700MHZ LMR & CELL SERVICE EXPANSION WARIFELD ANGB

STATEMENT OF WORK

PROJECT NUMBER: PJMS-2016-00024

MARYLAND AIR NATIONAL GUARD MARTIN STATE AIRPORT NATIONAL GUARD BASE BALTIMORE, MARYLAND 21220

5 MAY 2018

1. General Project Information:

1.1 Project Location and Background: This Project is to take place at buildings 4200, 2080, 2100, and 2120 at the Maryland Air National Guard (MDANG) portion of Martin State Airport, Maryland Air National Guard, 2701 Eastern Boulevard, Baltimore, MD 21220.

The primary purpose of the project is to install a State run 700MHz Public safety bi-directional antenna (BDA) system to enhance the existing Maryland FiRST system signal with the additional options for a one carrier and four carrier (Verizon, AT&T, T-Mobile, and Sprint) distributed antenna system (DAS) system to expand cell phone coverage in buildings 4200, 2080, 2100, and 2120. The contractor will provide, install, and commission the systems and will provide all needed parts and materials to complete a full installation.

In addition, the contractor must insure that the installed systems are fully functional and inspect all components once -installation is complete.

1.2 Site Description: Absolutely no photography of aircraft is permitted.

1.3 Use of Premises:

1.3.2 All Contractor employees, including subcontractors, must sign a background check release form for Base access. Once a background check has been completed with no negative findings, employees will be granted access to the installation. A copy of the “Installation Access Form” is attached as Exhibit ‘A’.

1.3.3. The COR will determine the equipment, material and other staging locations or work areas available under this contract.

1.3.4. Contractor shall assume full responsibility for protection and security of materials and equipment stored on site.

1.3.5. Contractor shall move any stored products, under their control, which interfere with operations of the Government.

1.4. Government Equipment: Government furnished equipment will not be provided. Cost for all equipment required to accomplish the work shall be included in the Contractor’s final bid price.

1.5.

1.6. Permits and Inspections:

1.6.1. The Contractor shall obtain all permits and licenses required for the completion and execution of this project. Normally no permits or inspections by local building officials are required. All inspections will be performed by COR unless modified by the Statement of Work. All testing will be performed by the Contractor unless modified by the Statement of Work.

1.6.2. The use of burning equipment or open flame welding and cutting shall be allowed only as authorized in writing by the local Fire Inspector (Facility 3150, telephone number – 410.918.6257). Once approved by the Fire Inspector, a written AF Form 592 – USAF Welding, Cutting, and Brazing Permit – will be issued. The permit will be issued by the fire department within one (1) hour of request, and must be renewed daily.

1.6.3. Digging permits are obtained from the Work Control Office (Facility 2100, telephone number – 410.918.6300). Where work is to be performed by contractor or its subcontractors, contractor is responsible for contacting ‘Miss Utility’ to mark the gas and electrical lines. Contractor will be personally responsible for marking water, sanitary sewer, storm sewer, irrigation, security, fiber optic, broadband cable, CATV, telecommunications, electric, and any other underground utility lines, buried manholes, tanks, etc.

1.7. Change Orders: Only the Contractor may initiate change order requests. Do not proceed with any work until a signed modification or other written authority is received from the Contracting Officer. Only the Contracting Officer may approve a change order.

1.8. Field Changes: No changes in the cost or the scope of the project may be made without processing a change order. Field changes not involving cost or scope may be initiated by theCOR, Contracting Officer or the Contractor.

1.9. Contractor Passes: Contractor Passes are only issued to personnel who have properly submitted a locally generated 175th Wing Installation Access Application and have been cleared through an approved background investigation by the 175th Security Forces Squadron. Contractor Passes are only issued to contractors who will be required to work more than 14-days on the installation in the performance of their contract. For contractors requiring less than 14 days of access, an AF FM 75, Visitors Pass, will be issued upon a favorable background investigation.

In order to receive a Contractors pass for this installation, the contractor must complete the locally generated 175th Wing Installation Access Application. This application contains required information necessary to conduct a National Criminal Information Center (NCIC) background or a Defense Biometric Identification System (DBIDS) check.

The Defense Forces Commander (DFC) maintains the right to deny contractors access to the installation based on unfavorable information obtained through NCIC or DBIDS.

1.10. Daily Report and Sign-In Register: Each day the Contractor is on site to perform any work, the Superintendent/Foreman shall sign in at the Base Engineering Building (Facility 2100), indicating specific Facility/Location and the number of persons who shall be performing work that day.

1.11.

1.12. Hours of Operations: The hours of operations at Martin State Airport for the Air National Guard are 10 hours per day (0630 – 1700) Tuesday – Friday. Coordinate access to premises with COR, for execution of work. Emergency situations, military operations, or other contingencies, may cause suspension of work or restrictions on access to the construction site.

1.13. Off-Hours Work: Except as otherwise specified, all work shall be performed during regular work hours (indicated above). If the Contractor desires or is required to work on Mondays, Saturdays, Sundays, Holidays or other hours outside normal work schedule, the Contractor shall be required to seek written approval from the Contracting Officer. The Contractor is not entitled to premium time if the request is approved.

1.14. Clean-up: The work site is an active civilian and military airport. Site cleanliness and Foreign Object Debris (FOD) control is essential. The Contractor will clean up all construction debris and refuse and will remove it from the work site and the Base daily at their own expense.

1.15. Safety: The Contractor is responsible for performing all work In Accordance With (IAW) State and Federal OSHA requirements as well as compliance with the most current USACE EM 385-1-1. This is available at: http://140.194.76.129/publications/eng- manuals/em385-1-1/2008_English/toc.html.

1.16. Environmental Protection and Waste Disposal: The Contractor shall remove all sludge, dust and debris from the property of the Martin State Airport Air National Guard Base which have resulted from specific work described in Paragraph 2 of this Statement of Work (SOW). The disposal of all such materials, which may include hazardous or toxic liquids that are used to perform the work, shall conform to all Federal, State, and Local environmental regulations with regards to both transportation and ultimate disposal. This project must comply with all Federal, State, and Local environmental regulations. All dumpster service and waste management shall be provided at no additional cost to the Government. All recyclable metal shall be placed into Martin State Airport scrap metal recycling containers.

Contractor shall be responsible and accountable for compliance with the EPA Clean Air Act (CAA) Section 608, 40 CFR Part 82 and any state local codes for all refrigerant related work. Contractor shall ensure that all contractor employees are made aware of the content of these practices prior to beginning work on refrigerant containing equipment. Contractor shall contact the refrigerant program manager for all requirements needing to be met on base for refrigerant based equipment.

1.17. Hazardous Materials: If suspected hazardous materials are discovered, do not disturb, and contact the COR.

2. Specific Project Information:

2.1. References and Standards: All materials, installation and workmanship shall comply with applicable construction guidelines and standards.

2.2. Cost Proposal: Provide a detailed lump sum cost proposal (as well as hourly rates) for the work to be performed.

2.3. Description of Work: The Contractor shall describe in the proposal how they will manage the project.

2.4. Construction Performance Period:

2.5. Meetings: A Meeting will be required post-award and prior to initiation of the Scope of Services.

2.6.

2.7. Sundry Elements: Any material, devices or services not specifically mentioned or indicated in this specification that are reasonably required for a complete, finished and first class operating installation, shall be provided by the Contractor. The work shall be installed in accordance with this specification and best industry practices.

2.8. General Requirements:

2.8.1. Provide, install, and commission a 700MHz Public safety bi-directional antenna (BDA) system to enhance the existing Maryland FiRST system signal with options to also install a single carrier and four carrier (Verizon, AT&T, T-Mobile, and Sprint) distributed antenna system (DAS) system to expand cell phone coverage in buildings 4200, 2080, 2100, and 2120. Provide all parts necessary to install the new systems.

2.8.2. All demolished and removed materials shall be disposed of properly off-Base at Contractor’s expense. Government dumpsters are not permitted to be used.

2.8 Detailed Requirements:

2.8.1. This project is divided into three contract line items (CLINs):

2.8.1.1. CLIN 1: Provide, install, and commission a 700MHz Public safety bi-directional antenna (BDA) system to enhance the existing Maryland FiRST system signal. Provide all parts necessary to install the new BDA system. The contractor shall ensure 100% coverage of the Maryland FiRST 700MHz system throughout buildings 4200, 2120, 2100, and 2080. The contractor will ensure that installation includes NFPA alarming and 24 hour battery backup to the Public Safety DAS, and that the alarms are demarked within three feet of the Public Safety DAS. The customer will be responsible for obtaining permission from Maryland FiRST prior to this system being commissioned.

2.8.1.2. CLIN 2: Provide, install, and commission a single carrier (AT&T) distributed antenna system (DAS) system to expand cell phone coverage in buildings 4200, 2080, 2100, and 2120. Provide all parts necessary to install the new DAS system. The contractor shall ensure 100% coverage of the cell carrier throughout buildings 4200, 2120, 2100, and 2080. The contractor will assist the customer in obtaining approval from the cell carrier (AT&T) prior to the system being commissioned.

2.8.1.3. CLIN 3: Provide, install, and commission a four carrier (Verizon, AT&T, T-Mobile, and Sprint) distributed antenna system (DAS) system to expand cell phone coverage in buildings 4200, 2080, 2100, and 2120. Provide all parts necessary to install the new DAS system. The contractor shall ensure 100% coverage of the cell carriers throughout buildings 4200, 2120, 2100, and 2080. The contractor will assist the customer in obtaining approval from all 4 cell carriers (AT&T, Verizon, T-Mobile and Sprint) prior to the system being commissioned.

2.8.2. By a Licensed/Certified technician, provide the selected BDA and DAS systems in buildings 4200, 2120, 2100 and 2080 to satisfy all public safety jurisdiction and carrier standards as well as all requirements for the wireless service providers if selected.

2.8.3. Once the contractor has provided the selected systems to be installed, the contractor shall provide all needed parts for the installation.

2.8.4. The contractor will be allowed to use existing horizontal and riser conduit and communications pathway already in place with the approval of the 175CF but will provide any additional horizontal and riser pathway that is required but not already in place.

2.8.5. The contractor will provide the 175CE with the location and size of any core drilled holes or roof penetrations required to be made in any of the facilities prior to the start of this project.

2.8.6. The contractor will provide the 175CE with the locations of all headend and remote location equipment prior to the start of the project to allow time for the 175CE to ensure an existing busbar is within 4ft of the equipment location or to determine if a new grounding busbar will need to be installed.

2.8.7. The contractor will provide the 175CE with the locations of all headend and remote location equipment prior to the start of the project to allow time to extend hardwired 20 amp connections to NEMA enclosures at the equipment location.

2.8.8. The contractor will be able to utilize terminated and tested single mode fiber optic cable terminated with SC/APC connections. The customer will notify the 175CF of strand counts and locations needed prior to the start of the project.

2.8.9. The contractor will provide test results on all cabling installed as part of this project.

2.8.10. Safety as part of the Detailed Requirements:

2.8.10.1. The Contractor shall be fully aware of, and include in the Work Plan, safety measures to assure that its workers are not put at risk at any time while completing the work.

2.8.10.2. The Contractor shall post any and all required safety or caution flags/signs to protect workers and Base personnel.

2.8.10.3. The Contractor shall be aware of and protect its workers from noise, dust, and fumes/vapors normally encountered while working on or near an active runway and aircraft.

2.8.11. Administrative Tasks as part of the Detailed Requirements:

2.8.5.1. The Contractor shall submit a schedule of events to be completed for task – provide all 700MHZ LMR & Cell Service Expansion project material for the selected CLINs– to the COR for review and approval prior to beginning work.

2.8.5.2. The Contractor shall use best practice standards when performing work required by this “Statement of Work”.

2.8.5.3. The Contractor shall prepare and furnish all engineering and/or shop drawings and as installed drawings prior to the completion of the project.

2.8.5.4. Meetings – The Contractor is required to attend the following meetings:

a. The Contractor shall attend a Meeting post-award and prior to initiation of the Scope of Services.

b. Prior to acceptance of Deliverables the Contractor shall attend a meeting to discuss submitted engineering/shop drawings and test results, if applicable, and final report.

2.8.5.5. Qualifications: Minimum 5 years documented experience providing comprehensive, professional 700MHZ LMR for the BDA system and a minimum 5 years documented experience providing comprehensive, professional cell phone contracting services for the cell carrier service expansion.

2.9. Quality Control: The Contractor shall establish and maintain quality control to assure compliance with contract requirements and shall maintain records of his quality control. A copy of these records, as well as the records of corrective action taken, shall be furnished to the Government.

3. Submittals:

3.1. Contractor shall turn in submittals for approval of the list of parts needed for the selected CLINs to expand the 700MHz LMR network and cell coverage at Warfield ANGB.

3.2. Product/Equipment Information: All submittals must utilize AF/IMT 3000, Material Approval Submittal for approval by the COR prior to start-of-work. Submit 1 electronic set of all AF IMT 3000 with attachments to the COR..

3.2.1. Contractor is to provide submittals, for COR approval, describing all of the products s/he intends to install and/or use, as well as the equipment and ancillary devices to be used on site in the context of the Contractor’s business operations.

3.2.2. Provide manufacturer’s literature (including capabilities of equipment, specifications, shop drawings if appropriate, etc.) for all products, equipment and ancillary devices to be installed and/or used on site.
