This is a Request for Quote (RFQ) for the rental of heavy-duty excavation equipment for concrete demolition work. The Engineer Research and Development Center (ERDC), under the Department of the Army Corps of Engineers, is soliciting quotes for a one-month rental (28 days, up to 280 hours) of a hydraulic excavator with a minimum capacity of 30 metric tons (65,000 lbs) equipped with a quick-change hydraulic hammer/breaker and excavation bucket. The equipment must be delivered to and picked up from ERDC's facility at 3909 Halls Ferry Road, Vicksburg, MS 39180 (Gate 3), with mobilization and demobilization included in the quoted price. The solicitation is set-aside 100% for Small Business under NAICS Code 532412 (which carries a $40 million size standard threshold), and all prospective contractors must be registered in the System for Award Management (SAM) prior to the quote due date.

The excavator base machine must meet specific operational requirements, including an operating weight of 65,000–75,000 lbs, engine power of 200–275 net horsepower (Tier 4 Final diesel), high-flow/high-pressure hydraulic circuits, FOPS Level II cab protection with climate control, and 31-inch triple-grouser track shoes. The hydraulic hammer must deliver 7,500–9,000 foot-pounds of impact energy capable of demolishing reinforced concrete up to 18 inches thick, with a 5.5–6.0 inch chisel diameter. Additional required attachments include a 42–54 inch heavy-duty excavation bucket (1.5–2.2 cubic yards) and a hydraulic progressive link thumb. The equipment must be delivered fully fueled, greased, inspected, and operationally ready with zero hydraulic leaks. The rental terms specify that the renter will perform daily greasing and fluid checks, fuel is delivered full and returned full (Ultra-Low Sulfur Diesel), and vendors must provide proof of liability and physical damage insurance prior to delivery. Vendors must submit their quote with the latest published specifications and advertising literature for the proposed equipment.
