SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

AMENDMENT 1

Question 1.) Para 1.5.1 and 1.5.2. on page 3 of the PWS make reference to “Master Level”, credentialed mental health counselors”. Is the intention for these personnel to possess a Master’s degree or is the instead a reference to the depth and length of experience they should have (regardless of degree)?

Answer: The contractor shall have a staff of qualified licensed professionals who are counselors with Master Degrees in accordance with the Office of Personnel Management (OPM) Qualification Standard and current state license or certificate to practice as a mental health practitioner consistent with state laws.

The contractor shall certify that all employees or assigners have the required qualification and credential and are registered/licensed in the applicable state of performance.

Question 2.) Para 5.1.5 on page 9 of the PWS, “the scope shall be separately priced and will be negotiated at the time of the event.” Will these items be within the pricing file as surge/optional task or negotiated during the contract after award as additional scope?

Answer: The On-site Group Counseling for Critical Incident Response Service will be separately price as an additional scope after award as a bilateral modification to the contract if needed. The bilateral modification will allow the Government to provide a rapid response to a disturbing and/or traumatic event to the employees and their family members. The bilateral modification would be the contract vehicle to provide the service and with funding to support this requirement and allow the Contracting Office to make a within scope determination. The bilateral modification would also include specific details regarding the depth of the services requested, travel expenses, location, overall number of employees and family members requiring service and the period of performance. As a result, this service will not be priced prior to the event occurring, and will not be priced in this RFQ.

Question 3.) Para 9.4 of the RFP Instructions, Sub-factor – Section 4 – Referral Roster “Specifics” a “referral roster of resources for the areas of coverage”. Would the Government please clarify whether “areas of coverage” refers to the entire State of Maine or instead refers to prescribed radius of specific National Guard Installations in Maine?

Answer: The Government is not requesting that the Contractor provide a specific service(s) in a particular radius of an installation, we understand this is not feasible. Not all of the services requested are available everywhere within the State of Maine. The Contractor shall maintain a list of community providers and assist with the referral for counseling as prescribed in PWS. Under the technical evaluation, Sub-factor – Section 4 – Referral Roster is this list of counselors you will utilize under this contract. The referral roster provides the Government with whom the employee and/or family member will seek for counselors and this demonstrates the ability to identify and assess a variety of mental, physical, chemical dependency, and/or emotional problems and provide short-term counseling as required.

Question 4.) To what level of detail, (e.g. firm/office name, individual name, email, phone, address, ect.) should the Referral Roster (Technical sub-factor - section 4) list resources in the proposal submission?

Answer: The Referral Roster shall include the type of services being provided, firm and/or office name, address and telephone number.

Question 5.) Is there an incumbent for this work? If so, please provide the incumbent name and contract number:

Answer: EAP Consultants LLC, Contract No: W912JD-15-F-0008.

Question 6.) If this is incumbent work, is there historical full-time equivalent (FTE) count for the NGB EAP in the State of Maine?

Answer: No historical full-time equivalent (FTE) perform this service. The previous contract requirement is different than the current requirement.
