QUESTIONS AND ANSWERS
1. Is it anticipated that there will be multiple sites (geographically spread out) with individual hazards at each or a single site with multiple hazards on site?
It is a group of buildings all within sight of each other. It is on a military installation in an artificial village where the buildings are all walkable to each other but not necessarily adjacent.
2. If there are geographically spread out sites, is it anticipated that a single incident command will control all sites from one location or will multiple incident commands be set up at each site?
There will be one incident command and an experienced incident commander has been identified and is available as a trusted agent for the design team.
3. Is it the intention to have all three CSTs operating simultaneously and continuously for 54-58 hours or is the intention to perform relief in place and have less than three CSTs operating at one time? Will there be more than a single CST operating during each operational period?
The intent is to have a mixture of relief in place with some simultaneous ops.
Practicing the relief in place process with work and rest cycles to stress the teams is the goal. There will likely need to be times where multiple CSTs are engaged at once, but also times where one or two teams are recovering in preparation to rejoin the operation.
4. Who will provide the casualty role players mentioned in 5.4.4?
Live, on site casualty role players are not required, but a medical professional who can receive calls from the CST medical personnel and provide patient updates and information to assist in the scenario is required. If the design team would like to have 2-3 live casualty role players we can provide them for 2-4 hour blocks as needed. The CST will be responsible for the logistical of live role players as predetermine in the design phase.
a. How many Casualty role players are to be included in scenario development?
b. Who will be responsible for logistical support of the casualty role players?
5. Section 5.4.4 mentions to “stress survey with false walls,” does the training location already have this, or will the contractor be required to construct this prior to exercise initiation and remove at completion of the event?
The training site already has a few false or misleading features, but the contractor is expected to construct or design those types of challenges with walls, furniture, or other visually misleading techniques.
6. Section 5.4.4 mentions “casualty extraction conducted by all three teams” does the CST want casualty role players, or do they desire the contractor to provide a plausible man down scenario for each team?
Live, on site casualty role players are not necessarily required, but a medical professional who can receive calls from the CST medical personnel and provide patient updates and information to assist in the scenario is required. If the design team would like to have 2-3 live casualty role players we can provide them for 2-4 hour blocks as needed. The CST will be responsible for the logistical of live role players as predetermine in the design phase.
A plausible man-down scenario or a role player extraction is desired for each team to test the CSTs in non-standard decontamination. For example, a casualty role player not in PPE or a CST man-down would be beneficial.
