The RFQ seeks a contractor to provide College Insertion Orders for Advertising services for a 12-month period of performance beginning September 21, 2026, through September 20, 2027, with a single lump-sum CLIN. Key clarifications include: (1) teaming partner and subcontractor experience is acceptable for satisfying relevant experience requirements; (2) Technical Exhibit 3 contains the referenced insertion orders and establishes the mandatory minimum baseline for pricing information; (3) the correct solicitation number is W912JB26QA078; (4) the contract maximum equals the price offered for services, with remaining budget available for value-added placements after advertising costs; (5) contractors must determine appropriate Department of Labor wage classifications for Michigan, Ingham County per the Service Contract Act; (6) no option periods apply to this 12-month base year contract; (7) liquidated damages are $100 per day, applicable only if service performance does not commence by October 31; (8) monthly invoices may be submitted against the lump-sum CLIN; (9) monthly event reports are due on the 5th business day following each month; and (10) documented approaches with letters of intent are acceptable at quote submission instead of executed university agreements. The RFQ is set aside for Small Business concerns and closes September 14, 2026, at 12:30 p.m. Eastern Standard Time.

Contractor Questions / Government Answers
W912JB-26-Q-A078
Following are questions received on the above mentioned RFQ from contractor(s) and the government’s answers.
1. Evaluation of teaming partner experience — RFQ ¶3.2, ¶3.3 Paragraph 3.2 states that, for purposes of relevant experience, "experience refers to what an offeror has done." Will the Government consider the relevant experience of a proposed subcontractor, teaming partner, or joint venture member in satisfying the requirement at paragraph 3.3 for at least one recent reference performing the same or similar requirements to PWS paragraph 5? yes
2. Attachment 1 — PWS ¶5.1 PWS paragraph 5.1 establishes the minimum baseline requirement by reference to "Attachment 1 (Market Research & Historical Insertion Orders)." That attachment does not appear among the posted documents. Can it be provided? If it will not be released, should offerors treat Technical Exhibit 3 as the baseline, noting that Technical Exhibit 3 states it is provided for historical background only and is not a guarantee of workload quantities? The referenced insertion orders are listed in Technical Exhibit 3.
3. Period of performance — RFQ ¶1.5, ¶8.2 Paragraph 1.5 states a period of performance of 21 September 2026 through 20 September 2027. Paragraph 8.2 states 16 September 2026 through 15 September 2027. Please confirm which dates govern. The PWS states it will be a period of performance for 12 months. This will be starting at the time of award. It was anticipated the Request for Quote to start on 21 September. The closing of the RFQ is Monday, September 14, so this is still a possibility. There was a delay in issuing the solicitation, so this was an oversight. The awardee will use the dates provided on the issued contract.
4. Solicitation number — Notice ID, RFQ ¶2.5, Attachment B The notice identifier is W912JB26QA078.
Paragraph 2.5 directs that all documents be labeled with solicitation number W912JB26QA003. The header of Attachment B reads W91JB26QA078. Please confirm the solicitation number offerors should use to label quote documents. Use the solicitation number as identified in the listing of the RFQ on sam.gov: W912JB26QA078.
5. Contract maximum — PWS ¶5.2.3 PWS paragraph 5.2.3 directs that value-added placements utilize "the remaining budget up to the contract maximum." Please identify the contract maximum, or any not-to-exceed value, so offerors can size value-added proposals appropriately. The remaining budget will be any fund that is left from each CLN during the PoP that is not used for advertising. The max value in this contest is the price offered for the service.
6. Wage determination — RFQ ¶4.1.1; Attachment B, FAR 52.222-41 and 52.222-42 Paragraph 4.1.1 requires offerors to provide the burdened rate of labor and the applicable Department of Labor Wage Determination classification. Please identify the wage determination number and revision applicable to this requirement. Per regulation, the government cannot provide the wage determination service code, it is determined by the contractor to determine their approach and which is the best fit of the service code (there is a guide available on sam that describes each service code). Sam.gov home page has the Service Contract Act wage determinations for Michigan, Ingham County.
7. Option periods — RFQ ¶4.1; PWS ¶1.3; Attachment B Paragraph 4.1 directs that pricing include option periods "if applicable." PWS paragraph 1.3 states a single 12-month base year. Attachment B lists FAR 52.217- 5, 52.217-8 and 52.217-9. Please confirm whether option periods are contemplated and, if so, the structure offerors should price. The PWS states it is for a 12-month period so there are no additional option periods (which is why it says “if applicable). The RFQ, 1.6 provides the CLIN as one line item for the service. If there were option periods, it would be detailed in this section.
8. Liquidated damages — Attachment B, FAR 52.211-11 FAR 52.211-11 is listed as a fill-in clause. Please provide the applicable rate and terms. The fee would be $100 per day but usually only for a supply item to be delivered. It would apply to a service if the period of performance starts on 21 September and service didn’t start until October 31.
9. Invoicing against a lump-sum CLIN — RFQ ¶1.6, ¶9.4 Paragraph 1.6 establishes a single lump-sum CLIN for College Insertion Orders for Advertising. Paragraph 9.4 states that quantity for services corresponds to the number of invoices submitted per month during the period of performance. Please clarify how the lump-sum CLIN should be drawn down across the period of performance for invoicing purposes. The unit of issue allows for multiple invoices to be submitted for a service contract.
10. Monthly report deadline — PWS ¶5.2.1; Technical Exhibit 2 PWS paragraph 5.2.1 requires the monthly event report on the 5th day of the following month. Technical Exhibit 2 states the 5th business day of the following month. Please confirm which governs. Technical Exhibit 2 did say Business day.
11. Evidence of placement commitments at time of quote — RFQ ¶3.1; PWS ¶5.1 PWS paragraph 5.1 requires the contractor to guarantee minimum placements. Must an offeror hold executed agreements with the named universities at the time of quote submission, or is a documented approach supported by letters of intent sufficient to demonstrate technical capability under paragraph 3.1? Documented approach is acceptable. The PWS is to be in compliance with the awardee during the service of the contract.
12. Third-party intellectual property — PWS ¶1.4.10; Technical Exhibit 3 PWS paragraph 1.4.10 provides the Government unlimited rights to all documents and materials produced under the contract. Technical Exhibit 3 identifies licensed university marks, including IP rights to WMU logo use. Please clarify how paragraph
1.4.10 applies to third-party university marks that are licensed rather than produced under the contract.
Paragraph 1.4.10 Data Rights is inserted in a PWS by the Security Office as a general statement for any service.
Once the advertising proofs and published deliverable are prepared, they become the property of the government. The contractor relinquishes authorship to use for anyone else besides the direction of the contract/PWS. College logos still remain the property of the college; use in any displays are used by permission.
13. Submission address and file size — RFQ ¶10.1 Paragraph 10.1 states that quotes shall be submitted via email. Please confirm the email address for quote submission and whether a total attachment size limit applies.
All correspondence and submission of quote should be sent to the POC listed at the end of the RFQ. File size limits would be applied by Microsoft.
14. Technical Exhibit 3 states that its estimated workload is historical background and does not guarantee quantities. PWS paragraph 5.1 and Technical Exhibit 1 appear to require 100 percent of the listed baseline opportunities. Please confirm whether every line in Technical Exhibit 3 is a mandatory minimum for the current period of performance. The TE3 is the mandatory minimum for pricing information.
15. Clauses — Attachment B includes FAR 52.219-6 but does not identify FAR 52.219-14. Please confirm whether FAR 52.219-14 applies. If it does, please explain whether payments to universities or exclusive multimedia-rights holders for media inventory will count as amounts paid to non-similarly situated subcontractors. Please read the Applicability of the clause 52.219-14. This requirement is set aside for Small Business NOT Small Business Concern.
16. Unclassified Information — Attachment B incorporates DFARS 252.204-7019 and 252.204-7020. Please confirm whether performance will require the contractor to store, process, or transmit controlled unclassified information or covered defense information, or to access a Government information system. If so, please identify the anticipated information and system-access boundaries. This will be discussed after the award.
The RFQ closes on Monday, September 14, 2026, at 12:30 p.m. Eastern Standard Time.
