Questions:
1. Can Bids be sent via courier? Yes
2. Can Square Foot CLIN, CLIN 0006, be used for a full panel replace? Square foot depth repair will only be used for partial depth repair.
3. Does demobilization need to be factored? Yes. Ensure that demobilization costs are included in the mobilization.
4. Can they bring a site trailer? Yes, Location will be dirt parking area west of B-301
5. Is there a laydown area or storage area? Yes, location may change based on mission needs.
6. What is the quality level on the concrete? Must meet design requirements of SOW. (700 PSI Flexural and 4000 PSI Compressive). Must meet testing requirements as well.
7. What is the period of time that insurance needs to be effective? For the duration of the contract.
8. Will the contractor be expected to do cold weather placement? No work will be done below 40 degrees Fahrenheit.
9. When should material submittals be done? Per block or per mobilization? One material submittal can be used per contract if mix designs do not change, contractor is responsible for providing new mix design submittals if there is a change.
10. What will the effect of wage determination changes be? See the clause. If ktr expects an equitable adjustment, it will need to be requested within applicable time limits and approved by the KO.
11. How often does airfield driving need to be certified? Annually.
12. Should the QC plan be submitted per task order or for the entirety of the contract? For the entirety of the contract.
13. Is there a specific QC plan required? See sec 3.18.1 of SOW dated 10 OCT 2018
14. What kind of certification/inspection/testing applies to patch work? Partial depth replacement does not require certified testing or inspection.
15. Is there a pattern or specification for tie downs? Match existing.
16. On block removal do the sides need to be saw cut? Not required, recommended to prevent damage to adjacent blocks.
17. Can sealant be done separately with no block replace? Yes
18. What is the dowel specification? There was a difference between the spec and the drawing. 1.25 inch diameter dowels
19. What time of year will this work be scheduled? Any time of year when the average ambient temperature is above 40 degrees Fahrenheit. Ideal construction time would be from 1 April to 31 October.
20. How many blocks at one time could be awarded? The award amount will depend on the current need and funding available. Minimum Block number would be 1 and max would be dependent upon number of blocks which can be purchased for the amount of $750K
21. For full depth block repair, please confirm how much sub grade and base excavation and repair work is required. 3.3.3 indicates a drainage layer shall be placed in 3, 1 FT lifts for a total of 3’. 3.3.4 states that the base layer of ¾” minus shall be placed in 2, 6 IN lifts for another 1’. With the new concrete placed at 1 ft thick, it appears that a full depth block replacement requires excavation of 5’ down from top of existing concrete. Is this correct? Or are we just going down 2’, compacting existing subgrade and then placing 1’ of ¾” minus? Or go down 1’, compact whatever is existing and place concrete on top of that? Per the Spec the requirement will be 5 feet from surface of finished pavement. 36 inches of compacted drain rock the 12 inches of 3/4” Minus base course and 12 inches of concrete pavement.
22. Based on the answer from item 3, can you clarify compaction testing requirements? Contractor will require a certified test to ensure compaction requirements of 95% are met for drainage and subbase material. The subgrade material will be a required compaction of 90%. There should be a minimum of one test per layer. (1 test for drainage, 1 test for subgrade, 1 test for subbase).
23. Item 3.11.3 requires #10 bar dowels (1.25” diam) at 15 inches on center at edges of existing slabs. Is there any other steel reinforcing required in the new concrete? Only require the steel dowels.
24. For full depth replacement, what strength of concrete is required? Reference UFC 3-270-01 Sec 2-2.5 a minimum FLEXURAL strength of 700 PSI and Compressive strength of 3000PSI. See Table 7-1 for Strength requirements of Base and Subbase or subgrade material.
25. For partial depth repairs, what type of cement repair product is to be used? See UFC 3-270-01 Section 13 for repair process requirements. Material must meet strength requirements for existing pavements.
26. Who will perform the flatness testing for concrete finish? Contractor will be responsible for performing the test in the presence of the COR and the Contracting Officer.
27. Do we need a certified ACI finisher for this work? Not required.
28. With the required depth of excavation and backfill there is a possibility of under mining adjacent slabs. How will this be addressed? Historical projects have not had this issue. If undercut is minor then additional subgrade should be used.
29. Will there be ramp block replacement areas where dowel bar baskets are required to be installed? If so, how many? Potentially this will depend on if the slab area will consist of more than one block. Baskets will not be required on sides where there is existing slab.
30. Saw cutting of cold joints to full slab depth of existing blocks to be removed is approved. Is it appropriate if existing dowels are cut in this process? Yes. When saw cutting cold joints it is expected that existing dowels will be cut. If existing slab requires dowels the government will dictate the staggered layout. There will be no additional dowels than what is expected for a normal slab.
