WRCTC Counter Drug Training IDIQ PRFIs w/Responses (in blue)
1. Page 3, with regard to the CLIN delivery task order minimum/maximum quantity and CLIN order value, what are the anticipated minimum and maximum quantities for this proposal for each CLIN?
This RFQ does not specify any minimum/maximum quantities. This is for the establishment of an IDIQ. Course quantities, locations, and pricing will be determined by competing task orders among the IDIQ holders. The intent is to shorten our procurement time and always have a fully defined requirement at the time of RFQ.
2. What is the anticipated page count for the proposal?
There is no anticipated page count, however, please understand that only relevant information should be included. Anything that is considered “fluff” may hinder your proposal as it is considered to be a waste of time and resources.
3. Please clarify pricing model: Multiple IDIQs will be established with maximum ceiling of $250,000 for up to a 5-year period (up to 4). Will the WRCTC determine which CLIN(s) to offer and quantities on a yearly and if so when would the contractor be made aware of the selection(s)?
*NOTE: Language has been updated to remove “(up to 4)”. Multiple contract awards will be made, with no single offeror receiving an award valued at more than $250,000.
No, IDIQs are Indefinite Quantity/Indefinite Delivery contracts, meaning we do not know the exact number or locations of the courses. The intent of these IDIQs is to award contracts to up to multiple vendors/contractors per category so that we have a pool of vetted contractors who we can quickly request quotes from once we know dates and locations of the courses. At that time, the prices will be competed/evaluated.
4. In CLIN 0001, Page 16, 1.1.1.3 it references the option of “hard copy or electronic file” with respect to the student manual. This reference appears to be in conflict with the reference in Technical Exhibit 2 (Page 21) and other Technical Exhibits, which require only hard copy versions of the manuals be provided. Would you please clarify whether hard copy manuals are required for all in person CLINS or can electronic copies be provided?
The intent is for the vendor/contractor to be able to decide which medium to use. If they provide a copy of the material, it must be provided to ALL students. WRCTC does not have a preference between hard copy or electronic. They will be more specific on a task order basis, likely requiring the vendor to submit their proposed medium. This language will be corrected prior to contract award.
5. In CLIN 0001 2.5.1, will the maximum number permitted to attend in person training set at 40? If not, what would be the maximum permitted?
The maximum number of students is provided for the vendor to understand that they must be able to teach up to that many students. This number varies from course to course. Each PWS contains the maximum for the subject course.
6. Please clarify with regard to Technical Exhibit 2 refers to 4.1.1 in regard to deliverables. There does not appear to be a section 4.1.1.
This may be an error in the PWS, it will be reviewed/corrected prior to contract award.
7. Is this a new requirement or were the same or similar services provided by an incumbent contractor? If there is an incumbent, what is the name of the contractor?
There is no incumbent contractor. This requirement is to establish a 5 year Multiple Award Task Order Contract (MATOC) by awarding Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to up to 4 contractors. There is no funding associated with this MATOC. Competitive RFQs will be issued for pricing and Task orders for known/funding requirements will be awarded over the 5 year period.
8. What was the average or total number of courses ordered under previous contract interactions?
The WRCTC has awarded a number of individual training contracts for each of the courses we are looking to establish IDIQs for. They vary from topic to topic and year to year, but generally anywhere from 2-8 courses per year.
9. How will proposals be evaluated? We note that the best value method will be utilized, but what weight will be given to technical, past performance and pricing during proposal evaluations?
Proposals will be evaluated on a best value basis, however price is not included as there will be no funded task orders awarded at this time. The evaluations will consider factors listed in the solicitation (other than price). Technical and past performance will be the focus.
10. Can the Government please provide further guidance on what they wish to see in the proposal? We note that FAR 52.212-1 Instructions to Offerors is incorporated by reference, however can the government please share whether they have specific preferences or instructions regarding proposal length, style, content, etc.?
There is no specific format for submitting your proposal. Please be complete and concise as any information that is not relevant to the solicitation will be considered “fluff’ and will not likely make a good impression. Interested parties are encouraged to highlight their strengths, discuss their technical expertise in providing/managing training programs, subject matter expertise when it comes to individual course topics, provide individual instructor resumes, any relevant certifications, speak to availability/capacity, etc…
11. Can the Government please clarify pricing that should be included on the 1449? Should this be fixed price per course delivery pricing inclusive of all costs at ceiling rates?
There is no pricing required at this time. All pricing will be evaluated through competitive request for quotes at the task order level after establishment of the IDIQs.
12. Would the Government please consider extending the proposal deadline by 1 week?
At this time, we have sufficient number of responses and there no indication that an extension is necessary.
13. Are offerors required to fill out and submit the forms listed in section 12.1 Applicable forms of the PWSs?
No, those forms would only be required as necessary upon contract award. They probably won’t be required for these courses at all. This is a great question, thank you for asking. I’ll be sure to add it to our list of PRFIs and post to SAM.gov.
14. Is there an incumbent for this entire contract (or specific courses within the IDIQs)?
These IDIQ contracts are being established as new requirements. There are no incumbents for the overall contracts or any specific course. The opportunities are available for all vendors who provide these training services and are determined to be technically acceptable and provide a best value to the government.
15. Is there a requirement to register on Sam.gov prior to submitting a bid submission?
Yes, in order to be considered all vendors must be actively registered in SAM with no unfavorable actions. Also, be sure to comply with the requirements of the solicitation:

16. Is there any other website or registration or vendor registrations for vendors to register on to be eligible to submit for this contract?
Only if there are requirements to be certified/registered for specific training courses.
17. To provide the Virtual Versions of each course does the vendor have to provide its own Zoom or other Virtual platform account or will the vendor be using WRCTC's Distance Learning account and staff?
Yes, please see the following statements extracted from the PWSs:
Must provide virtual training platform with access for at least 75 students for all virtual delivered courses (to be approved by WRCTC prior to contract award).
Must provide virtual delivery link to WRCTC OPS 48 hours prior to training and allow WRCTC OPS to be co-host with admin access to audit course.
18. Can the virtual version of each course be instructed from the vendor's physical site, or does it have to be instructed from WRCTC's physical site?
The contractor is expected to instruct from a site that provides a professional environment and is suitable to meet the requirements of the course as outlined in the respective PWS. It will not be conducted from WRCTC’s site.
19. What are the criteria for a physical location where the awarded vendor conducts the virtual version of the course?
See the answer to question 18.
20. How many iterations will be contracted for each of the courses listed in this contract for the initial contract year and each Option Year for the duration of the contract?
This solicitation is for a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract to be awarded to up to 4 highly qualified/capable vendors. There is no quantity or price associated with these contracts, only a maximum overall price “ceiling” – in this case $250,000 per contract (vendor) for the full 5-year period. As requirements are fully developed, Requests for Quote (RFQs) will be issued to all vendors who hold one of these IDIQs. Responses to the RFQs will be evaluated competitively (to include price) and task orders will be issued. There are no options.
21. How can a bidding vendor determine a MAX AMOUNT for each course submission submitted without knowing the number of iterations per initial contract year and each Option Year thereafter?
Price will not be evaluated for IDIQ awards.
22. Will there be pricing submission required on the RFQ response and should it be listed on a SF1449 in the response?
Pricing is not required in the response to this solicitation. Please see question 20 for explanation of how the IDIQs are being established and how pricing will be evaluated on a task order basis
23. Is there a specific format or resumes required for the RFQ response?
Resumes should be provided in support of technical expertise. There is no specific format required.
24. The overall scope to the RFP states, "1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished….
Further, referencing to Section 11.1 generally. a list of material is provided. Computers that can be integral to these courses are not listed.
Our question: For in-person deliveries will the government require attendees to bring their own laptops? Or will the government require computer equipment be provided mandatory?
Students/attendees will be required to bring their own laptops when necessary; at no time will they be provided by the government OR the vendor.
