DEPARTMENT OF THE AIR FORCE
116 AIR SUPPORT OPERATIONS SQUADRON (ASOS) (ACC)
CAMP MURRAY, WASHINGTON 98430-5035
27 June 2018
MEMORANDUM FOR 194 MSG/MSC
FROM: 116 ASOS / CC
116 Infantry Drive Camp Murray, WA 98430
SUBJECT: Brand Name Justification for Tactical S9 End User Device (EUD) bundle augmentation to the Operator Control System (OCS)
In accordance with Federal Acquisition Regulations, Part 13.106-1(b)(i), I am requesting your approval for soliciting brand name only.
1. Agency and Contracting Activity:
194 WG – 194th Wing Base Contracting Office.
2. Nature and/or Description of Action:
Justification for soliciting brand name only - for the procurement of Black Diamond Advanced Technology’s (BDATech) Tactical S9 EUD bundle to augment our existing OCS kits.
3. Description of Service and Estimated Price:
Acquisition of Qty:15 EA BDATech Tactical S9 EUD bundles to update the OCS kits with a superior S9 EUD and updated software/firmware that will allow users to control all their existing devices and peripherals such as the Harris PRC-117G/PRC-152A, Thales PRC-148 JEM multiband radios, PLRF 15/25C laser range finding devices, the L3 Soldier ISR Receiver (SIR) video downlink device, and set conditions for future radios such as the PRC-161 Hand Held LINK-16 radio on an updated platform.
4. Justification:
BDATech is the only company that is able to configure the EUD assembly to accommodate the OCS dismounted kit that users currently utilize. The EUD is loaded with BDATech proprietary applications such as APECON that displays status of peripherals, serial ports, radios, power usage, and ultimately controls the entire OCS via the hub. In addition, the Remote Key Display Unit is another application that is proprietary that serves as an all-in-one Graphics User Interface (GUI) that controls all radios and peripherals. Finally, BDATech is the only manufacturer of the cabling that is compatible to link the ruggedized case to the OCS kits as it is also a BDATech product.
Utilizing software such as Android Tactical Assault Kit (ATAK) in conjunction with BDATech Tactical S9 EUD bundle and the OCS kit will optimize 116 ASOS Tactical Air Control Party (TACP) Situational Awareness (SA) during state Domestic Operations (DOMOPS) and Close
Air Support (CAS) mission planning/execution. For both missions sets (DOMOPS/CAS), the integration of this complete digital system will enhance mission capability by facilitating a common operating picture on the homeland and on the battlefield as most supporting USAF aircraft are capable of digital messaging via LINK-16/SADL.
In addition, IAW AFI 13-112v1 Joint Terminal Attack Controller Training Program, pg 46, table A3.3, “The JTAC will demonstrate the ability to operate DA systems in support of CAS and CFF missions during live and/or simulated training events, using designated equipment and software.” The purchase of requested equipment will allow JTACs to better meet this requirement as the updated firmware/software within the EUD is proven to be more reliable through research/testing by AFSOC and AFRL.
BDATech has extensive experience with integrating and fielding tactical EUDs into body worn hub systems like the OCS and the SOCOM Field Computing Device – Wearable (FCD-W) which employed an S series EUD. BDATech is the sole developer and manufacturer of the OCS (standard in a TACP UTC)/FCD-W kit w/ Tactical S9, and the only developer/manufacturer that can deliver this capability to meet unit mission requirements.
6. Market Research:
Market research was conducted to identify which companies produces a compatible bundle to integrate with the OCS kit and complies with security requirements needed for military use.
I, the undersigned, certify that this justification is accurate and complete to the best of my knowledge and belief.
