About this file
This amendment modifies solicitation W912JD-24-Q-0005 to incorporate additional FAR clauses and provide answers to questions from potential offerors. The solicitation seeks proposals for medical support services including one non-clinical case manager, two medical record technicians, and one behavioral health case manager. The period of performance is a one-year base period and a one-year option. The requirement is for the Maine Army National Guard and issued as a 100% women-owned small business set-aside. Offerors must have active SAM registration by the closing date. Technical and past performance factors are more important than price in the best value award.

QUESTIONS AND ANSWERS
1. Can tables, graphs, and charts allow for a font smaller than 12-point?
Yes
2. Are there any vacancies for the required positions?
There are no vacancies right now.
3. The CLINs for the pricing schedule and PWS section 5.4 list the Medical Case Manager as “Non- Clinical,” however, in section 1.4.7 of the PWS, the Special Qualifications state that this position must be filled with an RN III with at least 3 years of clinical experience. Is this position clinical or non-clinical?
It’s a non-clinical position; they don’t see patients as it’s mostly administrative (case management) where the experience of an RN comes in handy. They will read Doctors’ notes that we collect from civilian providers.
4. Table 1 on page 32 of the solicitation document references “Resumes” as part of Volume 4, but resumes are not mentioned elsewhere in the document. Are resumes required for key personnel (non-clinical case manager and behavioral health case manager) and/or all staff?
Please provide resumes for all the staff.
5. Are the medical records located in one location?
Medical records are located at one place in Augusta, ME.
6. How many personnel are required for each services request?
We are looking for 2 medical records/support service technicians, 1 RN III, and 1 BH Case Manager.
7. How long is the tenure of each contracted personnel?
Two have been with us for 2 years, the other two are new at 6 months each.
8. Is a workstation open for additional personnel?
They all have a work station, no concerns.
9. Does the BH Case Manager require a cell phone and if so, does the contractor provide the phone service?
We supply the CM for BH with a desk phone.
10. Does the government foresee requesting an increment in the staffing as a result of unanticipated workloads?
W912JD24Q0005
No.
11. Will the staff be located at one exclusive site or multiple sites?
One exclusive site.
12. Who is the incumbent contractor and what was the current contract’s PoP and funding?
W912JD22C0002 was awarded to T47 International, Inc for $444,111.22 on 8/10/22.
13. With this being a best value award, how much does the set travel pricing play into the award criteria?
Per FAR 52.212-2, technical and past performance, when combined, are more important than price. The price factor will be evaluated to establish reasonableness of the otherwise successful quoter’s price.
14. Should Volume 4 also include the Fill-Ins, Statement of Acknowledgement, Organizational Conflict of Interest statement, etc.?
Yes, if these are all deemed necessary. However, if an OCI, Statement of Acknowledgement, or additional statements start to make a file too large to attach, please create Volume 5 and briefly describe what it contains.
15. Will providing paragraph (b) of FAR 52.212-3 be sufficient for providing fill-ins for provisions and clauses?
The only clause with fill-ins is FAR 52.204-24. Please read the first paragraph of the clause to see if it is required to be filled out.
