VENDOR will provide Advanced Skills force protection training modules that can be combined to allow 20th SFG (A) elements maximum flexibility to construct a specific program that will focus on the specific area of operations, organic weapons/equipment, and specific mission-set that the element is preparing for.

Advanced Skills modules will be provided at a fixed per person, per day price to allow 20th SFG (A) to control costs. All customized training events will be coordinated with the vendor by the requesting element. Number of modules and length of each customized course must be approved by the Group.

0002AA Person Weapons Live Fire Drills (contractor)

FFP

Contractor will provide in-depth training using the US and/or foreign weapons common in the areas environments where 20th SFG (A) Soldiers are involved in combat or other high risk operations. This will include procedures and tactics using overt or covert weapons and survival techniques used in close quarters fire fights on foot and traveling in vehicles. This training shall train students on how to increase survivability techniques and tested on their awareness and reaction techniques. All training shall be conducted on various realistic environment attack scenarios. These drills can be conducted in a specific mission scenario per the Unit’s request

0002AC Person Combat Driving (Sedans, Trucks, SUVs)

FFP

Contractor will provide in-depth training covering the fundamentals of evasive driving applicable to all vehicles the student may drive while conducting their duties. This training will include collision avoidance, decision making and lane evasion drills, forward and reverse serpentine drills, minor road turn-around, descending and constant radius curves, brake and steer drills. These drills can be conducted in various vehicle platforms in any specific mission scenario per the Unit’s request.

0002AD Person Tactical Off-Road Driving

FFP

Contractor will provide in-depth training in off road driving and self- recovery, utilizing various types of vehicles. Training shall cover different types of recovery equipment and proper techniques used to recover various types of vehicles to include light weight trucks, cars, vans and sport utility vehicles, to include various types of U.S. military vehicles. These drills can be conducted in a specific mission scenario per the Unit’s request.

0002AE Person Operational Explosives

FFP

Contractor will provide in-depth hands-on training in cutting & clearing on various types of target materials utilizing Military Grade Explosives such as RDX C-4 M112, Semtex-10 (Recent Lots Numbers Only), TNT, PETN DET-CORD (various grains), HMX SHOK-TUBE, NONEL #8 Blasting Caps, and COMP-B. Ribbon Charges, Platter Charges, Lined Shape Charges, Flex Linear Shape Charges, EFP’s, UXO, VBIEDs with Propane Boosters, and Pipe Bombs will be covered extensively during the module. This module will also utilize Commercial Mining Grade Explosives such as Binary AN/FO, Binary AN/AL, Jet-Perforators (various grains), and Industrial Grade Black Powder. These drills can be conducted in a specific mission scenario per the Unit’s request.

NOTE: There will be NO USE of Homemade Explosives (HME) during this module, such as TATP Production, HMTD Production, Primary Explosives Production (such as Mercury Fulminate Production), or Secondary Explosives Production. Any HME production involving processing acids and bases or chemical manipulation WILL NOT take place during this module. Two reasons:

Too much risk and not enough reward. These types of HME’s are inconsistent in their yield and characteristics, unreliable in their detonation properties, and are unpredictable in their sensitivity and handling properties.

0002AF Person Counter Surveillance

FFP

Contractor will provide in-depth training in the surveillance trade-craft, techniques, & tactics with emphasis on low-tech threat surveillance tactics and techniques in order to uncover and document threat surveillance. The training shall result in rapid recognition of surveillance techniques being employed against 20th SFG (A) Soldiers. These drills can be conducted in a specific mission scenario per the Unit’s request.

0002AG Person Vehicle Commandeering

FFP

On today's battlefield, the ability to quickly acquire alternate transportation when your primary vehicle becomes disabled mechanically or during an attack can be the difference between life & death. This block of instruction will provide detailed hands-on training for each 20th SFG(A) Soldier to learn how to circumvent the ignition switch a start a variety of vehicles they may encounter in the Asymmetrical Threat Environments around the world. Hot-Seat Versus Hot-Wire Commandeering: Often in an emergency situation where "getting off the X" is the overriding priority, Hot-Wiring a vehicle can be difficult and impractical. Most vehicle prior to the mid-1990's were simple to hot-wire due to the lack of ECMs and Digital Alarm Systems that today's vehicles have. These components can be easily damaged during a hot-wiring process rendering the vehicle inoperable.

Taking the time to accurately select the best vehicle to hot-wire may, therefore, be impractical. Hot-Seat Commandeering (taking a vehicle already occupied) may be faster and more effective. Each student will explore this dynamic and practice hands-on exercises hot-seat commandeering a vehicle. During this module, these topics will be discussed in detail and all hands-on drills conducted for the following: Hot-Seat versus Hot-Wire Commandeering, Candidate Vehicle Selection, Low-Profile versus Overt Intrusion, Ignition Switch Circumvention, Wheel-Lock Circumvention, Diesel versus Gas Engines During Commandeering, Hands-on Hot-wiring Exercises with Gas Sedans, SUVs, and Pick-up Trucks, & Diesel Dump Trucks, Buses, Front-End Loaders, ATV's, & Motor Cycles. These drills can be conducted in a specific mission scenario per the Unit’s request.

0002AH Person Force-on-Force Scenarios

FFP

As stated, fighting at close-quarters such as around streets, buildings, and close terrain require quicker decision-making and response with the weapon without utilizing the sights. Not only is this “Universal Truth of the Battlefield” a result of near distance time-compression and sightline breaks, but also the negative effects of adrenaline on the Warfighter. To demonstrate this effect, there must be a “pain consequence” for poor decisions. Each Soldier will practice these techniques with 9mm & 5.56 Simunitions and Military-Grade Paintballs in force-on-force drills in close proximity scenarios building and street environments. These drills can be conducted in a specific mission scenario per the Unit’s request.

0002AJ Person Combat Shotgun

FFP

Contractor will provide in-depth training, tactics, techniques and procedures for using both pump and automatic shotguns in close-quarters combat situations using Simunitions, non-lethal munitions and live ammunition to include breeching. These drills can be conducted in a specific mission scenario per the Unit’s request.

0002AK Person Operational Medicine

FFP

Contractor Cadre will provide a short seminar in order to demonstrate possible techniques that the team will have to employ throughout the day. All scenarios will be conducted in a controlled force-on-force combat environment. Participants will conduct care under-fire of wounded teammate. Once the scenario (environment) is secure (safe house) they will perform a Secondary Survey and more definitive care.

Contractor will utilize professional role players and Technical SFX Specialists to create a hyper-realistic environment. These drills can be conducted in a specific mission scenario per the Unit’s request.

0002AL Person Vehicle Rollover Drills

FFP

In-depth training in a vehicle rollover simulator with three-point seat belts. Upon rolling over, the students shall be required to exit the vehicle and break contact while under simulated attack by hostile forces utilizing paint marker rifles, smoke grenades, flash-bangs, and RPG simulators. These drills can be conducted in a specific mission scenario per the Unit’s request.

0002AM Person Vehicle Sabotage Inspection

FFP

In-depth training and understanding of vehicle tactics, techniques and inspection procedures to identify sabotage and the placement of explosive devices on various types of vehicles to include light weight trucks, cars, vans and sport utility vehicles, to include various types of US Military vehicles. These drills can be conducted in a specific mission scenario per the Unit’s request.

0002AN Person Route Recon Skills

FFP

In-depth training to ensure students are capable of determining safe and expedient routes in hostile environments where 20th SFG (A) Soldiers are involved in combat or other high risk operations. These drills can be conducted in a specific mission scenario per the Unit’s request.

0002AP Person U.S. & Foreign Weapons

FFP

In-depth training on the tactics, techniques and procedures for survival in a close-range firefight using the US and foreign weapons common in the areas environments where 20th SFG (A) Soldiers are involved in combat or other high risk operations. These drills can be conducted in a specific mission scenario per the Unit’s request.

0002AQ Person Advanced Night Training

FFP

In-depth instruction and drills shall be conducted with a minimum of 3 vehicles with 3-4 students per vehicle. Each student shall be armed with an M-4 rifle and M-9 pistol with Simunitions adapters and protective equipment. The pattern and timings of the ambushes shall reflect current ambush tactics being encountered by U.S. forces in Afghanistan and/or the other areas where 20th SFG (A) Soldiers are involved in combat or other high risk operations. These drills can be conducted in a specific mission scenario per the Unit’s request.

0003 Person Surveillance Identification & Operation

FFP

VENDOR will provide a 5-day Surveillance Identification & Operations Program course with a POI that provides 10 % classroom and 90 % hands-on exercises IAW the Fundamentals of Conducting Surveillance Operations (as covered in US Army FM 19-20, Chapter 2).

0004 Person Asymmetrical Threat Survivability Course

VENDOR will provide a 5-day Asymmetrical Threat Survivability Course with Level 1 – IV Combat Driving; Reduced Visibility Driving; Tactical Off-Road Driving and Concealed Weapons live-fire events with a 50 hour POI.

DESCRIPTIONS AND SPECIFICATION

This is a Pre-Mission Readiness Program Multiple Contract Line Item Number (Multi-CLIN) Blanket Purchase Agreement (BPA) to conduct training courses exclusively for the Alabama National Guard. No other individuals are authorized to use this agreement without authorization of the Contracting Office.

Period of Performance:

This Agreement will cover the period of 1 July 2021 thru 30 June 2025

52.204-7 SYSTEM FOR AWARD MANAGEMENT (OCT 2018)

(a) Definitions. As used in this provision--

Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.

Registered in the System for Award Management (SAM) means that--

(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into SAM;

(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in SAM;

(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and

(4) The Government has marked the record ``Active''.

Unique entity identifier means a number or other identifier used to identify a specific commercial, nonprofit, or Government entity. See www.sam.gov for the designated entity for establishing unique entity identifiers.

(b)(1) An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ``Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer. The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in SAM.

52.204-7 SYSTEM FOR AWARD MANAGEMENT (OCT 2018)

Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.

Registered in the System for Award Management (SAM) means that--

(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into SAM;

(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in SAM;

(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and

(4) The Government has marked the record ``Active''.

Unique entity identifier means a number or other identifier used to identify a specific commercial, nonprofit, or Government entity. See www.sam.gov for the designated entity for establishing unique entity identifiers.

(b)(1) An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ``Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer. 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of the end of the period of performance.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (OCT 2020)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."

(d) Representations. The Offeror represents that--

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
