FY18 Billboard Advertising Statement of Work

115 FW

Introduction/Background:

This statement of work describes contractor requirements for the project titled “Madison Area Billboard Advertising Campaign.” All work will be performed within the city of Madison and Dane County. The contractor is responsible to furnish and install all labor and materials to complete the items listed in this Statement of Work. The contractor shall provide the government a complete and usable product that will be inspected/accepted by the government prior to installation and commencement of the advertising campaign. All information included in this document, along with the instructions and standards referenced in the document, should be considered as part of the Statement of Work.

Scope of Work:

The purpose of this campaign is to create brand awareness of the WI ANG and 115 Fighter Wing via billboards placed strategically in Madison and the surrounding area. The contractor shall provide billboards showing approved Air National Guard advertisements for a specified period.

Period of Performance:

6 consecutive monthly periods beginning within 30 days of contract award in September 2018.

Work Requirements:

The contractor shall produce and provide (9) poster sized (10’6”X22’9”) and (1) bulletin sized (14’X48’) billboards in the Madison/Dane County area utilizing approved ANG creative art work. Contractor shall install and maintain (10) signs on contractor owned/leased billboards. Signs will be placed at a minimum of one per side based on availability. (10) Billboards will run for a period of 6 months each beginning on or about September 1, 2018. Location and placement of billboards TBD based upon availability of open space. However, all billboards will be within the areas listed. The Government will have final say in placement of advertising. The contractor shall perform all work in compliance with state and federal laws. Advertisement must be approved by the Government prior to being distributed. The contractor shall be responsible for the removal and disposal of all (10) signs. The Government will not be liable for any damages to billboards owned/leased by the contractor.

Schedule/Milestones:

Once the Government provides approved creative to the contractor, the contractor shall begin production of billboards. Final approval of locations and artwork will be at the Governments discretion via email from the Recruiting Superintendent.

Acceptance Criteria:

The contractor shall use provided, pre-approved ANG creative artwork.

Other Requirements:

There are no special requirements.

Contractor Manpower Reporting:

The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the ARMY collection site. The contractor is required to completely fill in all required data fields using the following web address:

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
