1) It appears as though CLIN 0003, Travel, will be an evaluated CLIN for pricing. In an effort to lowball a bid, frequently, bidders will underbid the pricing CLIN to achieve a lower Total Evaluated Price, then request addition funds when travel funds are exhausted.

Since all bidders will essentially be required to perform the same level of travel for this contract, would the Government consider providing a precise plug number for the CLIN or make this CLIN non-evaluated so that bids are based on the labor required to complete the tasks?

This is a Firm Fixed Price contract with a Travel CLIN that has a Not to Exceed amount. Per the Combo Synopssis “CLIN 0003 Travel per the PWS NOT TO EXCEED $20,000.00” on page 3.

Per the Performance Work Statement (PWS) 1.4.11, estimated travel is stated and travel will not exceed these amounts nor will the govenrment authorize any more travel once this has been exhausted. If you price your Travel less that the Not To Exceed, that will be your final evaluated cost for travel and the government will not reimburse for any extra expenses incurred over your firm fixed price for the Travel CLIN.

2) Since the solicitation provided an AWD and a Statement of Equivalent Rates, and stated that employees under this contract are considered professional employees (PWS 1.4.7.3), and the SCA does not apply, I am concerned that if I treat the employees right by providing the additional H&W benefits associated with the recommended labor category, I will overbid this effort because some bidders may not include the benefits since the SCA does not apply. Does the Government intend to find bidders who either map to a lower labor category or not include the H&W benefits non-compliant for pricing evaluation?

1.4.7.3 Has been removed from the PWS. The government is does not require the mployees to be “Professional Employess” and the Service contract Act (SCA) wage determination does apply.

It is up to each individual employer to price the SCA Wage rates and benefits into their pricing schedule. All use of the word “Professional Employess” has been removed from the PWS.

3) On page 3, the RFQ states that offerors "must provide 3, but not more than 5 jobs that have been done that are similar in scope". Does the Government intend to set a maximum age for these past performances (e.g. within the last three/five years)?

The government does not intend to set any age minimum’s or maximums for this evaluation of this requiriement.

4) Are there page limits for the submission documents (i.e. Technical Package, Past Performances, Price)?

The government will not set any page limits for your submissions or would have otherwise specified.

5) CLIN 0003 Travel per the PWS NOT TO EXCEED $20,000.00 (POP September 26th 2019 through September 25th 2020)? Shall the Contractor provide its best estimate for travel expenses or will the Government provide a plug number?

SEE Question and Answer One (1)

6) Pricing – Firm Fixed Price. Shall the Contractor bid ODCs for marketing materials (i.e. brochures) and Contractor laptops? Or will the Government provide the marketing materials and Government Furnished Equipment (GFE)?

The government will provide no Governemnt Furnished Equipment for this requirement (no computers or work space etc…). 5.4.1 States that the contractor will provide 60 posters and

5.4.2 was changed as it stated brochures, but there was no quantity. 100 Brochures is the amount the SMFS needs for this requirement. The SMFS will provide all other assistance for marketing this program and will be the support organization to direct customers to working with the EEC contractors.
