Question Answer

1) What tools and equipment will be provided by the Government? 1) All basic hand tools and specialty tooling will be provided for use. No tooling or equipment will be turned over to the contractor for control.

2) Can the Government provide a breakdown of the number of each vehicle type, to include quantity, description, make/model, age and condition for each of the 211 vehicles?

2) Please see the attached spreadsheet for vehicle information. The listing does not include make/model, age or condition. The Government maintains oversight of the fleet and will direct repairs.

3) Will all maintenance including scheduled services and repairs require approval from the COR prior to conducting work?

3) Yes, the Government will manage the fleet and identify repairs and service as required.

4) To support the Government Supply System, will there be a separate CLIN for ODC's (repair parts and outside vendors for specialty needs)?

4) No, the contract will not include separate CLINs as the Government will procure all parts required for repairs.

5) What is the historical avarage of unscheduled work? 5) The Government does not have the ability to get historical numbers for unscheduled work that has been accomplished.

6) During this one-year period, what portion is allotted for transition/phase-in?

Or will time be allotted after contract award prior to the one-year period of performance for phase-in?

6) There will not be an allotted timeframe for transition/ phase-in. The amount of time required for phase-in will happen during the performance period.

7) Is there currently an incumbent contractor performing this work? 7) Yes, The current contractor is Joint Logistics Managers, Inc., Contract #:

W912J2-17-P-3029; There are were 4 FTE mechanics that were working under this contract.

8) In ADDENDUM 1 to FAR 52.212-1, it states that, "the management plan should clearly demonstrate an adequate understanding of this requirement and all necessary tasks to provide Communications Support Services at Volk Field CRTC." Should this requirement state Heavy Equipment Mechanics instead of Communications Support Services?

8) Yes, This has been identified as a clerical error. However, an amendment to adjust the verbiage within one Addendum is not cost effective to correct. Please move forward with providing the information as required by the Addendum and other necessary documentation for Heavy Equipment Mechanics.

9) Is this a new requirement? Will the Government provide historical data on estimated labor hours?

This is considered a new requirement based on the increase in workload. The previous contract was for 4 FTE workers. The Government anticipates a increase of 75% from what was previously under contract. The incumbent contractor information can be found in answer 7.

10) Does the quote submission require a Technical Proposal or just the Management Plan and Pricing?

10) Per the solicitation, the Government requires a Management Plan and Pricing. Include a technical capabilities paragraph within your Management plan as this will be evaluated IAW 52.212-2.

11) The solicitation calls for a Management Plan, Technical, Past Performance, and Pricing. It states there is a 10 page limit for the quote. Does the 10 page count include everything (Management Plan, Technical, Past Performance, and Pricing)?

11) Per Addendum 1, The quote shall be limited to 10 pages, typed at 10 pitch or larger type, single spaced, and single sided, on sheets 8.5" X 11" with 1" margins. This page limitation is inclusive of indexes, photographs, fold-outs, appendices, and attachments. If quote is provided on SF 1449 and any additional required fill-in provisions/clauses by the offeror, these will not be counted towards the 10 page limit. System for Award Management (SAM) shall follow provision stated in 52.212-1(k), submission of any and/or any SAM.Gov information is not required and will not be counted toward the 10 page limit.

Any Amendments (if applicable) will not count towards the 10 page limit.

The 10 page limit would pertain to anything additional that you are providing beyond the SF1449 and additonal required fill-in provisions/clauses or SAM.gov Information.
