About this file
This document is a clauses incorporated by reference section for federal contract W912JA27QA003, issued by the U.S. Army.
The document incorporates numerous FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement) clauses applicable to the contract, including provisions related to small business program representations, buy American requirements, item unique identification and valuation, payment procedures, labor standards, and various compliance and representations clauses. Key clauses address telecommunications equipment prohibitions, prohibited business operations with foreign regimes, whistleblower protections, and debarment compliance. The contract utilizes the Wide Area WorkFlow (WAWF) electronic payment system for invoice and receiving report submissions, with routing data specifying DoDAAC codes HQ0670 (Pay Official), W912JA (Issue By and Admin), and W31BXS (Ship To and Service Acceptor). Evaluation criteria for award include technical acceptability against a Performance Work Statement, price, and past performance relevance and recency, with technical and past performance combined to be approximately equal to price. The contract permits evaluation and award without discussions with offerors. The solicitation establishes the NAICS code 561320 with a small business size standard of $34,000,000. Various representations and certifications are required from offerors regarding small business status, women-owned small business, service-disabled veteran-owned small business, HUBZone status, covered defense telecommunications equipment, and buy American compliance. Payment terms reference electronic funds transfer through WAWF and compliance with Defense Federal Acquisition Regulation Supplement requirements for receiving reports and invoicing documentation.
