SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

QUESTIONS AND ANSWERS

FINAL 3 May 2012

Repair Aircraft Apron Pre-Bid Questions:

A. Clarifications:

1. Drawing C-101, there is a note for joint sealant replacement east apron – refer to drawings C-104, C-105, & C-

106. All joint sealant on this apron within the areas shown on the referenced drawings is to be replaced.

2. Drawing C-104, there is a note for east and west connecting taxiway: “Remove existing concrete sections, compact base material & place concrete”. All concrete slabs in this area are complete slab replacement. During demolition, the joint types shall be noted and matched in the replacement.

B. Questions and Responses:

1. What are the removal limits on the bituminous shoulder replacement? How much, if any of the stone gets replaced? Full depth replacement as per detail 6/C-114 will be quite expensive.

RESPONSE: Except as indicated in this response, the repair limits are indicated on drawings C-101, C-104, C-

105, and C-106. The replacement is in accordance with details 6 and 7 on C-114. The existing shoulder section is

2” asphalt over 6” crushed aggregate base.

The area indicated on drawing C-104, around the ILS island where the taxiway lights are shown, shall not be replaced in accordance with details 6 and 7 on C-114. This area shall have 3” of existing material removed, the remaining material compacted, and 3” of asphalt wearing course installed. The majority of the taxiway lights sit in concrete foundations which shall not be disturbed. There are three or four lights that do not sit in concrete foundations. These shall have the approximately 3” – 6” of existing asphalt left undisturbed around existing light base.

Also, on drawing C-106, the equipment parking area marked existing pavement to remain shall have 3” of existing material removed, the remaining material compacted, and 3” of asphalt wearing course installed. The area is 48‟ x

150‟.

2. Also, I spoke to Dave at Wellington Power. I believe he will be talking to you too. If you replace the stone

100%, you can‟t save the conduit.

RESPONSE: See response to question 1 above. The electrical conductors for the taxiway lights may be less than

18” below grade so this area will be repaired as described above.

3. On the full-depth repairs, do we only remove the concrete down to the stone sub base and re-compact?

RESPONSE: That is correct.

4. I was thinking about the contract time. The 120 days is tight. If the owner decides to award the painting, can we get an extension in time? The line painting will have to go on some of the newest concrete. This should have some time to cure before painting.

RESPONSE: Painting is in the base bid. ABI #2 is for complete eradication of the existing lines prior to repainting. The Contract Performance Period will be extended to 150 days.

5. General note 3 on Drawing C-101 suggests that phasing will be coordinated after the contract has been awarded.

Can some outline be provided for bid purposes clarifying the following:

a. Minimum or maximum square foot area of anticipated work space?

b. Will work be contained to one, two, three areas at any given time?

RESPONSE: Phasing will be negotiated with the successful contractor based on their capabilities and operational constraints.

6. Are there any specific requirements on what type of barrier system or visual markers must be used to define the work area perimeter?

RESPONSE: No specific type of barrier system or visual markers are required. They need to be able to withstand winds on the flight line. It is only required to mark the limits of the work area so unauthorized personnel stay out.

Note that open excavations shall also be marked.

7. Will storage trailers and dumpsters be permitted within the active work zone area or will a staging/assembly area be determined away from the apron?

RESPONSE: The contractor will have control of the active work zone area and can place trailers or dumpsters in the area. Items left in the active work zone adjacent to active air operations areas will need to be secured to ensure they cannot be blown out of the active work zone by wind or jet blast. As the active work zone moves from one area to another all equipment and material must also move. A general staging/assembly area outside the active area of air operations will be established.

8. Please verify bid bond requirements and amount.

RESPONSE: Twenty (20) percent of total bid price.

9. How soon after bid openings is it expected that a notice to proceed would be issued?

RESPONSE: It is anticipated that a Pre-Construction conference will be held and Notice to Proceed issued within two weeks of bid opening.

10. Section 01 78 36 refers to warranties however no amount of time has been indicated.

RESPONSE: Per FAR 52.246-21 Warranty of Construction – “(b) This warranty shall continue for a period of 1 year from the date of final acceptance of the work.”

11. Full depth repair type notes indicate to see details 9 & 10/C-114. There is no detail 10.

Also detail 9 indicates vertical saw cut 2” min. deep for full depth repairs and chip out the remaining depth. Please clarify “vertical saw cut” and if the intent is to eliminate cut overruns.

RESPONSE: Detail 10/C-14 is deleted. Ignore references to 10/C-114. The notation “vertical saw cut” just means a saw cut in the vertical plane. Saw cut overruns on the full-depth repair to be filled with joint sealant as noted on Detail 2/C-114 for the partial-depth repair. Full depth repairs require a minimum 2” depth on the saw cut.

12. Drawing C-115 sections A-A and B-B indicate applicable joint detail. What tells the contractor the applicable joint detail?

RESPONSE: Detail 4/C-114 for typical joint sealant. The joint width indicated is for joint sealant replacement.

Joints that are newly created around full depth patches and slab replacements shall be ½” wide. The ½” joint filler below the backer rod is used only for newly formed joints where an expansion joint currently exists.

13. Please confirm bids get emailed to Tony Abate.

RESPONSE: Please see “BID REPOSITORY AND BID OPENING” (Pg 10, Para 5) of the solicitation.

14. Is any safety training or drug testing required?

RESPONSE: No.

15. On the bid form, what is the difference between items 001 and 002?

RESPONSE: No difference. Both are for the BASE BID. Please use Pgs 3 & 4 of the approved solicitation (not

DRAFT) to submit your bid prices.

16. Do you have any preferred vendors for the site? Concrete, aggregate, landfill, etc.?

RESPONSE: No

17. Please confirm all spoils and debris are to be removed from the site.

RESPONSE: Correct.

18. Do you know of a landfill or clean fill site nearby to haul our spoils and debris to?

RESPONSE: No

19. Does the concrete have to be recycled?

RESPONSE: Concrete is to be recycled.

20. Will there be any limitations to site access?

RESPONSE: See solicitation – Pg 37, “SCHEDULING” and Pg 48, “171ARW SECURITY REQUIREMENTS”

21. Are flagmen required? If so, for what activities?

RESPONSE: Flagmen are not required. The contractor is required to have an approved employee provide escort for all sub-contractors and vendors in the air operations area.

22. What is the anticipated phasing for this project?

RESPONSE: Phasing will be negotiated with the successful contractor based on their capabilities and operational constraints.

23. Is the 30-day review time for submittals accurate as indicated in spec section 01 33 00, 1.05 B?

RESPONSE: That is the standard maximum time. We hope to receive submittals immediately after notice to proceed and will expedite reviews.

24. As indicated in spec section 32 01 29.61, 1.3.1, do we have to submit our Concrete mix design 45 days prior to placement?

25. As indicated in spec section 32 11 23, 1.5.4, do we have to submit our aggregate source 45 days prior to placement?

26. As indicated in spec section 32 11 33, 1.2, do we have to submit our Cement Stabilized Base Course mix design

45 days prior to placement?

27. As indicated in spec section 32 13 11, 1.2.3, can you define “sublot” and “lot”?

RESPONSE: Lot defined as all concrete per mix design and Sublot defined as each day‟s placement of concrete.

28. Can you summarize what type of testing will be required under this contract?

RESPONSE: Testing shall be as specified in the contract documents.

29. What are the dust control requirements?

RESPONSE: Saw cutting will require dust control.

30. What are the photography requirements as indicated in spec section 01 32 33?

RESPONSE: No photography is required.

31. Are we required to replace any grounding hooks? If so, how many?

32. How are the taxi way lights powered? Do we need to replace the existing conduit? If so, can you indicate the length of conduit to be replaced and provide a spec?

RESPONSE: As indicated in this addendum, the conduit will not be impacted. Lights are powered from the flight line lighting shack. Lights will be de-energized as required.

33. Please confirm that the suffix that indicates the length of the cracks (“C”) is in FEET.

34. There are places on the drawings where there is no suffix after the “C” for the cracks. Please let us know the lengths of the cracks in the following slab areas:

a. Drawing C-108: B7, L7, M7, O7, and P7.

RESPONSE: Cracks are 3‟ in length

b. Drawing C-109: K2.

RESPONSE: Crack length is 15‟ in length.

35. What are the lengths of the cracks at the trenches indicated by a “T”?

RESPONSE: The trench cracks are 10”.

36. For the full depth repairs, are we only replacing the concrete course?

37. For the complete slab replacements, are we only replacing the concrete course?

38. Besides the dowels, what are the additional reinforcing requirements at the complete slab replacements?

RESPONSE: None.

39. On drawing C-104, what are the reinforcing requirements at the (40) grouped replacement slabs? Are dowels required between these slabs? Are these to be (40) separate slabs?

RESPONSE: The replacement concrete slabs at the East-West Connector are unreinforced concrete slabs. Refer to

“Total Panel Replacement Plan” on Drawing C-115 for the dowel requirements. The slabs are individual slabs with contraction and/or construction joints between the slabs. Detail 4 on Drawing C-114 for joint sealant and backer rod only required and joint width of ½” and sealant depth of ¼”.

40. Are only dowels required at the full depth repairs? If not, what are the additional reinforcing requirements?

RESPONSE: No additional reinforcing is required.

41. Please confirm that the standard size of full depth repairs is 24”x24”.

RESPONSE: Correct. Disregard the 3‟ minimum dimension shown on drawing C-115, Full Depth Repair Plan.

42. Please confirm 3000 PSI concrete is to be used for full depth repairs and complete slab replacements.

RESPONSE: As per specification section 32 13 11 Concrete Pavements for Airfields and Other Heavy-Duty

Pavements, paragraph 2.11.1, the concrete to meet 650 psi flexural strength. Additionally, compressive strength shall be 5,000 PSI.

43. On drawing C-114, Details 1 and 2 call for the use of bonding agent, but Detail 5 calls for the use of sand-cement grout. Can bonding agent be used in both places?

RESPONSE: Bonding agent is acceptable for both partial depth repair and pop out repair.

44. Is any reinforcing required at the partial depth repairs? Notes in Details 1 and 2 on C-114 refer to the dowel reinforcing on C-115, but #8 dowels would be difficult for such small areas (mostly 8”x8”) and shallow depths (3”).

RESPONSE: For details 1 and 2 on Drawing C-114, delete “Note: See Sheet C-115 for dowel reinforcing”.

45. Please confirm 5000 PSI concrete is to be used for partial depth repairs and spot pop-out repairs.

RESPONSE: As per specification section 32 01 29.61 Partial Depth Patching of Rigid Pavement, paragraph 2.1.4.1, concrete to meet 5000 psi compressive strength.

46. Since we are only replacing small portions of the apron, is the use of a paver finisher required as indicated in spec section 32 13 11, 2.10.5?

RESPONSE: Power screed for finishing is also acceptable.

47. On drawing C-114, can you please explain what the following codes mean:

Detail 8: P-501 and P-304.

Detail 6: P-401, P-209, and P-154.

RESPONSE: Delete the codes from both details. Detail 8 Portland Cement Concrete Pavement see specification 32

13 11 and Cement Treated Base Course see specification 32 11 33. Detail 6 Asphalt Wearing Course see specification 32 12 15 and 6” Crushed Aggregate Base Course see specification 32 11 23 and 9” Sub base see paragraph below for the material.

The following paragraph to be included for the sub base material in Detail 6 on Drawing C-114:

Sub base Course: Provide aggregates consisting of crushed stone or slag, gravel, shell, sand, or other sound, durable, approved materials processed and blended or naturally combined. Provide aggregates which are durable and sound, free from lumps and balls of clay, organic matter, objectionable coatings, and other foreign material.

Material retained on the No. 4 sieve shall have a percentage of wear not to exceed 50 percent after 500 revolutions when tested as specified in ASTM C131 -2006 Standard Test Method for Resistance to Degradation of Small-Size

Coarse Aggregate by Abrasion and Impact in the Los Angeles Machine. Aggregate shall be reasonably uniform in density and quality. Slag shall be an air-cooled, blast-furnace product having a dry weight of not less than 65 pcf.

Aggregates shall have a maximum size of 3 inch and shall be within the limits specified as follows:

Maximum Allowable Percentage by Weight Passing Square-Mesh Sieve

Sieve Designation No. 1 No. 2 No. 3

No. 200 8 8 8

The portion of any blended component and of the completed course passing the No. 40 sieve shall be either nonplastic or shall have a liquid limit not greater than 25 and a plasticity index not greater than 5.

48. What do the large numbers on the grid plans signify as shown on drawings C-109 (1, 2, and 3), C-108 (3, 4, 5, 6, and 7), and C-107 (7 and 8)?

RESPONSE: The East Apron is basically rectangular in shape and the grid identifications worked to identify the slab sections for the entire length. The West Apron is odd shaped. The large numbers were used to identify the division of the West Apron into eight sections. Each section is stand-alone for the grid identifications.

49. On drawing C-115, where does the “Special Detail @ Existing Expansion Joint Locations” occur?

RESPONSE: The cap indicated in the detail to be used at all smooth dowel locations on the end of the dowel placed in new concrete. This to be used only at locations of new concrete abutting existing concrete.

50. Is curing compound required at all new concrete?

RESPONSE: Curing shall be by any of the means specified.

51. Is warning tape required at the new drainage piping?

RESPONSE: Warning tape not required for storm drainage.

52. Section# 32 17 24.00 10 Pavement Markings

Our Painting contractor cannot find the type of paint required for this work. Please clarify the type required.

RESPONSE: Use lead-free waterborne paint obtained under Federal Specification TT-P-1952, Paint, Traffic and Airfield Marking, Waterborne. Select Type I, Ten Minute No Pick-Up Time

Reflective Media Page 4- 2.2 - Please confirm that Type l beads are to be used for the painting, Type lll

Beads are normally used for airfield work

RESPONSE: Type 1 beads are correct.

53. The Typical Manhole Detail & the Plan on Plan page C-119 does not give a depth of the existing 24” RCCP from the surface to the bottom . Can we get the depth of this Manhole. This will help give us an idea of how much excavation will be needed to install the new Manhole.

RESPONSE: Top of rim and invert elevations are provided for all manholes.

54. Does the Type “F” Full Depth Repair (24” x24”) require Dowel & Tie bars install as shown on Plan sheet C-115

(Full Depth Repair Plan). A 24” x24” removal area does not allow enough room to drill the holes required for the installation of the Ties & Dowels

RESPONSE: 24” x 24” is the minimum repair size. If the equipment the contractor uses requires a larger minimum size they shall plan accordingly.

55. The general note for an „F-Full Depth Repair‟ indicates a minimum area of 24”x24” or 4 SF, with a suffix indicating a larger repair area in square feet. On drawing C-109, pavement section E-31 on the West Apron is noted as „F-4‟. Since the 4 square feet would be a standard „F‟ repair, is this correct?

56. Number 21 and 22 under Section 00800-SPECIAL CONTRACT REQUIREMENTS require the lawful disposal of waste and debris in accordance “with all applicable Federal, state, and local laws”. The PA Department of

Environmental Protection Management of Fill Policy (DOCUMENT NUMBER: 258-2182-773) requires a certification of clean fill (FORM FP-001 - CERTIFICATION OF CLEAN FILL). For material that is required to be disposed of off-site (eg excess material at storm drainage, asphalt, etc.), has the required environmental due diligence been performed and will a certification of clean fill be issued by the Government? If not, is the Contractor required to perform the necessary environmental testing and certification of clean fill?

RESPONSE: Form FP-001, Certification of Clean Fill will be issued by the Government.

57. Can a profile (similar to the existing concrete paving data on C-103) of the existing asphalt and base material that is to be removed on the East Ramp be provided so that the quantity of material that is to be disposed of can be determined?

RESPONSE: The existing asphalt section design is 2” of asphalt over 6” crushed aggregate base.

58. Please Verify that Detail 10/C-114 referenced for repair type F does not exist.

RESPONSE: Detail 10/C-114 does not exist and is not required.

59. Drawing C-104 notes on the East/West Taxiway to „remove existing concrete sections, compact base material & place concrete‟ and references 8/ C-114. Detail 8/C-114 denotes „existing‟ subbase and „existing‟ subgrade but does not denote the Cement Treated Base Course as „existing‟. Is new Cement Treated Base Course required per 8/C-114 or is the existing base course to remain and be compacted per C-104?

RESPONSE: Only the concrete is to be removed. Cement treated base course is existing to remain.

60. For the concrete at the East/West Taxiway on C-104, should the same layout as the existing be used for the new concrete?

RESPONSE: The same layout shall be used. During demolition, the joint types shall be noted and matched in the replacement.

61. Is there a requirement for reinforcing steel in the new concrete at the East/West Taxiway on C-104? If so, please provide a detail.

62. Note H(4) on C-118 states that the maximum equipment height shall not exceed 20 feet unless prior approval is obtained from the Contracting Officer. What is the maximum height that the Contracting Officer will allow?

RESPONSE: Disregard this note.

63. Is the „1/2” Min. Joint Filler‟ noted on Detail 4/C-114 new or existing? If new, does it extend to the base course? If new, is there a specification for this material?

RESPONSE: Specification 32 01 29.61; 2.1.8 is for Joint Filler. New will be required whenever existing is removed for a full depth repair or full slab replacement.

The F-Full Depth repair type references detail 8/C-114. Is the Cement Treated Base Course on detail 8/C-114 new or existing?

RESPONSE: Cement treated base course is existing to remain.

64. Specification 32 01 19 1.2.1.3 describes sandblasting equipment to be used in removing existing joints. Is sandblasting equipment allowable?

RESPONSE: Section 3, Execution, does not include sandblasting of the joints.

65. Is there a reinforcing steel detail for the Total Panel Replacement Plan on C-115?

RESPONSE: This is the detail for dowels. No other reinforcing is required.

66. Specification section 32 01 29.61 3.1.2 indicates that existing reinforcing steel should be left in place and cleaned and reused. Is there a detail for the existing reinforcing steel so the required depth of cut for all repair types can be determined so that the existing reinforcing steel is not damaged? Is the existing reinforcing steel epoxy coated? If so, is epoxy coating touch-up required after concrete demolition is complete?

RESPONSE: Only existing dowels would be an issue. They would be at ½ the depth of the slab. No epoxy touch up would be required.

67. Detail 2/C-114 notes to „Furnish & Install Joint Sealant in Sawcut Over Runs.‟ What is the allowable length of the saw cut over run for a repair?

RESPONSE: There is no set length. Saw cut overrun lengths shall be kept to the minimum possible.

68. The Full Depth Repair Plan detail on C-115 shows a typical 3 foot by 2 foot repair. The „F‟ Repair Type on the drawings describes a minimum 2 foot by 2 foot repair. Should the „F‟ repair type be assumed to be 2 foot by 2 foot

(unless otherwise noted with a suffix) or 3 foot by 2 foot?

RESPONSE: Disregard the 3‟ minimum dimension shown on drawing C-115, Full Depth Repair Plan.

69. The Full Depth Repair Plan on C-115 references section B-B on C-115. Section B-B notes to „Incorporate

Applicable Joint Detail‟. What is the applicable joint detail for a repair not contiguous with a joint?

RESPONSE: Use bonding agent and place new concrete. No joint is to be cut or sealant applied.

70. The repair details on C-114 reference the dowel placement plan on C-115. Can the depth of the existing dowels be provided to determine if new dowels are required for P-Partial Depth Repairs and S-Spot Popout Repairs? If not, are dowels required for the P and S type repairs?

RESPONSE: For details 1 and 2 on Drawing C-114, delete “Note: See Sheet C-115 for dowel reinforcing”.

71. The Plan detail for the manhole on C-119 describes Invert In and Invert Out elevations that result in a difference of 0.25”. The Typical Manhole Detail on C-119 shows a difference of 2 inches for the Invert In and Invert Out elevations. Which elevation difference is correct?

RESPONSE: The typical manhole detail on C-119 is not correct. Use invert dimensions provided.

72. Specification section 321311 (2.10.5) calls for a paver-finisher to machine finish the concrete pavement. What sections of the job would this be applicable? If it is applicable will a bridge deck finish machine suffice for these areas?

RESPONSE: Power screed for finishing is also acceptable.

73. Specification section 321311 (2.10.7) calls for a burlap drag texture. Is the Burlap Drag Texture required on all repairs and slab replacements?

RESPONSE: Yes.

74. Specification section 321311 (1.2.1) calls for profilograph method testing for lanes less than 200 feet in length.

Please confirm that no sections on this project will require a profilograph test.

RESPONSE: No sections will require a profilograph test.

75. Specification 321311 (1.2.4) describes tests required for concrete strength final acceptance. Please define a sublot and provide areas of construction that this type of testing applies.

RESPONSE: This type of testing will only be required for the East and West Connecting Taxiway. Lot defined as all concrete per mix design and Sub lot defined as each day‟s placement of concrete.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses

(29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non-union.

Union Identifiers

An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198-005 07/01/2011. The first four letters , PLUM, indicate the international union and the four-digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be

July 1, 2011 in the above example.

Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rate.

Non-Union Identifiers

Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non-union data. Example: SULA2004-007

5/13/2010. SU indicates the rates are not union rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date.

Survey wage rates will remain in effect and will not change until a new survey is…
