Question 1: Does your facility have enough classroom space and more importantly “hands on” structure to put 25 students up in the air at a time? Hands on training is a crucial element of this course and there needs to be enough structure so that at least half of the class is training on it at one time.
Answer 1: Classroom can accommodate up to 25 pax. The rappel structure can accommodate at least half the class.
Question 2: Do you happen to have pictures of the location to where the training will take place?
Answer 2: See below
Question 3: Is a classroom available for use that includes PowerPoint/multi-media capabilities?
Answer 3: Yes
Question 4: What is the height of the training tower/facility?
Answer 4: 30’
Question 5: Paragraph 1..4.7.1 states that instructors must be "Rope Rescue certified instructors". It also states that IFSAC/ProBoard Certified Instructor is preferred but not required.
If an instructor is not IFSAC/ProBoard certified, what is the standard for being "Rope Rescue" certified?
Answer 5: All instructors need to be certified based off of NFPA Standard for both 1006 and 1670.
Question 6: Will the government be providing any of the technical rope rescue equipment besides the facility (i.e. tripods, ropes, carabiners, etc.)?
Answer 6: Yes, all rope gear will be provided by the HI CERFP
Question 7: Will students have their own and/or will the government provide their personal protective equipment (i.e. helmets, harnesses, gloves, tactical equipment, etc.)?
Answer 7: Yes, all PPE will be provided by the HI CERFP minus 25 harnesses. Students will have to switch out, as we do not have 25.
Question 8: Are the students currently trained to Rope Operations level?
Answer 8: All students received a Department of Defense (DoD) International Fire Service Accreditation Congress (IFSAC) and Pro Board Fire Service Professional Qualifications System certificates on Rope, Confined Space, and Structural Collapse Rescue in accordance with NFPA 1006
Question 9: What is the core competency/role of the national guard unit to be trained (i.e.
fire/rescue, mountaineering, infantry, special operations, etc.)?
Answer 9: CBRNE Enhanced Response Force Package (CERFP) Search and Extraction Element is a US&R element responsible for locating and extracting trapped victims in a Structural collapse.
Question 10: Will the government be providing "Rope Rescue Technician" certificates to graduates of the course?
Answer 10: No, contractor must provide certificates at the completion of training.
Question 11: Do the students who will be in attendance currently have their own rescue/ climbing/ fall protection gear and equipment?
Answer 11: Yes, all students will have PPE. Rope equipment (rope, harness, figure 8, etc..) is team equipment and not issued individually.
Question 12: 1.4.7.2. The course should count toward the students ability to "train the Trainer" is this indicating that the class has to be taught from the perspective of the students once completing the course are able to train others at a Rope Rescue Technician Level Training?
If so this is an unrealistic expectation that someone who receives a 40hr course is not capable of training a 40hr course. I'm not sure how you can expect with accuracy and credibility to have someone give this type of course after only taking a 40hr course?
Can you please confirm that the expectation of this course is to be a "Train the Trainer" course?
Answer 12: No, it will not be a “Train the Trainer” course. The intent is for TECH level students to be able to teach new students basic level type rope rescue prior to them attending formal training, but not certify them.
Question 13: The NFPA Standard for both 1006 and 1670 Just to be clear you are requesting the students be trained on the following Chapters of each of these Standards:
NFPA 1006 Chapter 4 Tower Rescue
NFAP 1006 Chapter 5 Rope Rescue
NFPA 1670 Chapter 4 General Requirements
NFPA 1670 Chapter 5 Rope Rescue
Or is this training to cover a broader spectrum of training from both of these Standards and if so which ones?
Answer 13:
Students be trained on the following Chapters of each of these Standards:
NFAP 1006 Chapter 5 Rope Rescue – 5.3 Technician Level
NFPA 1670 Chapter 4 General Requirements – 4.1 General
NFPA 1670 Chapter 5 Rope Rescue – 5.4 Technician Level
Question 14: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
Answer 14: This is a new requirement.
Question 15: Will the results of this bid be made public?
