QUESTIONS AND ANSWERS

QUESTION 1:

RFI Maintain Hangers Bld 601 - On page A-101 of the drawings in the north elevation it states to powerwash existing steel joists under canopy to remove bird droppings .... do we also paint the joists or is the joists just powerwashed ...... no other notes on the plans say about painting the joists??

ANSWER 1:

No, the joists will not be painted under this contract.

QUESTION 2:

Can a small business have a teaming partner that is not a small business in response to this solicitation?

ANSWER 2:

Yes provided the small business has at least 51% of the ownership of the contract.

QUESTION 3:

On page 133 Exhibit C Package Information and Forms. Text suggests sending Reference Questionnaires to contacts listed on our “list of 10 other projects.” We do not see this requirement in the solicitation specifically. Please advise where this additional information should appear in our presentation (paragraph reference?).

ANSWER 3:

Please provide a “list of 6 other projects” in lieu of “list of 10 other projects”.

QUESTION 5:

Exhibit A and references to Exhibit A (such as in the Exhibit F Volume Contents Aid) state that the exhibit should be completed for 5 projects and 2 for design/build. However, Section 00110, para 2.2.1 Binder 2 –Volume 2 – Past Performance information instructions, states to submit completed Exh. A, Part 1 forms for 6 projects. How many Exh. A, Part 1 forms should be submitted, and consequently, Exh. C packages sent?

ANSWER 5:

A total of six (6) each.

QUESTION 6:

I am hoping that you might let me know if you have any responses, or if there are to be any further amendments issued - the website stated in the solicitation (the nationalguardcontracting.org website) is not currently showing this solicitation. Although we are monitoring fedbizopps.gov also, where we are registered to receive updates, I would not wish to miss anything that was posted only to the National Guard site.

ANSWER 6:

Disregard the statement that documents will be posted at the nationalguardcontracting.org website. All documents including amendments, plans, drawings, etc. are posted on the FedBizOpps.gov website.

QUESTION 7:

Details C and D on sheet A-300 note to "Remove existing weather stripping – Install new... Weather stripping...". Do those details apply just in the front of the building or do they also apply to the back doors as well?

ANSWER 7:

Details C and D from sheet A-300 apply to all 3 hangar doors shown on the East Elevation of sheet A-101. The details also apply to the 2 southern-most doors shown on the West Elevation, for a total of 5 hangar doors.

QUESTION 8:

AE is asking if the Form 330 should be included with the consent form or after the selection has taken place.

ANSWER 8:

See Section 2B. (page 129 of the solicitation).

QUESTION 9:

Regarding Exhibit E. We are confused as to what option 0001 Insert is. Also, it is shaded and am not sure of the significance of the shading.

ANSWER 9:

There is no option for this project. The form will be used for all future TOC’s. It is to be used if you elect to provide an alternate bid.

Maintain Hanger 601 – Door Head Weather Stip on West Elevation

QUESTION 10:

Detail D / A-300 is not noted on the west elevation. Is it the intent of the government to replace the weather stripping on the head of the doors on the west side of the building or should we plan on leaving the existing weather stripping in place above the canopy roof?

ANSWER 10:

Details C and D from sheet A-300 apply to all 3 hangar doors shown on the East Elevation of sheet A-101. The details also apply to the 2 southern-most doors shown on the West Elevation, for a total of 5 hangar doors.

QUESTION 11:

Maintain Hanger 601 - Onity Door Hardware

Specification section 87100, p.6, 2.4, B requests that the Onity Software and a card encoder be supplied for this project. The Alpena CRTC currently has the software and an encoder. Is there a need to supply it again? This resulting in a significantly higher cost as a manufacturer's rep would have to make a site visit to install software that already exists. Please clarify.

ANSWER 11:

The Alpena Combat Readiness Training Center has the software.
