacturer does not offer that exact capacity, use the next higher capacity. For normal to heavy usage, a multiplier of 3 to 4 should be applied.

Specifying a capacity higher than the calculated requirements will further extend the life expectancy of the dock leveler. Select the dock leveler to offer a minimum of 10 years of service life.

Dock levelers are designed to withstand dynamic forces generated when the loading vehicle makes contact with the inclined leveler.

The impact force can be many times greater than the actual gross load due to the speed at which it is traveling. Three-wheeled loading vehicles or narrow wheels greatly increase pin-point loading and should be accounted for by further increasing the leveler capacity. When using equipment of this type, a dock leveler with a minimum capacity of 30,000 lbs. is recommended regardless of gross load.

This guideline will work in the majority of applications when the grade is less than 7%, the speed does not exceed 5 mph, and the frequency is not more than 8 trucks per door per day, 20 rollover cycles per vehicle.

The rated capacity may be adversely affected by unique loading or operating conditions.

For applications of higher frequency, greater grade, and higher speeds, a multiplier of 4 to 5 times the total gross load should be used. Unusual conditions can lessen the effectiveness of this guideline. When in doubt, always specify a higher capacity.

Provide 33,000 lbs., mechanically operated dock levelers without the safety barrier lip.

We have contacted the Hobart manufacturer to get a price on the Frequency Converter as stated in Note #2 on Drawing EC-111C. They will not provide a price for the Hobart #90SX200, as they say that this is a series and not a specified part number. They require a written specification. Can you provide a written specification for the Frequency Converter? Please advise.

According to the Hobart representative, Hobart is no longer manufacturing a 400Hz converter with dual output as we have indicated in our design. Therefore, we have attached herewith, the product specification sheet by Unitron that we consider to be equal to the original Hobart product. Note that other manufacturers with equal products are acceptable. For the Conductix/Wampfler Cable Reels, please use the following part number: Cable Reel Series, PLB 400, Product No. SE-101568 Refer to the attached manufacturers product data sheets and Cable Reel Specification. Note that other manufacturers with equal products are allowed.

Specification section 221513 paragraph 3.1 state two different material types for the compressed air piping, whereas all the other sections on piping materials specified a schedule, is it the intent of the designer to leave this option up to the contractor? Folow Specification Section 221513 paragraph 3.1 for the compressed air piping only.

49 Is the Building Management System in the new building to be connected to the existing, Base-wide building management system at FTIG, or is it to be an independent, stand-alone system ??

The building management system shall be capable of both stand-alone operation (during emergency conditions) or through the base-wide system (normal operations).

The specification section 230900-5 2.1B states "Control system shall be fully compatible and allow full operability with the existing facility system." The existing system is a Johnson Controls Metasys MSEA system, does this indicate the new building BMS is to be connected to the base wide BMS as part of the project ??

The building management system shall be capable of both stand-alone operation (during emergency conditions) or through the base-wide system (normal operations).

The BMS spec section 230993 makes multiple references to mechanical equipment being supplied with intelligent controls, for example 230993-8 1.9A states "Each ERV shall be supplied with a local unit controller to enhance efficiency and provide constant communication with the DDC Building Management System (BMS)", but in reading the spec section 237200 for the ERV units, there does not appear to be any specification requirement for the unit to have those intelligent controls. Is it the intent of the design to have the mechanical equipment supplied with controls ??

The Contractor shall coordinate the mechanical equipment controls, mechanical equipment instrumentation, and the BMS. The Owner would prefer not to have multiple manufacturers of the same kind of controller/instrument.

The project plans on page M-704, M-705, etc., contain very specific point lists for the BMS to monitor and control from the mechanical equipment. If the controls are supplied with the equipment, the BMS contractor generally does not have the option of adding additional points to the controls furnished with the mechanical equipment. Are the control point lists called for on the plans and specs coordinated with the capabilities of the specified mechanical equipment to be able to be provided with the equipment?

The Contractor shall coordinate the mechanical equipment controls, mechanical equipment instrumentation, and the BMS.

Specification section 230900-10 2.5C calls for "Electronic Controllers: Wheatstone-bridge-amplifier type, in steel enclosure with provision for remote-resistance readjustment. Identify adjustments on controllers, including proportional band and authority." This is an older technology… is this type of product the technology desired for the project ? The Owner would prefer the most modern, proven technology.

On the fire protection drawings, it is indicated to protect the roof of the hanger with (2) pre-action sprinkler systems. Similar projects used a standard wet pipe sprinkler system to protect the roof. The Protectowire (linear heat detection) system was used to activate the HEF foam systems. We assume the Protectowire system could activate both the roof pre-action systems and the HEF foam systems, but we’ve never seen it done that way. Please advise if a wet system to protect the roof would be acceptable as it would be more economical for the owner.

As per ETL 02-15 and Government's direction provide preaction protection system as called on the documents.

Sequence of operation to release the foam and preaction sprinkler valve is shown in the Foam System Control Action Matrix on sheet FA602. HEF system release is either by manual foam pull station or both linear heat detection circuits being in alarm. Preaction system valve is released on any single linear heat detection circuit in the zone being in alarm. This design follows the ETL except it uses cross zoned linear heat detection rather than spot detection.

55 Section 230900, Paragraph 2.1B- What is the existing system with which full compatibility is required? The existing base-wide system is a Johnson Controls Metasys (MSEA) system.

56 Section 230900, Paragraph 2.1A-Can you add Distech Controls as an acceptable manufacturer? Distech Controls, Inc. is an acceptable manufacturer.

57 Graphics, alarming, schedules and other “front end” created in the existing facility system, in the Application Software specified in Section 230900, Paragraph 2.2A14, or both?

The building management system shall be capable of both stand-alone operation (during emergency conditions) or through the base-wide system (normal operations).

58 If the new Application Software provided with this project is the stand-alone front-end for the project, what specifically is required to comply with paragraph 2.1B?

During emergency conditions or for diagnostic purposes, the building management system shall be capable of stand-alone operation using a portable PC-based microcomputer.

Must the field controllers be capable of being programmed through the existing facility system, or can a separate software programming tool (either stand-alone or within the Application Software) be included with the project? Intent is that the building can be fully operated remotely via the existing base-wide system.

60 Drawing E-501, Detail #10 shows Type U-3 and U-4 light fixtures. Type U-3 and U-4 are not on the Fixture Schedule. Can catalog numbers be provided?

The fixtures in question are all Type “U” fixtures. The “3” and “4” indicate the branch circuit number for the circuits used in the detail.

61 Drawing E-501, Detail #10, Note #10 K.H. Industries Catalog number is incorrect. Can a revised catalog number be provided? The “J” at the end of the part number should be a “U”. Please see attached cut sheet.

Listed below is the response we received: The 90SX200 is a Family for 400Hz solid state frequency converters that come in many configurations. We would need to know the Exact configuration to quote. The same applies to the Cable Reels. Can additional information be provided?

We have spoken to two prepackaged pump house suppliers and both have confirmed that a prepackaged fire pump house of 24' x24' x 12' can't be built and shipped to the jobsite. They did say they could build two pump houses that could be connected together on site if that is acceptable. Please confirm if the prepackaged pump house can be two units coupled together on site, or if the pumps, piping, valving, building, etc. can just all be shipped separately and built on site as usual instead of being prepackaged. (This is in reference to spec section 213010).

It is acceptable to supply a factory assembled pump house that is shipped in several section and reassembled at the site, as long as the design complies with specified requirements of specification section 213010. Note that specifications did not limit building dimensions to 24'x24'x11'3", though this is the basis of design. Price must be for complete finished, functional installation meeting Government design standards. Should the design be altered, alterations must be submitted for approval by the Government. No other options will be entertained at the present time.

The outputs for the 2.75% Jet X generators is no longer correct according to Ansul. The outputs are now lower than what is stated on the drawings. The only way to get the output required is to change the agent to Jet X 2%. IS this acceptable? (this refers to drawing FX102)

While changing the foam selection from ANSUL 2.75% to 2.0% is not the only way to bring the system in compliance with the design intent, a system designed base on the use of ANSUL 2.0% foam is acceptable contingent of review of design as a whole.

66 Item 3, 11 and 16 on Drawing A-101C is to provide a Curtain at the Wash bay part of ABO NO. 12 however we cannot locate a specification for this scope of work. Please provide.

The manufacturer and product used as the basis-of-design for the wash bay curtain system is attached. Wash bay curtain shall include manufacturer’s standard clear window section. Wash bay curtain system ABO shall include all rollers, hooks, wind ties, tracks, brackets, splices, and associated hardware as required for a full wash bay curtain system installation. Wash bay soap systems, hot water systems and power washing systems are not in the contract.

Drawing A-101A Shows Item 9 (Paint booth) in Room 129 to be provided as part of ABO NO. 6 and is also shown on the Shop equipment schedule on Q-601 to be Contractor furnished and installed, but we cannot locate a specification for this scope of work. Please provide. The manufacturer and product used as the basis-of-design is highlighted on the attached file.

The answer provided in RFI #5 leaves the contractor unsure whether this is a plan and spec project or a design build. The design as shown on the drawings is incorrect and the contractor cannot price the sprinkler work as it currently stands. Below are additional questions from the sprinkler subcontractor. Are you requiring (16) high expansion foam generators to be installed per drawing FX102 or can the contractor use fewer generators? (In the event the contractor uses fewer generators, the flows, pressures, and sizing would obviously be different than what is called for on drawing FX102.)

A specific design that is besed on equipment and components from specific manufacturers is included in the construction documents. Contractors are encuraged to value engineer the system or submitt alternate designs that fulfill all the design criteria and requirements for approval. All system components must be of equal quality with the ones specified. Alternate designs and/or equipment must not present any cost increase to other building systems and/or components. The goverment will not be responsible for additional costs generated by the revised Fire Protection system.

The answer provided in RFI #5 leaves the contractor unsure whether this is a plan and spec project or a design build. The design as shown on the drawings is incorrect and the contractor cannot price the sprinkler work as it currently stands. Below are additional questions from the sprinkler subcontractor. Please verify that you will accept a high expansion foam system using Chemguard’s 2.0% concentrate or using Buckeye’s 2.2% concentrate. Chemguard and Buckeye are listed as acceptable suppliers on drawing FX102 however item 2.11A on page 10 of spec section 211320 only states that 2.75% concentrate be used. If you limit the design to 2.75% you are sole sourcing the equipment to Ansul.

The Government will not reject a system proposed solely because it is based on Chemguard 2.0% concentrate or Buckeye 2.2% concentrate. The proposal will be reviewed based on the entirety of the proposed design meeting the intent of the design on the contract documents. The intent is to open the bid to as many valid designs as are out there that meet the design criteria. Without reviewing the entire package though, we cannot state ANY and ALL systems proposed using Chemguard or Buckeye concentrate will be acceptable. Rammifications of the alternate design must be addressed by the proposer.

The answer provided in RFI #5 leaves the contractor unsure whether this is a plan and spec project or a design build. The design as shown on the drawings is incorrect and the contractor cannot price the sprinkler work as it currently stands. Below are additional questions from the sprinkler subcontractor. Does the area of the (2) preaction sprinkler systems have to follow the areas that are shown on drawings FX101B or can the contractor select the area protected by each system?

Based on the Engineering analysis performed, design provided in the contract documents meets all of the Government's design requirements, especially time of coverage and simplicity of construction. Should the contractor propose an alternate design with a different limit of the preaction system areas, all aspects of the facility in all disciplines must be made to comply with these design requirements. For instance, the preaction system areas must match the foam system area and be bounded by a draft curtain per the requirements of ETL 02-15. A different preaction area meeting the limits prescribed in ETL 02-15 would require the proposer to modify the design including but not limited to additional draft curtain material, possibly draft curtain depth, and the structure supporting the draft curtain. The fire water main to the building, the fire pumps, and fire water tank capacities would also need to be reviewed and possibly changed. It is not the Government's desire to limit the contactor's options but alternate designs must include all required changes to the overall design and will be evaluated for this.

71 Spec 233113 sections F and G are unclear. Please clarify what ductwork is lined and what ductwork is double wall.

F and G of the duct schedule relate to insulation requirements, not duct types. In general, single wall with liners are preferred due to sound attenuation.

Specification section 230993, pages 2-3, section 1.5A & B, calls for modulation of secondary hot water pumps based on system pressure. What pumps does this refer to ? It appears to refer to the radiant heat pumps and the snow melt pumps, but those pumps have control sequences based on their hot water temperatures and floor temperatures. This refers to the heat ump hydronic loop pumps (HLP).

On drawing M-703, there are 9 valves ( 3 per boiler ) shown on the piping schematic. These valves are not shown on the piping plans or details, nor are they included in the sequence of operation. Please clarify if these are required, and if so, provide a sequence of operation.

See Specification Section 230993, paragrpah 1.4; the 3 valves per boiler are to allow the system to stage the boilers on-off and isolate when off.

Please clarify if the Heatpumps are to have hot gas reheat and electric back up. Humdity control and emergency electric heat are required.

Specification section 230993 for the ERV, pages 9,section B4 calls for control of bypass dampers around the heat wheel, the Basis of design ERV specified in 237200 and listed on M-601 do not appear to have is capability. Please clarify is this is required. Yes, an economizer mode and frost protection are required.

Specification section 230993 for the ERV, pages 9,section B4 calls for the VFD in the ERV to modulate based on the number of WSHPs operating that the respective ERV serves. 4 of the 5 ERVs serve 4 WSHP each, 237200-6 for the ERV calls for the VFD to be able to adjust the speed from 50-100%. Please clarify the sequence of operation for the ERV speed and Airflow station requirement.

VFD set points will have to be established during startup to provide proper outside air based on the operating WSHPs.

80 The controls spec calls for point monitoring that differs from the point monitoring shown on M-704. Please clarify the point monitoring requirements This question is vague. The points list in the Specification is provided to guide the Contractor.

81 The make-up air sequences 230993 starting on page 11, as well the schematic shown on M-704 appear to call for monitoring and control of several items that are not specified in the ERV spec 237333.

The make-up air units (MAU) and energy recovery ventilators (ERV) are addressed as different types of equipment.

82 Please clarify what is to be provided for the MUA units. The BOD is for an AAON M2 which only goes up to 14,400 cfm, yet the units are rated at 20,300 CFM. Follow the MAU schedule on drawing M-601 and the Specifications for required capacities.
