Text version

1. Para 2.2 states "As these exercises are to assist in SOG construction and implementation, as well as reinforce Training and Evaluation Tasks enforced at a national certification level, prior contactor participation in at least three (3) national level training exercises to include having executed at least (5) CST External Evaluations (EXEVAL) is required to plenary understanding of the training requirements." The requirement for five (5) past CST EXEVALs is very limiting for competition and eligibility. Request the government change this to at five (5) CST exercises, or at least five (5) CBRN Enterprise EXEVALs to include CST of HRF/CERFP.

The PWS language should read as a recommendation. Past performance is not mandatory for consideration, but prior experience with CST Evaluations is highly preferred.

2. Does the supported unit have any exercise venue sites identified on any military/state/federal facilities that are available and acceptable? Or does the supported unit desire off base/non-official venues which the contractor will have to identify and rent?

No venues identified. Per the PWS, this is a contractor requirement to fulfill. Off base venue desired.

3. What governmental organization in Hawaii does the CST normally use to borrow/use radiological sources stronger than button sources for its exercises?

Per PWS 2.1 Contractors must incorporate at least one (1) elaborate and realistic Radiological scenarios. Contractors must utilize controlled Isotopes that will test radiological detection equipment beyond training check/button sources. Contractor will facilitate and coordinate US approved radiological hazards IAW CFR requirements.

Contractors must reach out using their own contacts (or license to transport) to fulfill this requirement.

4. Can you confirm that a contractor representative should attend the IPR in person?

This task is normally performed by the Training Support Brigade responsible for the training and readiness oversight program. Upon award of the contract, the government will pass on all pertinent information gathered during planning meetings.

5. Can the government confirm the actual 2 execution days for each exercise period? And the hours (is an overnight period required?)

CST Culminating Training Events (CTE) and Task Proficiency Evaluations (TPE) may go beyond 24 continuous hours to allow evaluators to evaluate over 400 task steps and performance measures IAW the DTMS CATS UTL. On average, it is estimated that two days for execution may be required.

6. Can they please clarify what are the specific dates of this 24 hour period for each event?

The CST evaluation typically necessitates a "no-notice" call out. The contractor must have flexibility during the operational week to perform on a timeline that the exercise director deems necessary to set conditions for the evaluation.
