RFI # Question Answer Amend No./

Clarification (C)

1 The notice indicates NAICS code 541330 Engineering Services. Is the intent to contract only with engineering companies or will Architects which fall under NAICS code 541310 Architectural Services be considered as the notice mentions various types of vertical construction projects.

The NAICS code primarily describes the product or services being procured and to affix the SBA's threshold at which a firm/vendor is considered a small business when selling those products or services. A firm is not required to have the particular NAICS code listed in the solicitation or synopsis as their primary NAICS in order to respond to a solicitation.

However, in accordance with the Federal Acquisition Regulation Part 19.301-1 (a) (1), to be eligible for award as a small business concern, an offeror is required to represent in good faith- That is meets the small business size standard size corresponding to the NAICS code identified in the solicitation.

2 I see on pages 15-16 of the project description, attached, that the SF330 must be submitted via Secure File Exchange. Can this be done with our own secure FTP, or must this be done via the DOD SAFE website exclusively?

DoD SAFE is not mandatory, but is the preferred method. As stated in the synopsis, the offeror must submit their SF330 through an electronic means. C

3 I do not believe that the State of Hawaii currently offers CPG licensing, in lieu of providing that certification that would an experienced geologist who holds a geology-related bachelor's degree be sufficient?

It is not a requirement for Hawaii. An amendment is forthcoming to change the synopsis. 1

4 Can you please clarify regarding Criteria F – Secondary Criteria #1 – Volume of Past DOD Contracts awarded to the firm during the previous 12 months?

Does this include work awarded solely to our firm? Or should this listing also include awards in which we have a JV or subconsultant capacity?

The listing is only for the prime company who is submitting a proposal.

C

5 The solicitation states that, “Blank sheets/Tabs separating the sections within the SF330 will not count in the page-count maximum for PART I”. Would it be appropriate to use images for tabs rather than a blank sheet?

Images for tabs rather than a blank sheet is acceptable.

C

6 Regarding Criteria B — item (9) [Demonstrate experience with preparing the technical portions of a Design Build Request for Proposal package (Profile Code D04 in Part II) for performance based design-build] — Are we allowed to demonstrate our experience with preparing the technical portions of a design-build request for proposal package through narrative in Section H or do we need to demonstrate that through a project sheet in Section F?

Demonstrate that through a project sheet in Section F of the SF330.

C

7 Please clarify “The offeror shall provide a combined maximum of five (5) projects in total within the past six (6) years preceding the date of this announcement for both, the prime firm and subcontractor(s) in PART I, Section F, of the SF330”. What is the maximum amount of projects we are allowed to submit for PART I, Section F, of the SF330 (5) or (10)? Is it 5 total or will 5 (as Prime) and 5 (as Sub) which would equal 10 total be acceptable?

Five (5) projects total for prime firm and subcontractor(s) combined .
