Q&A POSTING 001
Are you looking for complex, high-end 3D animation, or a simpler style of 2D animation, like an explainer video or whiteboard video?
2D vector based. Like explainer or whiteboard videos mixed with real video footage and motion graphics for unit logos and titles. The animation should fit the tone of our military organization and target our audience. We can provide photographs and B-roll
Will the government please provide sample video links of the type of animation that the 194th Wing is looking for?
No. See above description, and other answers to questions below.
Is the government open to purchasing this through a contractor’s GSA Schedule for Professional Services?
No.
Is there any preference for a vendor located near Camp Murray, WA or can all of the work, including meetings, take place remotely?
No preference. Yes work and meetings can be conducted remotely.
Is there an anticipated award/kickoff date?
Award is anticipated to be within a couple weeks of RFQ close date of 20 June 2019. Kickoff date would preferably be within a couple weeks of award.
Do you require that a subcontractor for this video project be a SAM registered vendor?
No.
Will any assets, such as logos, photographs or b-roll, be provided?
Yes
Do you require us to shoot b-roll for the videos?
Do not require but you can. We can provide b-roll.
Would delivery of the videos in SCC Side Car files, in addition to the .mp4 format be acceptable?
Yes.
In order to create a script for each mission, we would need a short brief regarding each division so our copywriter could accurately represent each group. Is this something that your team would be able to provide for us?
Upon award of a contract, yes, we can provide an explanation of what each unit does. We also would like to facilitate a conversation between the contactor and each commander to provide further explanation of what each unit does. We would provide the unit explanation first to give you time to talk it over with your team and get an idea of the script you have in mind and then the talk with the commanders can provide further insight. This conversation can be done remotely.
Do you have a concept for each animation, or for the series?
We do not have a concept drawn out or otherwise for each animation or the series. All drafts of the animation product will be created and designed with collaboration between the contract awardee and the government.
Does the Government expect to see any stock footage or photographs incorporated into the animations? If so, what approximate percentage of each video would feature them, and is the government going to provide them?
Stock footage or photographs may be incorporated primarily to the effect of branding. Logos and landmarks of the organization may be used for branding purposes, the percentage of the video that will be represented by these graphics will be minimal (less than 5% of screen time) and any and all required logos or stock footage will be provided.
Section 5.8 states “All videos produced must be of similar style and quality as provided previous works.” Can the government please provide an example of those works?
The previous works this section is referring to are the sample videos that will be sent in with each bid.
The final product the government receives must be of similar style and quality as provided previous works. The government expects the final product to be similar in style and quality to the sample animations provided during the bid process.
Can you provide additional detail on the subject matter, possible number of anticipated scenes per video, and/or an overall storyline?
Storyline will be discussed and created after contract award.
Will all 5 videos share assets (same characters or models) even if the subject matter is different? How much overlap in the assets? Again, is this up to us to determine this?
This will be determined after contract award.
While we understand these videos are to support a public affairs mission, are there any specific goals you would like these videos to achieve such as recruitment or other call to action?
Recruitment and call to action will play roles in the animations. The videos will be used for recruitment purposes as well as PA.
As pricing for animations vary based on a chosen style, and that doesn’t seem to have been decided on yet, is there a target budget range for this project? Or do you plan to pick a style based on responses and find associated funding needed to produce?
The government estimate cannot be revealed. Referring to the Request for Quote evaluation criteria, the government will award based on Technical Capability, Past Performance, and Price and then make a best value decision. As far as style, refer to the SOW and other Q&As in this document.
What video or animation production companies have you worked with in the past?
None.
File details come from the government source that posted it.
