Awards Framing for ERDC Awards Program
Description of Requirement
The Executive Office, US Army Engineer Research and Development Center (ERDC), is responsible for administering the honorary civilian service awards program, governed by AR 672- 20, to foster a culture of recognition for honoring and rewarding employees whose significant achievements are of great value in the accomplishment of the Corps' missions. These awards serve as the symbol for exemplary service and, likewise, the Government requirement is that the awards presented are of the highest quality appearance and accuracy, as well as received in the necessary time limits with best value to the Government. These awards include the following: Exceptional Civilian Service, Meritorious Civilian Service, Superior Civilian Service, Commander’s Award for Civilian Service, and Achievement Medal for Civilian Service.
Nominations for these awards may be prepared at any time. Typically, the preparation targets presentation at annual awards ceremonies at each of the four primary ERDC sites or is timed to be ready for presentation at a retirement. The majority of selectees for the awards ceremonies are not identified until the late February–early March time-frame prior to the awards ceremonies, the earliest of which occurs in May. This is a very strict timeline. Using a vendor of unknown, unproven capabilities increases the cost and risk associated with this requirement. Any errors or unsatisfactory production must be identified by the Government at the Vicksburg site during a review of the products, returned to the vendor for replacement, and replacements received in time for the ceremonies, adding costs to the product in terms of time and resources. Additionally, following the review of the awards at the Vicksburg site to ensure quality and accuracy, ERDC must ship the products to the other ERDC locations.
