AMENDMENT 0002 - 5-1-2024

Question 2: Is there an incumbent or previous contractor who provided the same services in the previous year? If so, can you provide the solicitation/contract award number?

Response: Yes. Medical services were procured for the same event last year. The solicitation number was W912JD-23-Q-0008 and the contract number was W912JD-23-P-0007. Awardee was Paradigm Professional Health Services.

Question 3: The solicitation states that a Pediatric and Adult CPR certification is required. BLS (Basic Life Support) AHA certification embodies the Adult, Child, and Infant CPR choking etc. would this cert suffice, or would the RNs be specifically required to have a PALS (Pediatric Advanced Life Support) and BLS (Basic Life Support) Certification?

Response: Yes. The BLS AHA certification would suffice as it is a certificate that has the Adult, Child and infant CPR that is required for this event. The Government recommends any and all active certification to be included into the quote package as well. Please provided printed copy of the certification(s) to include issuing authority or organization, certification date and expiration date. (If applicable) Question 4: The solicitation states two RNs are needed for 24/7 clinic coverage. However, section 5.2.10 of the PWS states only one RN would be needed to man the clinic at all times. Does this mean that one RN would need to be on call during after- hours but two are required during the 0700-2100 hours?

Response: During Camp hours (0700-2100) both nurses are required to be “on duty” however, at least one nurse is required to be in the medical room while the other can be out with a group during the day’s activity (kayak, hike, rappel tower). At night (2100-0700) one nurse must be “on call” and stay in the medical room in the case of an emergency, while the other nurse may stay in the designated staff cabin or in the medical room if they choose. This ensures 100% nursing coverage for the entire duration of the camp. The nurses can work the scheduling among themselves, in addition with the camp director, to create the scheduling and manning plan that works best for them. Historically, both nurses have stayed in the medical room together as there is two bed set-ups, but it is based on comfort level of each nurse.

Question 5: On the close/reset and camp complete days of 19 July and 26 July will the two RNs be required to man the clinic until 0000 on those days as stated in Technical Exhibit 2?

Response: Release time is at noon on those days. Volunteers and staff are released when all campers have left (exception is volunteers that have their child with them) and/or when reset/closing is complete.

Question 6: The PWS states that the contractor will be required to provide PPE, stethoscope, and other personal professional items. Can the PWS be more specific on what "other" professional items the contractor should provide, as well as specific PPE the government requires.

Response: The “other” is the Nurses personal preferences. For examples, If the nurses have their own preference of stethoscope, face shield, or general items they like to have while on duty that was not include in section 3.0 of the PWS.

Question 7: The PWS states that RNs with Pediatric, School, or Camp experience is required. Would the government accept RNs with hospital and/or ambulatory clinic Pediatric experience?

Response: Yes. The Government would accept RNs with hospital and/or ambulatory clinic Pediatric experience. Historically, Nurses that have camp/school nurse experience performed well due to the fast pace of the camp.

Question 8: Will both RNs be required to stay on the property for the entire duration of the project, if so, will showering/bathroom quarters be provided to the RNs? If this is provided, are the showering quarters/bathroom within the same area of the sleeping quarters?

Response: Yes. Sleeping, shower, and bathroom facilities are all on campus. The medical room is in the administration building that has its own bathroom. There is room in the medical room for the nurses to either sleep in the medical room or the staff cabin (optional sleeping quarter) but that is a separate building. It is up to the nurses on where they choose to sleep from those options. There is a separate Bathroom and shower facility that is not far from the staff cabin or medical room. The RNs may both depart the campus after noon on the 19th but must return Sunday the 21st at 0700 to be introduced to the new volunteers and to prepare for receiving week 2 campers. Nurses can depart on limited occasion during active camp hours as long as they sign out (all volunteers and staff do this), confirm coverage is met with the other nurse, and the estimated time of return to campus. We do prefer both nurses stay on campus in the evenings while camp is active.

Question 9: 5.2.5 of the PWS requires development and implementation of care plans. Will the government provide and outline or form for the care plans or will the contractor be required to provide this?

Response: Nurses are required to report acute treatment and ongoing treatment plan to the camp director and suggest best course of action for the camper (stay at camp or be sent home). Documentation method is up to the nurses on their preferred method. Standard Subjective, Objective, Assessment Plan (SOAP) note is acceptable. We will also provide documentation format suggestions, but the method that works best with the nurse will be acceptable. Record keeping is manual pen to paper, computer system is not authorized at this time.

*Quoters are advised that they are responsible for acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your offer being considered unacceptable. Please sign in blocks 15a through 15c as your acknowledgment of all amendments issued.
