TYPE OF ACQUISITION: This acquisition is being conducted under FAR Part 14, Sealed Bidding procedures. It is 100% set-aside for Small Businesses under NAICS 238210 which has a size standard of $15.0M. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price

QUESTIONS:

All questions/RFI’s should be submitted using Pre-Bid Inquiry Format to BOTH points of contact listed above and must be received no later than THURSDAY, 01 August 2018 at 1 pm local time Questions received after this time may not be answered. All questions and answers will be posted on www.fbo.gov under the solicitation announcement.

1. SCOPE

1.1. You are invited to submit a proposal in response to our Invitation for Bids IFB W912JB-18-B-5002 Project Number VGLZ 182019, at Selfridge ANGB, MI.

1.2. This solicitation is set-aside 100% for small businesses.

2. NOTICE OF PRE-PROPOSAL CONFERENCE

2.1.1. A pre-proposal conference will be conducted on Wednesday, 25 July 2018 at 10:00am for the purposes of briefing on the proposal requirements and answering questions regarding this solicitation. This conference will be held at 43200 Maple St, Bldg 105, Room 15 Selfridge ANGB, MI 48045 . Interested Contractors are “required” to attend the pre-bid conference. The site visit will be held immediately following the pre-bid conference.

2.1.2. Due to security conditions, all offerors must register to attend this conference and site visit. A Selfridge Base Access Request Form will be included with the solicitation package. Please return the access form at least three (3) days before site visit. Email the form for all attendees to Daniel Taliaferro at the following addresses: daniel.t.taliaferro.mil@mail.mil All attendee’s information, including country of citizenship must be on the form. The sponsor for the site visit is Daniel Taliaferro, telephone number 586-239-5539.

2.1.3. This information must be provided in advance, not later than 3 business days prior to the meeting, in order to ensure access to the military base and conference site, and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary on the contractor’s part. However, failure to furnish all or part of the requested information may result in the Government’s denial of your access to the pre-bid conference. This information will be provided to the Base Security Forces who will authorize your entrance to the base.

2.1.4. Visitors must pick up their passes at the installation’s Visitor Center, outside the main entry gate prior to arrival. You will be required to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Driver’s License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.

2.1.5. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

2.16.A record of the conference shall be made and furnished to all prospective bidders via posting at http://www.fbo.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.

5. WAGE DETERMINATION

6. PROPOSAL EXPENSES AND PRE-CONTRACT COSTS

This IFB does not commit the Government to pay costs incurred in preparation and submission of initial and subsequent proposals or for other costs incurred prior to award of a formal contract.

7. REMOVAL OF SECTIONS AT TIME OF AWARD

Sections 00100 and 0004500and all exhibits will be physically removed as a result of an award, but will be deemed to be incorporated by reference in that award.

8. DISPOSITION OF UNSUCCESSFUL BIDS

In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful bids. The Government will destroy extra copies of unsuccessful bids. No destruction certificate will be provided.

9. INFORMATION REGARDING AVAILABILITY OF UTILITY SERVICES

It has been determined that all reasonable amounts of electricity and water where/if physically available, used in connection with this project will be furnished to contractor without cost. The offerors will take this into consideration when computing its offer. (FAR Clause 52.236-14, Availability and Use of Utility Services).

10. EXCEPTIONS

If the offeror takes exception to any of the requirements specified in this solicitation, the offeror shall clearly identify each such exception and include a complete explanation of why the exception was taken and what benefit accrues to the Government. All exceptions to the solicitation requirements (Sections 00010 through 00800) and supporting rationale shall be included in an addendum to the proposal and clearly labeled "Exceptions". An addendum is only required if the offeror takes exception to any requirement in the solicitation. (The Addendum does not have a page limitation, but shall only include information relevant to exceptions taken to the solicitation requirements.) The Government will assume an offeror takes no exceptions to any solicitation requirement if the offeror does not submit an Addendum identifying exceptions. Offerors are advised that solicitation requirements are necessarily negotiable and such exceptions may render an offeror's proposal unacceptable and ineligible for award.

11. CLAUSES

11.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.

12. BIDS SUBMISSION

ALSO BE REQUIRED ON DAY BIDS ARE DUE. PLEASE INCLUDE A FORMATTED DISK WITH

2. In accordance with FAR Provision 52.214-12, Preparation of Bids, bid package must be completed and hand carried to 127 MSC office prior to the time set for bid closing in paragraph 13A. of the Standard Form 1442. Bid submission in any other manner WILL NOT be accepted.

3. By submission of its bid, the offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being determined unacceptable.

4. The formatted disk bid package shall include the following four separate attachments:

a. Attachment 1: Standard Form 1442 with BLOCKS 14-20 completed.

b. Attachment 2: Bid Guarantee in accordance with FAR Clause 52.228-1, Bid Guarantee.

c. Attachment 4: Provisions filled-in with required information. 52.204-8, 52.209-7, 52.222-22, 52.223-3, 52.209-7, 252.209-7992

5. Late bids will be handled in accordance with FAR Provision 52.214-7, Late Submissions, Modifications, and Withdrawal of Bids.

6. Disk Formats:

a. The subject line of the formatted disk package shall include the bid number and offeror’s name in the following format: W912JB-18-B-5002: OFFEROR NAME. If multiple disks are required to be submitted, indicate in the subject line that multiple emails will be received using the following format: (Disk 1 of 3), (Disk 2 of 3), (Disk 3 of 3). The following is a sample subject line: SUBJECT: W912JB-18-B-5002 COMPANY XYZ (Disk 2 of 3).

b. The formatted disk shall list the following information:

i. Address of the office specified in Block 7 of the solicitation.

ii. Time and Date specified in for receipt of bid.

iii. Solicitation Number

iv. Name and address of bidder

a. Each complete bid in response to this solicitation must be submitted individually/separately and must be properly identified. Selfridge ANGB, will not be responsible for electronic responses that are not submitted correctly and/or are improperly identified. If you submit an offer under an incorrect solicitation number, your offer may not be considered.

b. Files must be readable using Microsoft Office Word 2013 (or lower) or Adobe PDF (set to minimum 200 dots per inch).

c. DO NOT submit attachments in .ZIP files. Any bid package, or portion thereof, submitted as a .ZIP file may be REJECTED.

d. Do not password protect disks or disk files.

e. To avoid rejection of an offer, vendors must make every effort to ensure their formatted disk submission is virus free. Submissions, or portions thereof, which the automatic system detects the presence of a virus, or which are otherwise unreadable, will be treated as “unreadable” pursuant to FAR 14.406, Receipt of an Unreadable Electronic Bid, and be handled accordingly.

f. Offerors are required to ensure adequate time for Government receipt of the bid submission by the bid closing time.

g. Facsimile transmission of bid is not authorized. Electronic submission of bids will NOT be accepted.

PLEASE NOTE: 2PM EST IS THE OFFICIAL PUBLIC BID OPENING TIME. Synopsis days and times are only tentative, and should not be considered as actual. ALL dates are subject to change, and changes may be posted to FBO via solicitation amendment(s). All bids are to be deposited in the bid depository box not later than 2PM EST on Wednesday, 13 August 2018 as stated in the Standard Form 1442 Block 13A.

DELIVERING OF BIDS

A bid depository is provided for hand carried, and mailed in bids, and is located at 43200 Maple St., Bldg. 105, 127MSC Conference Room, Selfridge ANGB, MI 48045. Bids must be deposited in the depository on or before the time established for opening of bids. Bidders are cautioned that they will be required to sign-in and obtain a visitor’s pass to enter the base and should allow at least one full hour’s time to accomplish this. See instructions for obtaining access to the base in the Site Visit instructions. Follow the same instruction for obtaining entry to hand carry bid. Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR Part 14.304.

The bid opening will occur at the time and date specified in Block 13 of the SF1442 at insert. All interested contractors and their subcontractors are strongly encouraged to attend the bid opening. The bid due in time will end at exactly 2:00.00 PM EST. www.time.gov will be used as the official time and will be posted in the 127 MSC conference room during bid submission.

No other delivery methods for bids will be accepted. Only hand delivered and mailed in bids deposited in the depository at the 127 MSC office conference room that conform to the bid instructions will be considered for the public bid opening. As instructed in item 1, formatted disk versions are to be included on the day of the public bid opening. The formatted disk versions will not be accessed until after public bid opening. The disk files are for electronic records keeping only. Only bids accompanied with a formatted disk(s) will be accepted. Bids may be rejected if they contain anything other than a formatted disk.

13. OFFERORS QUALIFICATIONS:

To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.

Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.35 for calendar year 2018 applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015. If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.35 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2018. Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
