ATTACH 1-SOW
STATEMENT OF WORK
Repair Communications Infrastructure
Project JLSQ112010
05 JUL 2001
SCOPE: Work consists of furnishing all labor, materials, tools, equipment, supplies, transportation, supervision, and inspection required to perform all tasks described below. Government shall approve of materials used for repairs.
LOCATION/SITE VISITS: This project is located at the Air National Guard Base, Pittsburgh International Airport, Pennsylvania, 15108-1940. Site visits may be arranged through the 171st Contracting Office, Commercial (412) 776-7387.
GENERAL REQUIREMENTS:
A.
Normal duty hours of operation at the base are:
1st week: Monday to Thursday from 0700 to 1630 hours as well as Friday from 0700 to 1530 hours
2nd week: Tuesday to Friday from 0700 to 1630 hours
B.
Construction shall be accomplished according to a phased schedule to limit impact on airfield operations. In specified phased areas, construction may be accomplished any time during the aforementioned hours unless the base is closed for a holiday.
C.
Prior coordination with the Contracting Officer (CO) is required to work outside these hours.
PRINCIPLE ELEMENTS OF WORK:
I. This portion of the project involves the removal and installation of communications rooms within various base facilities.
A. Building 102- Wing Safety/Gym:
1. ELECTRICAL: Contractor shall install dedicated circuit in facility communications closet room 211. Receptacle shall be 20A duplex surface mounted in “handy box”. The location of receptacle is to be marked by Government. All conductors shall be THWN #12. Conductors shall be run in 3/4” EMT from room 211 through floor into ceiling above gym to room 108. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Conductors shall be tied into spare breaker slot in panel B-1. Circuit breaker shall be 20A single pole.
2. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in room 211. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at service panel. Contractor shall provide a dedicated ground wire from building service ground to TGB. A 6 AWG (minimum) insulated copper cable shall be used. Grounding cable shall be run in 3/4” conduit from TGB to service panel. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
B. Building 103- Security Forces/NDI:
1. GENERAL CONSTRUCTION: Contractor shall construct a 2” x 4” metal stud wall in room 214 to facilitate a new comm. room. Wall is to extend from the floor to the existing drop ceiling with every second stud penetrating the ceiling, attaching to joists/rafters for stability. Contractor shall cut away and remove any existing cove base and floor coverings that new wall meets. Stud wall is to be finished in 5/8” drywall and then prepared to Level 4 drywall finish. New walls are to be painted to match Room 214. Contractor shall remove all existing carpet where new comm. room is to be located and replace with specified Vinyl Conductive flooring. Cove base molding is to be removed and replaced as well. Once existing flooring has been removed the contractor shall remove any adhesive from surface as well as drywall where the cove base was attached. Anti-Static/Conductive Flooring is to be StaticSmart ESD vinyl flooring or government approved substitute. Tile is to be installed with the manufacturer's recommended conductive adhesive. Copper conductive strips are to be installed with new floor and tied into TGB. Tile color is to be McKinley Blue. Contractor shall provide one box excess tile for future use by the Government. Tiles are to be adhered per manufacturer’s specifications. Upon project completion floor is to be flow tested to ensure adequate dissipation in accordance with government specifications. Rubber transition strips shall be installed where conductive tile meets carpet/VCT. Color shall be Black. Adhere with manufacturer's recommended adhesive. Contractor shall remove ceiling tile and suspension system where new comm. room is to be located and suspend remaining ceiling and light fixtures during construction. Contractor shall install comparative Class A ceiling suspension system in new comm. room. New ceiling tiles shall be furnished by Contractor to match existing ceiling in Room 214. Light fixtures shall be returned to original locations allowing for deviations based on new grid layout. Contractor shall repair all areas affected by demolition and construction to a Level 4 drywall finish. Walls in section where construction occurred are to be painted to match existing walls in Room 214. Cove base is to be installed on all new walls to match existing cove base in room 214. Contractor shall remove existing door and frame and install finish a 3'-0" x 7'-0" hollow steel door frame and insulated steel door from comm. room opening into corridor. Contractor shall provide new door hardware and Cipher Lock; new lock shall be BEST Lock Keypad EZ series. Locks shall be System type A, 7pin, PEAKS, Keyway B7 Core Mark CE2, lock core to be of the type ounted in the face plate of lock not the handle. Locks and hardware from demolished door are to be returned to Government.
2. ELECTRICAL: Contractor shall install dedicated circuit in new communications room. Receptacle shall be 20A duplex surface mounted in “handy box”. The location of receptacle is to be marked by Government. All conductors shall be THWN #12. Conductors shall be run in 3/4” EMT from room 214 through floor into space above basement level terminating at a spare breaker in panel SP-2 located in room 107. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Circuit breaker shall be 20A single pole. Contractor shall add a 20A single pole switch mounted in “handy box” and all associated wiring to allow the light fixtures in the new communications room to be operated independently of the lights in room 214. The lights in room 214 are located on circuit breaker #10 in panel LP-1. Switch is to be located on wall 36” above finished floor (A.F.F.) 6” to left side of door frame as you are standing in new comm. room facing corridor.
3. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in new comm. room and room 106 the existing basement level comm. room. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at ground rod. Contractor shall provide a dedicated ground wire from new ground rod to TGB. A 6 AWG (minimum) insulated copper cable shall be used. Contractor shall install new Ground Rod, 2” Dia. Copper Electrolytic, 8.5’ long with exothermic weld termination of ground wire. Grounding cable shall be run in 3/4” conduit from TGB to new ground rod. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
4. HVAC: An exterior condensing unit shall be installed on a pre-cast/pre-formed pad outside the facility at building 103. Specific location to be determined by the site visit.
Power shall be fed from a new 1P breaker in panel SP-2 in room 107. Size as recommended by the manufacturer. Use rigid galvanized steel conduit in exterior areas. Use EMT conduits inside the facility. Use sealtite conduit from the disconnect switch to the condensing unit. Use flexible metal conduits in existing walls. Refrigerant lines shall be insulated and run in straight runs (vertical runs shall be plumb and horizontal runs shall be parallel to walls) from the exterior unit to the interior unit. Install wall mounted fan coil unit as determined by the site visit, and as required by the size of the unit provided. Install all valves, accessories, and controls to provide a complete installation. Contractor shall pipe condensate from the fan coil unit to the exterior of the facility or to an existing drain. Provide condensate pumps as required. All electrical work shall be done in accordance with the National Electric Code. The exterior unit shall be installed with a disconnect switch at the unit.
C. Building 104- Main Gate:
1. ELECTRICAL: Contractor shall remove the existing clock receptacle on west wall in room 100 and install a 20A duplex receptacle in the same location. Outlet is on circuit breaker 13 in room 101. Contractor shall provide receptacle cover to match existing in Building 104.
2. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in room 100. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at service panel. Contractor shall provide a dedicated ground wire from building service ground to TGB. A 6 AWG (minimum) insulated copper cable shall be used. Grounding cable shall be run in 3/4” conduit from TGB to service panel. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
D. Building 108- Fire Department:
1. ELECTRICAL: Contractor shall disconnect the existing receptacle on north wall in room 112 and connect existing receptacle conductors to a spare circuit breaker in panel P1. Receptacle is located next to panel on same wall.
E. Building 110- Base Supply:
1. GENERAL CONSTRUCTION: Contractor shall construct a 2” x 4” metal stud wall in room 114 to facilitate a new comm. room. Wall is to extend from the floor to the existing drop ceiling with every second stud penetrating the ceiling, attaching to joists/rafters for stability. Contractor shall cut away and remove any existing cove base and floor coverings that new wall meets. Stud wall is to be finished in 5/8” drywall and then prepared to Level 4 drywall finish. New walls are to be painted to match Room 114. Contractor shall remove all existing carpet where new comm. room is to be located and replace with specified Vinyl Conductive flooring. Contractor shall install comparative Class A ceiling suspension system in new comm. room. New ceiling tiles shall be furnished by Contractor to match existing ceiling in Room 114. Light fixtures shall be returned to original locations allowing for deviations based on new grid layout. Contractor shall relocate HVAC drop that intersects new wall to a location outside the new room, location to be verified at site visit. Contractor shall repair all areas affected by demolition and construction to a Level 4 drywall finish. Walls in section where construction occurred are to be painted to match existing walls in Room 114. Contractor shall demolish existing exterior window in room 114. Exterior walls are to be patched with matching ACMU block. Interior walls where window was removed are to receive hat-channel and 5/8” drywall to match existing interior wall surfaces. Cove base is to be installed on all new walls to match existing cove base in room 114. Contractor shall install finish a 3'-0" x 7'-0" hollow steel door frame and insulated steel door from comm. room opening into room 114. Contractor shall provide new door hardware and Cipher Lock; new lock shall be BEST Lock Keypad EZ series. Locks shall be System type A, 7pin, PEAKS, Keyway B7 Core Mark CE2, lock core to be of the type mounted in the face plate of lock not the handle.

EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Circuit breaker shall be 20A single pole. Contractor shall add a 20A single pole switch mounted in “handy box” and all associated wiring to allow the light fixtures in the new communications room to be operated independently of the lights in room 114. The lights in room 114 are located on circuit breaker #3 in panel LPA. Switch is to be located on wall 36” A.F.F. 6” to left side of door frame as you are standing in new comm. room facing room 114.
3. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in new comm. room. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at ground rod. Contractor shall install new Ground Rod, 2” Dia. Copper Electrolytic, 8.5’ long with exothermic weld termination of ground wire. Contractor shall provide a dedicated ground wire from new ground rod to TGB. A 6 AWG (minimum) insulated copper cable shall be used. Grounding cable shall be run in 3/4” conduit from TGB to new ground rod. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
4. HVAC: An exterior condensing unit shall be installed on a pre-cast/pre-formed pad outside the facility at building 110. Specific location to be determined by the site visit.

F. Building 113- POL Operations:
1. ELECTRICAL: Contractor shall install dedicated circuit in room 101. Receptacle shall be 20A duplex surface mounted in “handy box”. The location of receptacle is to be marked by Government. All conductors shall be THWN #12. Conductors shall be run in 3/4” EMT from room 101 through ceiling to room 104. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Conductors shall be tied into spare breaker slot #30 in panel SP-1. Circuit breaker shall be 20A single pole.
2. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in room 101. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at service panel. Contractor shall provide a dedicated ground wire from building service ground to TGB. A 6 AWG (minimum) insulated copper cable shall be used. Grounding cable shall be run in 3/4” conduit from room 101 to service panel. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
G. Building 120- Supply Storage:
1. ELECTRICAL: Contractor shall install dedicated circuit in room 101. Receptacle shall be 20A duplex surface mounted in “handy box”. The location of receptacle is to be marked by Government. All conductors shall be THWN #12. Conductors shall be run in 3/4” EMT from room 101 through wall to room 100. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Conductors shall be tied into spare breaker in main panel. Circuit breaker shall be 20A single pole.

H. Building 121- HAZ-Mart:
1. ELECTRICAL: Contractor shall install dedicated circuit in room 101. Receptacle shall be 20A duplex surface mounted in “handy box”. The location of receptacle is to be marked by Government. All conductors shall be THWN #12. Conductors shall be run in 3/4” EMT from room 101 through ceiling to room 103. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Conductors shall be tied into spare breaker in panel A. Circuit breaker shall be 20A single pole.

I. Building 300- Wing Headquarters:
1. ELECTRICAL: Contractor shall install 2 dedicated circuits in room 243. Receptacles shall be 20A duplex surface mounted in “handy boxes.” The locations of receptacles are to be marked by Government. All conductors shall be THWN #12. Conductors shall be run in 3/4” EMT from room 243 through ceiling to room 244. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Conductors shall be tied into 2 spare breakers in panel CP. Circuit breakers shall be 20A single pole.
2. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in room 243. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at service panel. Contractor shall provide a dedicated ground wire from building service ground to TGB. A 6 AWG (minimum) insulated copper cable shall be used. Grounding cable shall be run in 3/4” conduit from TGB to existing TGB in room 159. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
J. Building 301- Maintenance Hangar Rooms 104 and 205:
1. GENERAL CONSTRUCTION: Contractor shall construct a 2” x 4” metal stud wall in rooms 104 and 205 to facilitate new comm. rooms. Walls are to extend from the floor to the existing drop ceilings with every second stud penetrating the ceiling, attaching to joists/rafters for stability. Contractor shall cut away and remove any existing cove base and floor coverings that a new wall meets. Stud wall is to be finished in 5/8” drywall and then prepared to Level 4 drywall finish. New walls are to be painted to match adjoining rooms. Contractor shall remove all existing carpet where new comm. rooms are to be located and replace with specified Vinyl Conductive flooring. 2. ELECTRICAL: Contractor shall install 2 dedicated circuits divided between 5 receptacles in room 104. Contractor shall install a dedicated circuit with 2 receptacles in room 104. Receptacles shall be 20A duplex surface mounted in “handy box”. The location of receptacles is to be marked by Government. All conductors shall be THWN #12. Conductors shall be run in 3/4” EMT from room 104 through ceiling terminating at a spare breaker in panel NA located in corridor outside room 106. Conductors shall be run in 3/4” EMT from room 205 through ceiling terminating at a spare breaker in panel 16-A located in corridor outside room. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Circuit breaker shall be 20A single pole. Contractor shall add a 20A single pole switch mounted in “handy box” and all associated wiring to allow the light fixtures in the new communications room to be operated independently of the lights in rooms 104 and 205. The lights in room 104 are located in panel NA. The lights in room 205 are located in panel 16-A. Switches are to be located on wall 36” A.F.F. 6” to right side of door frame as you are standing in new comm. room facing adjoining rooms.
3. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in new comm. rooms. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at ground rod. Contractor shall install new Ground Rod, 2” Dia. Copper Electrolytic, 8.5’ long with exothermic weld termination of ground wire. Contractor shall provide a dedicated ground wire from new ground rod to TGB. A 6 AWG (minimum) insulated copper cable shall be used. Grounding cable shall be run in 3/4” conduit from comm. room to new ground rod. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
4. HVAC: A multiple fan coil exterior condensing unit shall be installed on the interior wall of hangar bay 301. Specific location to be determined by the site visit.
Power shall be fed from a new 3P breaker in panel located inside of 301 hangar door pocket. Conduit for this panel shall be run in such a way that the panel can be moved to the hangar bay wall in the future. Size as recommended by the manufacturer. Use rigid galvanized steel conduit in hangar bay areas. Use EMT conduits inside the facility. Use sealtite conduit from the disconnect switch to the condensing unit, disconnect switch to be mounted at 48” A.F.F. in hangar bay. Use flexible metal conduits in existing walls. Refrigerant lines shall be insulated and run in straight runs (vertical runs shall be plumb and horizontal runs shall be parallel to walls) from the exterior unit to the interior unit. Install one wall mounted fan coil unit in each new comm. room as determined by the site visit, and as required by the size of the units provided. Install all valves, accessories, and controls to provide a complete installation. Contractor shall pipe condensate from the fan coil unit to the exterior of the facility or to an existing drain. Provide condensate pumps as required. All electrical work shall be done in accordance with the National Electric Code. The exterior unit shall be installed with a disconnect switch at the unit.
K. Building 307- Non Powered ASE:
1. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in room 106. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at service panel. Contractor shall provide a dedicated ground wire from building service ground to TGB. A 6 AWG (minimum) insulated copper cable shall be used. Grounding cable shall be run in 3/4” conduit from TGB to service panel. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
L. Building 310- Engine Shop:
1. GENERAL CONSTRUCTION: Contractor shall construct a 2” x 4” metal stud wall in room 111 to facilitate a new comm. room. Wall is to extend from the floor to the existing bottom of metal deck, attaching to deck trusses for stability. Contractor shall cut away and remove any existing cove base and floor coverings that new wall meets. Stud wall is to be finished in 5/8” drywall and then prepared to Level 4 drywall finish. New wall is to be painted to match Room 111. Contractor shall remove all existing carpet where new comm. room is to be located and replace with specified Vinyl Conductive flooring. Cove base molding is to be removed and replaced as well. Once existing flooring has been removed the contractor shall remove any adhesive from surface as well as drywall where the cove base was attached. Anti-Static/Conductive Flooring is to be StaticSmart ESD vinyl flooring or government approved substitute. Tile is to be installed with the manufacturer's recommended conductive adhesive. Copper conductive strips are to be installed with new floor and tied into TGB. Tile color is to be McKinley Blue. Contractor shall provide one box excess tile for future use by the Government. Tiles are to be adhered per manufacturer’s specifications. Upon project completion floor is to be flow tested to ensure adequate dissipation in accordance with government specifications. Rubber transition strips shall be installed where conductive tile meets carpet/VCT. Color shall be Black Adhere with manufacturer's recommended adhesive. Contractor shall remove ceiling tile, suspension system, and lights in room 111. Contractor shall suspend remaining items during construction. Contractor shall install comparative Class A ceiling suspension system in new comm. room and room 111. New ceiling tiles shall be furnished by Contractor to match existing ceiling in Room 110. Light fixtures shall be relocated based on new grid layout (see drawing). Contractor shall relocate HVAC thermostat to room 111, location to be verified at site visit. Contractor shall repair all areas affected by demolition and construction to a Level 4 drywall finish. Walls in section where construction occurred are to be painted to match existing walls in Room 111; joints where drywall meets CMU are to be caulked smooth and painted. Cove base is to be installed on all new walls to match existing cove base in room 111. Contractor shall remove existing door and frame and install door into new frame between rooms 110 and 111(see drawing) Contractor shall install finish a 3'-0" x 7'-0" hollow steel door frame and insulated steel door from comm. room opening into room 100. Contractor shall block up opening between new comm. room and room 110 to match existing. Contractor shall provide new door hardware and Cipher Lock for new comm. room door; new lock shall be BEST Lock Keypad EZ series. Locks shall be System type A, 7pin, PEAKS, Keyway B7 Core Mark CE2, lock core to be of the type mounted in the face plate of lock not the handle.
2. ELECTRICAL: Contractor shall install 2 dedicated circuits split between 4 receptacles in new communications room. Receptacles shall be 20A duplex surface mounted in “handy boxes”. The location of receptacles is to be marked by the Government. All conductors shall be THWN #12. Conductors shall be run in 3/4” EMT from room 111 through ceiling terminating at spare breakers in panel C located in room 106. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Circuit breaker shall be 20A single pole. Contractor shall add a 20A single pole switch mounted in “handy box” and all associated wiring to allow the light fixtures in the new communications room to be operated independently of the lights in room 111. The lights in room 111 are located in panel “A” in room 100 next to janitors’ closet. Switch is to be located on wall 36” A.F.F. 6” to right side of door frame as you are standing in new comm. room facing room 110, existing switch for room 111 is to be used for lights in new comm. room..
3. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in new comm. room. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at ground rod. Contractor shall install new Ground Rod, 2” Dia. Copper Electrolytic, 8.5’ long with exothermic weld termination of ground wire. Contractor shall provide a dedicated ground wire from new ground rod to TGB. A 6 AWG (minimum) insulated copper cable shall be used. Grounding cable shall be run in 3/4” conduit from TGB to new ground rod. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
4. HVAC: An exterior condensing unit shall be installed on a pre-cast/pre-formed pad outside the facility at building 310. Specific location to be determined by the site visit.
Power shall be fed from a new 1P breaker in panel C in room 106. Size as recommended by the manufacturer. Use rigid galvanized steel conduit in exterior areas. Use EMT conduits inside the facility. Use sealtite conduit from the disconnect switch to the condensing unit. Use flexible metal conduits in existing walls. Refrigerant lines shall be insulated and run in straight runs (vertical runs shall be plumb and horizontal runs shall be parallel to walls) from the exterior unit to the interior unit. Install wall mounted fan coil unit as determined by the site visit, and as required by the size of the unit provided. Install all valves, accessories, and controls to provide a complete installation. Contractor shall pipe condensate from the fan coil unit to the exterior of the facility or to an existing drain. Provide condensate pumps as required. All electrical work shall be done in accordance with the National Electric Code. The exterior unit shall be installed with a disconnect switch at the unit.
M. Building 316- AGE:
1. GENERAL CONSTRUCTION: Contractor shall construct 2” x 4” metal stud walls in room 113 to facilitate a new comm. room. Wall is to extend from the floor to 12” below existing unit heater. Contractor shall cut away and remove any existing cove base and floor coverings that new wall meets. Stud wall is to be finished in 5/8” drywall and then prepared to Level 4 drywall finish. New wall is to be painted to match Room 113 on outside, new comm. room to be white. Contractor shall install a 2” x 4” metal stud ceiling attached to new walls and existing CMU walls per manufacturers specifications. Ceiling is to have 3 ½” R13 batt insulation placed between ceiling joists and covered with 5/8” drywall only inside the comm. room. Ceiling is to be prepared to a level 4 finish and painted to match walls. Contractor shall install 2 new 3 lamp light fixtures, 120V, 2”x 4” flush mount fluorescent fixtures with shatter proof covers. Bulbs shall be Lithonia SP8 or approved equal. Ballasts shall be solid state electronic ballasts. Ballasts shall be Class P, sound rated A with a minimum power factor of 0.95, maximum total harmonic distortion of 15%, lamp current crest factor of 1.5 or less, and a minimum ballast factor of 0.87. Lamps shall be T8 rapid start 32 watt lamps. Contractor shall relocate HVAC thermostat to room 113, location to be verified at site visit. Contractor shall repair all areas affected by demolition and construction to pre construction conditions. Existing walls in section where construction occurred are to be painted to match existing walls in Room 113; joints where drywall meets CMU are to be caulked smooth and painted. Contractor shall demolish and block up opening between new comm. room and 316 exterior to match existing. Contractor shall remove all conductors associated with vent back to nearest junction box outside of new comm. room, cut, cap, and tape conductors in box and install knock out plugs. Cove base is to be installed on all new walls inside the comm. room per manufacturers specifications (see color selections below). Contractor shall install and finish a 3'-0" x 7'-0" hollow steel door frame and insulated steel door from comm. room opening into room 113. Contractor shall provide new door hardware and Cipher Lock for new comm. room door; new lock shall be BEST Lock Keypad EZ series. Locks shall be System type A, 7pin, PEAKS, Keyway B7 Core Mark CE2, lock core to be of the type mounted in the face plate of lock not the handle.
2. ELECTRICAL: Contractor shall remove existing Metal Halide light fixture from room 113 where new comm. room is to be located. Conductors are to be capped and taped and a cover plate/plug installed. Contractor shall install a dedicated circuit in new communications room. Receptacle shall be 20A duplex surface mounted in a “handy box”. The location of receptacle is to be marked by the Government. All conductors shall be THWN #12. Conductors shall be run in 3/4” EMT from new comm. room through ceiling terminating at spare breakers in panel PP located in room 110. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Circuit breaker shall be 20A single pole. Contractor shall add a 20A single pole switch mounted in “handy box” and all associated wiring to allow the light fixtures in the new communications room to be operated independently of the lights in room 113. The lights in new comm. room shall be located on circuit #27 panel PP in room 110. Switch is to be located on wall 36” A.F.F. 6” to right side of door frame as you are standing in new comm. room facing room 113.

4. PLUMBING: Contractor shall demolish existing sink in room 113, all lines are to be cut and capped outside of new comm. room.

N. Building 320- Fuel Cell:
1. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in room 107. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at service panel. Contractor shall provide a dedicated ground wire from building service ground to TGB. A 6 AWG (minimum) insulated copper cable shall be used. Grounding cable shall be run in 3/4” conduit from TGB to service panel in room 108. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
MATERIAL NOTES
A.
Interior Paint: Paint shall be two coats Sherwin Williams (SW) Classic 99 interior semi gloss latex or equal. Unpainted gypsum board shall receive the manufacturer's recommend primer coat prior to painting. Bulkheads shall be painted SW 7005 Pure White or equal. Walls shall be painted per Color Selections List (see below) Glass Bead or equal. If no color listed match existing. All excess paint shall be removed from the site.
B.
Cove Base: Base material for carpeted areas shall be Johnsonite Wall Base, or equal, 4” high x 1/8” thick rubber cove base. Color shall be per Color Selections List (see below) to match adjacent areas. If no color listed match existing. Molded corners are not required. Partial lengths of base shall not be used except where cutting is required to match length of wall. Adhere to walls with manufacturer's recommended adhesive.
C.
Ceiling Grid and Panels: New grid suspension system shall be standard fire rated 15/16" tee system. System shall be fabricated from galvanized steel. System shall include main runners, cross tees, angle moldings, hangar wires, and other accessories required for a complete assembly in accordance with manufacturer's instructions. Install new grid at same height as existing grid. New ceiling panels shall be 24"x48"x5/8". Match ceiling tiles in adjacent areas with Celotex Cashmere Designer Series modulated acoustical ceiling panel CDS-224 with edge reveal or approved equal.
D. Contractor shall update all affected panel schedules and provide them to the government at completion of project, both electronically and on printed card stock for placement into panel sleeves.

II. This portion of the project involves the relocation of the Base Network Control Center from Building 300 to Building 302A.
A. Building 302A- Communications:
1. GENERAL CONSTRUCTION: Contractor shall construct a 2” x 4” metal stud wall in room 206 to facilitate a new comm. room. Wall is to extend from the floor to the existing drop ceiling with every second stud penetrating the ceiling, attaching to joists/rafters for stability. New wall to be located such that it is 10’ away from exterior wall, gaps between wall and ceiling are to be sealed and painted to match walls. Contractor shall cut away and remove any existing cove base and floor coverings that new wall meets. Stud wall is to be finished in 5/8” drywall and then prepared to Level 4 drywall finish. New walls are to be painted to match Room 206. Contractor shall remove all existing VCT where new comm. room is to be located and replace with specified Vinyl Conductive flooring. Cove base molding is to be removed and replaced as well. Once existing flooring has been removed the contractor shall remove any adhesive from surface as well as drywall where the cove base was attached. Anti-Static/Conductive Flooring is to be StaticSmart ESD vinyl flooring or government approved substitute. Tile is to be installed with the manufacturer's recommended conductive adhesive. Contractor shall install and paint a 3'-0" x 7'-0" hollow steel door and frame between new comm. room and room 206; door to be provided by government, frame shall be provided by contractor. Contractor shall install door hardware to match existing and remove film from glass; new lock shall be BEST Lock series. Locks shall be System Type A, 7pin, PEAKS, Keyway B7. Contractor shall remove existing wood door between room 206 and corridor, door and hardware to be returned to government. Contractor shall relocate existing single door from Building 300 comm. room door and install on frame between room 206 and corridor, door will require hinge slot modification and latch will need direction reversed. Door shall be painted to match frame. Contractor shall remove photo backdrop from ceiling and all associated mounting hardware from room 206A items removed are to be saved for installation in Building 300.
2. ELECTRICAL: Contractor shall install 3 dedicated circuits in new communications room with 2 outlets on each circuit. Receptacle shall be 20A L15 30 R, surface mounted in “handy box”. Contractor shall install a dedicated circuit in room 206 with 2 outlets in each wall. Receptacle shall be 20A duplex surface mounted to match existing. The location of receptacle is to be marked by Government. All conductors shall be THWN #12. Conductors shall be run in 3/4” EMT from room 206 through floor into ceiling above 1st floor corridor terminating at a spare breaker in panel EM located in room 103. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs. Circuit breakers shall be 20A single pole. Contractor shall add a 20A single pole switch mounted in “handy box” and all associated wiring to allow the light fixtures in the new communications room to be operated independently of the lights in room 206. The lights in new room are to be located on an existing emergency lighting circuit in panel EM. Switch is to be located on wall 36” above finished floor (A.F.F.) 6” to left side of door frame as you are standing in new comm. room facing room 206.
3. GROUNDING: Contractor shall install a Terminal Grounding Bus (TGB) in new comm. room. All grounding work shall be performed in accordance with MIL-STD-188-124B and MIL-HDBK-419A (and JSTD-607A). Grounding system resistance to ground shall not exceed 5 ohms at service panel. Contractor shall provide a dedicated ground wire from existing TGB in room 102 to new TGB. A 6 AWG (minimum) insulated copper cable shall be used. Grounding cable shall be run in 3/4” conduit from TGB to room 102. The TGB also must be tested and documented for 10 ohms or less of resistance. The location of the TGB is to be marked by Government.
4. HVAC: Contractor shall remove and cap 2 existing HVAC vents in new comm. room. Contractor shall install ceiling tiles to match existing in areas where vents removed. Contractor shall re-balance HVAC in remaining half of room 206. Contractor shall install an exterior condensing unit on a wall mount bracket similar to existing unit outside the facility at building 302A. Specific location to be determined by the site visit. Cooling capacity to be sufficient to compensate for 7500W of power consumption by installed communications devices. Power shall be fed from a new 1P breaker in panel EM in room 103. Size as recommended by the manufacturer. Use rigid galvanized steel conduit in exterior areas. Use EMT conduits inside the facility. Use sealtite conduit from the disconnect switch to the condensing unit. Use flexible metal conduits in existing walls. Refrigerant lines shall be insulated and run in straight runs (vertical runs shall be plumb and horizontal runs shall be parallel to walls) from the exterior unit to the interior unit. Install wall mounted fan coil unit as determined by the site visit, and as required by the size of the unit provided. Install all valves, accessories, and controls to provide a complete installation. Contractor shall pipe condensate from the fan coil unit to the exterior of the facility or to an existing drain. Provide condensate pumps as required. All electrical work shall be done in accordance with the National Electric Code. The exterior unit shall be installed with a disconnect switch at the unit, to be mounted at same elevation as switch for existing unit on exterior of Building 302A.
B. Building 300- Wing Headquarters:
1. GENERAL CONSTRUCTION: Contractor shall install photo backdrop removed from 302A and all associated mounting hardware in room 244. Location to be determined at site visit. Contractor shall patch damaged walls and paint rooms 244 and 244A with 2 coats of paint per material notes. Contractor shall remove cipher lock from double entry doors and install on double doors between 243 and 244. Contractor shall install door hardware on double entry doors between room 244 and corridor to match existing. Contractor shall install blanks in any unused openings; new lock shall be BEST Lock series. Locks shall be System Type A, 7pin, PEAKS, Keyway B7. Door shall be painted to match existing. Contractor shall remove door between rooms 244 and 241 and save for installation in building 302A. Contractor shall install a 3'-0" x 7'-0" wood door where door was removed; door to be provided by government, frame shall be painted to match existing. Contractor shall install door hardware removed from door to room 243. Contractor shall remove 2 2x4 HVAC plenum vents and replace all damaged and missing ceiling tiles in rooms 244 and 244A to match existing. Contractor shall patch vinyl wall covering in corridor to match existing where security panel was removed; wall covering to be provided by government.
2. ELECTRICAL: Contractor shall remove wiring and receptacles from under plenum floor back to panel. Circuit breakers are to remain and shall be marked spare.
