QUESTIONS AND ANSWERS RELATED
TO: SOLICITATION W912J624R0002
CST County Exercises Dated 5 April 2024 FINAL
1. SAM.gov has a note saying “Please Request Role: This opportunity has controlled attachments. You need a role to access them.” It is unclear what role (ie administrator, data entry, viewer) is required to access the controlled attachments, and the solicitation makes no reference to other documents. Are there actually controlled attachments or is everything contained in the W912J624R0002 SOLCITATION.pdf file?
There are no other attachments and everything that is needed to provide a proposal is already in the W912J624R0002 SOLCITATION.pdf file. Amendment in SAM.gov posted to incorporate changes and Q&A
2. Submission of quotes will be received through upload to Contracting Opportunities website at www.sam.gov. In the event of issues with the SAM website, please contact the contract specialist or contracting officer. Quotes may be submitted via other transmission methods such as e-mail, standard mail, or drop off only after acknowledgement by either the contract specialist or contracting officer There is no upload quote function on the SAM.gov listing for this opportunity. Can we have permission to send our completed SF-1449 and proposal response to you via email?
Yes!! please send your completed SF 1449 and any other supporting documentation to me directly via e-mail clesson.k.paet.civ@army.mil
1) Collapsed structure event to occur in Hawaii County (04Jun24) and Maui County (05Jun24). To my understanding you wanted to include Active Shooter. We normally run this in a 2 Phase section. Response to the active threat with law enforcement as the contact team to eliminate the threat and stop the killing in the hot zone, then a Rescue Task Force (RTF with 2 LEO / 4 Fire – EMS) to stop the dying in the warm zone. After that portion, they would find the HME device and evacuate to the cordon distance entering phase 2 of the device going off and USAR takes over for the building collapse. If you wanted CST involved / a Dirty bomb could be added.
These details will be determined at the County level once Contractor begins working with County and Agency representatives
2) Mass CBRN/trauma casualty triage and stabilization event to occur in Oahu
County (06Jun24). Did you want it to start the same way as the previous Active

Shooter Response then turn into a CBRN event?
These details will be determined at the County level once Contractor begins working with County and Agency representatives
3) Kauai County – 07Jun24 has no information.
There seems to be confusion by all parties regarding the exercise timeline revolving around the following sentence.
“Require comprehensive CBRN lanes to sustain training for two full CSTs (22 Soldiers/Airmen) per county” Please clarify to all solicitors that “per County” means “per island.” Worded differently, could say comprehensive CBRN lanes to sustain 2 full CSTs (22 PAX per CST) on 04Jun2024 (Hawaii County), 05Jun2024 (Maui County), 06Jun2024 (Honolulu County), and 07Jun2024 (Kauai County). Additionally, there is no CERFP role on 07Jun2024 in Kauai County.
4) Page 18 section 1.1.1 - Collapsed structure event to occur in Hawaii County (04Jun024) and Maui County (05Jun2024). Mass CBRN/trauma casualty triage and stabilization event to occur in Oahu County (06Jun2024). What is scheduled for Kauai County on 07Jun2024?
Additionally, there is no CERFP role on 07Jun2024 in Kauai County.
5) Page 29 Section 5.1.1.2 "Contractor will facilitate and coordinate US approved radiological hazards in accordance with CFR requirements. Contractor must complete, submit and receive an approved, Hawaii Army National Guard Army Radiation Permit (Attached + sample)." Did not see sample permit or form attached nor in SAM.GOV?
Radiation permit sample will be posted as an attachment in SAM.gov
6) Addendum to FAR 52-212-1 includes a reference to completing the requirements of 52.212-1. Please clarify if the 1-10 requirements of 52.212-1 are to be completed or are superseded by the Addendum. If the requirements are to be completed, please specify where the requirements should be placed.
All requirements of section 52.212-1 are to be completed to include the addendum. Filling out the SF 1449 and adding an additional PDF sheet to meet the specific addendum requirements is requested.
7) The Past Performance Information Sheet is supposed to be Placed in volume III of the Proposal Submission. There are no other references to volumes in the proposal preparation instructions. Please clarify the requested structure and organization for the proposal – are the Factors equivalent to volumes? Where would the government like our Technical Response to be placed?
As far as the technical response you are welcome to use a separate PDF file that details your technical response.
8) Please Provide the Past Performance Information Sheet and extend the due date to allow at least two weeks for government officials to complete the sheets once the form has been provided.
The Past performance questionnaire has been posted in SAM.gov notice ID w912J624R0002 as an attachment. I also attached to this response. Please see attached. The due date will NOT be extended as there are still over two weeks before the solicitation closes.
9) Does the government have an anticipated date for answers to questions?
Anticipated date to for the govt to answer to ALL questions will be by C.O.B. Friday 5 April 2024
