The solicitation seeks a contractor to conduct indoor environmental quality surveys at Army National Guard facilities over a base year and up to four option years for annual reassessments. The surveys will include sampling for IAQ parameters to be analyzed by a designated laboratory, and use of equipment such as noise dosimeters. Seventy-five percent of maintenance workers are to receive noise monitoring. Hazardous materials inventories and safety data sheets will also be reviewed. Incumbent contracts were previously separated by facility and awarded to multiple contractors including Enviro Management, JH1 Consultants, Phase Associates, Apex Environmental Management, and Roche, John P. 1. Q: In addendum 52.212-1, at the end of the synopsis solicitation, the government mentions three Volumes named Volumes 1-3. However, in the following section, the government describes Volume 2 as past performance, Volume 3 as cost/price, and Volume 4 as a signed statement acknowledging the terms and conditions in the RFP. Are these the same three volumes described above? If not, what content should go in volume 1?

A: Volumes have been corrected in the RFP. (52.212-1 Addendum)

1. Q: The attached IH quote template document describes Volume I as a technical statement of understanding and Volume II as a price volume. However, the technical volume is not described in the instructions to offerors or the evaluation factors. Is this technical statement of understanding required? If yes, what are the instructions for completing it and the evaluation criteria?

A: The IH template has been deleted from the RFP and PWS.

1. Q: The PWS describes the base PoP as one year, with the potential for 4 option years. Does the government expect all sites to be assessed in the base year? If so, do the option years represent annual reassessments of the same locations, or will they serve another purpose?

A: Yes. All will be surveyed within the PoP and reassessed every year for the life of the contract.

1. Q: I was scanning over the upcoming government contracts and saw that there was a South AL IH contract for bid. I have never submitted a bid for a contract, and was wondering if you could tell me what the estimated time is from bid closure to contract award and start?

A: Once contract is awarded the winning bidder can start immediately after the kickoff meeting RIHS.

1. Q: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A: See question 12.

1. Q: It is mentioned that the RIHS may provide the Contractor with the equipment necessary to complete the IH survey. Have there been any issues with checking out the equipment 2 weeks before in the past? Would the “Contractor” be charged for this equipment?

A: It is the Contractor's responsibility to have all necessary equipment at the time of the survey. However, it can be made available to the Contractor at no cost. If equipment is requested at least two weeks in advance and the RIHS office have equipment on hand. Contractors should not rely on the RIHS to supply equipment.

1. Q: For the IAQ meter, it is required to have calibration/bump gases CO, and CO2, if there are IAQ issues would RIHS provide the gases? This would only be needed if there is a known IAQ issue while performing the IH survey.

A: IAQ sampling is required at all applicable facilities. RIHS will pay for all sampling sent to the designated lab. It is the Contractors responsibility to determine what media is needed prior to visiting the facility. During the kickoff meeting with the winning bidder the RIHS and state technician will explain in detail.

1. Q: SGS is referenced in the PWS as the lab to get media and provide the lab analysis. Is this paid for by the contractor or ARNG?

A: RIHS will pay for all samples.

1. Q: Do all ARNG workers have an 8-hour work schedule, Mon – Friday typically?

A: Work hours are Tuesday – Friday 0700- 1730.

1. Q: What is the typical number of maintenance workers in these facilities? This is needed to determine 75% of the workers needing the noise dosimeters.

A: The number of employees is dependent on the type of facility. The amount can vary from 10 to 50 or more.

1. Q: Does ARNG have a database where all the contents in the HAZMAT lockers is entered, and does each content in the locker have a SDS label?

A: There isn't a database. However, the flammable cabinets and MSDS are respectable items during the survey.

1. Q: Can the government please provide the names of the current incumbent for both solicitations?

A: The previous contracts were separated by Facility.
