Questions and Answers - W912J7-18-T-0011 - Case Management
Q1: Is this a new requirement? If not, what information can you provide about the incumbent?
A1: The government considers this a new requirement, as the scope of the government’s Medical Readiness Support Services requirements has grown with the Army National Guard’s increased focus on individual medical readiness.
The expiring contracts that cover portions of this new requirement are:
W912J7-15-P-0033 with a base year award amount of $239,846.40, Metova Federal, LLC
W912J7-16-P-0048 with a base year award amount of $107,600.00, GLOCOMS, Inc.
Q2: Are all positions represented in this requirement currently filled by incumbent contractor support?
A2: No, this requirement represents an increase in the Idaho Army National Guard’s need for medical readiness support services, and the government anticipates proposals calling for more workers than are currently employed in support of these efforts. A certified list of incumbent employees will be provided to the successful offeror upon award.
Q3: Is there a required format for proposals?
A3: The timeline of this effort necessitates that each contractor submit a package in the format that best suits their individual process. The government requests document packages containing:
Completed CLIN structure worksheets for the base and option years
Verifiable recent and relevant past performance documentation
The contractor’s statement/certification that they are able to meet the requirements outlined in the PWS.
Q4: What is the role of the Master Social Worker called for in the Performance Work Statement?
A4: The Master Social Worker is requested to work alongside the Nurse Case Managers and Administrative Care Coordinators, focusing on case management tasks in their realm of expertise.
Q5: Explain the three different locations for Behavioral Health Support provided by the Licensed Clinical Social Workers (LCSW).
A5: The Idaho Army National Guard’s population is concentrated primarily in three different regions, which could be referred to as North, Southwest, and East. The government’s intent is to have regionalized LCSW support based locally, so that each LCSW works in the region they support. This should allow service members to access this support more readily. It is not anticipated that the LCSWs will be required to commute routinely between the locations.
Questions and Answers - W912J7-18-T-0011 - Case Management
Q6: What type of travel requirements are expected under this contract?
A6: Currently the government anticipates the following travel requirements:
Regional LCSWs (x3) will travel fairly regularly (2-3 times per month) to different units and armories in their respective regions. This will often take place on drill weekends but can also include travel for crisis response or to provide training and unit interface.
Case managers will travel 2-3 times per year to support mobile readiness events. These events are held during drill periods and last from 2-4 days.
The travel CLIN on the CLIN Structure worksheets is a placeholder that will be funded as required by the mission.
Q7: How does the 24/7/365 behavioral health and critical incident support work?
A7: There is only one 24/7/365 phone number that has to be monitored, so the LCSWs, along with the Idaho Army National Guard’s Director of Psychological Health, can establish a rotating calendar to ensure coverage. The call volume is expected to be about 10-15 calls per week, with most of those contacts occurring during the normal business day.
Q8: What is the actual number of days for the phase-in phase-out period?
A8: The number of days is ten (10). The Performance Work Statement erroneously lists two different numbers for this period.
Q9: What is considered recent and relevant for past performance?
A9: Recent performance includes contracts and orders on which performance was completed within the last three years. Performance would be considered relevant if the past work included providing similar administrative support services, especially if that work was in the specific field of medical/case management support.
