CERF-P Role Players Dated 9 January 2020

1.What is the CERFP Exercise Past Performance requirement on the contract? What is the Past Performance requirement as a Prime?

Answer: There is no past performance requirement but we would prefer that the selected vendor have had experience similar with these events.

2. Is the evaluation based on Best Value Trade Off? Or LPTA?

Answer: LPTA

4. As stated on the RFP, can you confirm that role players will actually need to be available and used on 29 and 30 June from 0630 until 2000 each day? Over 13 hours per day for pay purposes?

Answer: Yes, IC link up is scheduled for 0700 on both of those days. Role players need to be emplaced prior to S&E RECON making entry. UT HRF will be operating from 1400-2000 (approx.)

each of those days.

BEFORE TIME A DUE DATE OF RECEIPT OF PROPOSALS.

Could you please add that to the PWS as one of the required Tasks and also specify the required hours on site each day for the ambulances?

Answer: Yes, we need 2 ambulances throughout the exercise, approximately 13 hours total each day.

9. Please see Items 5.4 Task - Provide National Incident Management System (NIMS)/Incident command System (ICS) Subject Matter Expert (SME) Support for Incident/Area Command to

5.5.2.1 Minimum Acceptable Standard: The contractor shall provide adequately trained NIMS/ICS contractor employees in order to receive all appropriate briefings and orientations at all training sites one day prior to the exercise on Notice ID W912J6-20-Q-0007 posted on Sam.gov.

These tasks were marked: “Not applicable.” in the past.

Also, please see page 17 Item 4.6.5 – Equipment: Forklift 10-ton (1 ea.).

Can we make these items not applicable?

Answer: these need to be included with the contract. The Incident Commander (IC) and his team is crucial for the exercise. In addition, the potential bidders should be aware that aside from the Role Player support, they will need to reset the US&R site each day, which calls for the forklift IOT to move and place large blocks of concrete. More so, those individuals need to be appropriately certified to conduct pile resets, as these ‘lanes’ will have Soldiers/Airmen crawling and working through them.

10. Are the bidders required to break out their costs or can they provide one lump sum?

Answer: bidders are required to break out their cost to a minimum of 1) role players and support,

2) IC SMEs, 3) SCVS SMEs, and 4) ambulance service support.

11. Final question, would you consider changing the selection criteria to BEST VALUE TRADE off vice LPTA?

Answer: At this point we will be using LPTA as the selection criteria
