About this file
This is a Questions and Answers document for solicitation W912JB26QA083, addressing contractor inquiries regarding portable latrine and handwash station services.
The solicitation requires delivery, setup, servicing, and repositioning of portable latrines and handwash stations at multiple military locations (LRC, Parade Field, Land Navigation, and PT Track) from September 9 through October 25, 2026. Initial setup must be completed by 1200 on September 9, 2026, with service commencing on September 10, 2026. The contract specifies varying service frequencies, including every-other-day service from September 10-25, 2026, with no routine cleaning required on single-day move dates (September 30, October 5, and October 9). Equipment quantities and locations are detailed in the updated Technical Exhibit 2, Version 3, with September 30 and October 5 requiring 29 total units distributed between Parade Field and Land Navigation locations. The contractor is responsible for conducting all relocations between specified locations, with a maximum of 275 chargeable moves included in the contract, encompassing both specified moves detailed in Technical Exhibit 2 and approximately 25 unspecified moves. The furthest distance between locations (LRC to Land Navigation) is approximately 15-20 minutes drive time on post. Contractors may submit two separate cost proposals—one with equipment left on-site (eliminating move costs) and one with all specified relocations—with cost per unit and service levels required to match Technical Exhibit 2, Version 3. The contracting points of contact for move coordination are SGM Banks, Jeremy and SSG Emmendorfer, Emily.

Q&A for Solicitation W912JB26QA083
Q1. On Technical Exhibit 2 (TE2), there are handwash counts listed, but in the location and remarks boxes, no handwash counts are noted – would you please update that, so we know what each site needs for which dates? Updated TE attached to help with clarity
A1. Please refer to updated Technical Exhibit..
Q2. Do you have a preference of presentation of the quote?
A2. No as long as we are getting the porta johns at the specified locations at specified times with daily cleaning during those time windows it meets in the intent.
Q3. MOVES: it would appear that you are requesting moves within the contract of needs, but there are also references to a LOT of moves separately:
5.2.6 Maximum number of chargeable moves is 275. Must be coordinated through contract POC SGM Banks, Jeremy or SSG Emmendorfer, Emily.
5.3.5 Maximum number of chargeable moves is 275. Must be coordinated through contract POC SGM Banks, Jeremy or SSG Emmendorfer, Emily.
Do they plan on MOVING any equipment other than what is noted on the Tech exhibit? I would need to know that in order to add in a line charging for moves.
A3. The reposition was calculated based off the contract needs the 275 total includes the specified moves from TE 2 and around 25 unspecified and would expect the contractor to conduct the moves.
Q4. Are we able to provide TWO estimates? Our preference is to be cost-effective for BOTH you and US. We will present TWO quotes – one with the equipment left at each site, therefore negating the need for any moves, and one with the moves as noted. The one with the equipment left on site will be substantially cheaper than the one with all the moves. –
A4. Yes, two quotes is acceptable to us, The concern is the cleanliness and cost of daily cleanings for ones that were not going to be utilized except during the specified time frames.
Q5. Every-Other-Day Service Schedule – September 9–25, 2026 Attachment C identifies service as “Every Other Day” from September 9 through September 25. Please confirm the specific required service dates during this period. For example, should service occur on September 9, 11, 13, 15, 17, 19, 21, 23, and 25? –
A5.Please refer to updated Technical exhibit. Starts 10SEP26 the day after setting.
Assumption is they are dropped off clean and will not require cleaning the first day.
Q6. September 30 and October 5 Quantity Discrepancy – We are asking for 29 total and want them shuffled between multiple locations For September 30 and October 5, Attachment C appears to show:
A6:
o Location B – Parade Field: 6 latrines – Please refer to updated Technical Exhibit o Location C – Land Navigation: 23 latrines- Please refer to updated Technical Exhibit
However, the Remarks section appears to reference:
• Location B: 8 latrines-Please refer to updated Technical Exhibit
• Location C: 18 latrines- Please refer to updated Technical Exhibit
Please confirm the correct quantity and distribution of latrines for September 30 and October 5.
Q7. Service Requirement on September 30, October 5, and October 9 The service-frequency column for September 30, October 5, and October 9 appears blank/blackened out. Please confirm whether no routine servicing is required on these dates, or whether service is required.
A7. Please refer to updated Technical exhibit. Cleaning not required on the one-day move.
Expectation was that the port john and hand wash were serviced prior to movements.
Q8-1. Attachment A appears to indicate setup prior to noon on September 9, while Attachment C includes equipment requirements as early as approximately 0800/0900 on September 9. Other language also references delivery/setup prior to the start of service.
Please confirm the required date and time by which all initial portable latrines and hand-wash stations must be delivered, positioned, and ready for use.
A8-1. Please refer to update Technical exhibit. 1200 on 09Sept26 meets the intent.
Q8-2. The PWS references relocation of units and a maximum number of chargeable moves. Please confirm whether the contractor is responsible for performing all relocations shown in Attachment C between the LRC, Parade Field, Land Navigation, and PT Track locations.
A8-2. Contractor conducts all moves. The 275 specified are included in the movements identified in TE 2 V3.
Q9. What would the repositioning entail? How often would the units need to be moved?
How many units would need to be repositioned each time? Approximately how far would the units need to be moved?
A9. Based off of the 275 that was calculated the anticipated number of moves and roughly 25 unspecified moves. The time windows are in TE 2 V3 for the frequency. Furthest move is from the LRC to Land Nav it is roughly a 15-20min drive on post. Contractor can propose a more efficient route to meet intent but cost per unit and services must match TE 2 V3.
