DEPARTMENT OF THE AIR FORCE

HEADQUARTERS WASHINGTON AIRNATIONAL GUARD (NGS)

CAMP MURRAY, TACOMA, WASHINGTON, 98430-5016

17 July 2018

MEMORANDUM FOR 194 MSG/MSC - BASE CONTRACTING OFFICE

FROM: HQ WA ANG/RS

SUBJECT: Justification for Soliciting from a Single Source - for the Procurement of Advertising with Columbia Center Mall (Simon Property Group)

In accordance with Federal Acquisition Regulations, Part 13.106-1(b)(i), I am requesting your approval for soliciting from a single source.

1. Agency and Contracting Activity:

194 WG - 194 Base Contracting Office.

2. Nature and/or Description of Action:

Justification for soliciting from a single source - for the procurement of advertising for WA ANG with Columbia Center Mall in Kennewick, Washington (Simon Property Group).

3. Description of Product and Estimated Price:

The WA ANG Recruiting team has a requirement for advertising at the Columbia Mall in Tri- Cities, WA the available medium for advertising services at the mall are: two Standees with Air National Guard advertising; and two Interior Wall Coverings (Spectaculars) displaying an ANG message of choice, in order to entice mall consumers to consider joining the WA ANG.

The advertisements would run for 1 year, anticipated duration from 01 September 2018 through 31 August 2019. Advertising was approved and funds issued by National Guard Bureau.

4. Justification:

Columbia Mall Partnership, a Delaware general partnership contracted by Simon Property Group is the only contractor that can meet the Air National Guard advertising needs for this facility and in the area we aim to advertise. The Columbia Center Mall is the only shopping mall serving Kennewick, Richland and Pasco (Tri-Cities) and is also the largest mall in southeastern Washington. Advertising to the many shoppers at this facility would help target ANG needs to meet end strength requirements. This would be a wise expenditure of tax dollars because it not only targets our age demographic but also attracts a very diverse demographic helping to meet ANG diversity needs in recruiting.

5. Market Research:

The WA ANG Recruiting team specifically researched the Tri-Cities region (Southeastern Washington) for highly populated mall/shopping areas. The only venue that came up in research was the Columbia Mall in the Tri-Cities, which is run by the Simon Property Group who contracts the advertising services.

I, the undersigned, certify that this justification is accurate and complete to the best of my knowledge and belief.
