DESCRIPTION OF SERVICE
FOR
VEHICLE CORROSION PREVENTION AND CONTROL
SELFRIDGE AIR NATIONAL GUARD BASE, MICHIGAN (SANGB)
1. Description of Service:
1.1. Perform corrosion prevention and control measures on 18 vehicles and vehicular equipment listed in
Technical Exhibit 1. Services shall be performed at Contractor’s facilities. Contractor must be located within 25 miles of SANGB, MI. Vehicles which must be transported to the Contractor’s location via tractor trailer, as indicated in Technical Exhibit 1 Attachment, shall be transported at no additional cost to the Government. Government employees will transport all other vehicles to the contractor’s location.
1.1.1. The contractor shall identify and perform corrosion prevention and control measures that restore the vehicles listed in Technical Exhibit 1 Attachment to a condition designed to; prevent significant vehicle deterioration under existing usage environments at SANGB, enhance safety, and extend vehicle service life. The measures detailed in Technical Exhibit 1 Attachment are not a definitive list of actions to be taken, only an estimate of the work that may be required.
1.2. Minimum technical requirements:
1.2.1. The contractor shall replace the corroded section of a body component with an industry standard metal using a cut and weld method, or replace the entire component. Automotive body fillers shall not be used as the primary corrosion repair action, but may be used to cosmetically prepare the repaired surface for painting.
1.2.2. All paints, primers and coatings shall be applied in accordance with manufacturer’s recommendations for paint, primers and coatings.
1.2.3. Paint shall be blended using current blending technology, and blended areas shall match surrounding painted surfaces.
1.2.4. The contractor shall ensure all removed and replaced hardware is corrosion protected if originally provided corrosion protection by the original equipment manufacturer.
1.2.5. The contractor shall ensure the vehicular equipment shows no evidence of overspray from contractor applied paint, rustproofing compound, or undercoating compound.
1.3. Vehicle scheduling shall be coordinated with the Government POC. Contractor shall schedule twenty-four hours in advance of pick-up/delivery of Government vehicles.
1.4. Unless otherwise coordinated with the Government POC, the contractor shall complete services within twenty-one (21) days of vehicle delivery or pick up.
1.5. Contractor shall coordinate with government POC return of completed vehicles. The Government will inspect all completed vehicles upon their return to SANGB.
2. General
2.1. Base Entry. The contractor shall coordinate base access with the Government Point of Contact (POC). The award of this contract does not create a right to have access to any military installation.
2.2. Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays.
2.3. The contractor and its employees shall comply with all base security and traffic regulations. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges. All contractor employees shall carry proper identification with them at all times while on Selfridge ANGB.
2.4. Physical Security. The contractor shall ensure all government equipment and materials in their possession are secured.
2.5. Safety/Environmental: The contractor shall comply with all federal and state Occupational Safety and
Health Administration (OSHA) requirements and standards, technical orders, regulations, and referenced publications as published in the OSHA 29 CFR.
3. Government Furnished Property, Material, Equipment and Services (GFP/M/E/S): The Government will provide the items identified in attached Exhibit 1. Some will require vendor transportation as indicated by yellow highlight on the attached spreadsheet named “Vehicle List dated 7 June 2019 Final”.
4. Contractor Manpower Reporting Application (CMRA):
4.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site.
4.2. The contractor shall completely fill in all required data fields using the following web address:
http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
