About this file

This is a Questions and Answers document for federal contract W912J326QDP05, issued by the New Mexico Army National Guard (NMARNG) on 20 July 2026, addressing clarifications for a Yellow Ribbon Reintegration Program event.

The document clarifies four key contractor requirements. First, the contractor must provide three personnel for event registration, check-in, and check-out as a performance-based requirement with no government direction on staffing methodology. Second, the contractor bears sole responsibility for providing childcare services that meet all legal and safety standards, including state licensing, background checks, insurance, and staffing ratios as detailed in Performance Work Statement section 1.12; the contractor may engage a separately licensed childcare provider but remains accountable for all compliance. Third, the contractor must quote for the full 40-room block of double occupancy hotel accommodations as a minimum requirement, though the government will provide the final rooming list two weeks prior to the event based on actual attendance. Fourth, the childcare services requirement will remain mandatory in the solicitation as written, as it is essential to the program's mission; the government will not remove this requirement or provide these services directly, and based on market research, the government anticipates sufficient competition from qualified offerors.

Questions and Answers Document 1

W912J326QDP05

20 July 2026

Q1. The PWS states that three (3) personnel are required to assist with event registration, check-in, and check-out. Please clarify whether these personnel are to be provided by the venue/contractor or by NMARNG personnel.

A1. This is a Contractor requirement. The three (3) personnel must be provided by the Contractor. Because this is a performance-based requirement, the Government will not direct the Contractor on how to resource, staff, or accomplish this task.

Q2. Please confirm whether childcare services may be provided by a separately contracted and properly licensed childcare provider, or if the venue itself is required to provide these services.

A2. The responsibility for providing childcare services that meet all legal and safety standards rests solely with the Contractor. All requirements, including but not limited to state licensing, background checks, insurance, and staffing ratios, are detailed in section 1.12 of the Performance Work Statement. This is a performance-based requirement, and the Government will not direct the Contractor on how these standards are to be met.

Q3. Please confirm whether the required room block may be reduced below forty (40) rooms without penalty and until the final rooming list is provided two weeks prior to the event.

A3. Per section 1.11.1 of the PWS, the requirement is for the Contractor to provide a block of forty (40) double occupancy rooms. This is a minimum requirement of the solicitation. Therefore, quotes must account for the ability to provide the full 40-room block. The Government will provide the final rooming list based on the actual number of attendees two weeks prior to the event, as stated in the PWS.

Q4. Is there a possibility that the Government will remove the childcare services portion of this requirement, or provide it directly? Our company is having difficulty securing a subcontracted childcare provider to support this service.

A4. The childcare services requirement will remain in the solicitation as written. Childcare is an essential component of the Yellow Ribbon Reintegration Program mission, and the Government cannot provide these services directly. Historically, the New Mexico National Guard has successfully awarded similar Yellow Ribbon contracts that included integrated childcare services.

Based on active market research, the Government anticipates sufficient competition from offerors capable of fulfilling the comprehensive requirement.
