About this file

This document is a Questions and Answers (Q&A) file for a Crane Rental with Operator contract at Fort Polk (Solicitation Number W912HZ26Q4692). The solicitation involves renting two cranes - a 120-ton and 170-ton crane - for a 5-day testing period within a 3-week window from January 12-29. GSL will communicate the initial need date with at least one-week advanced notice, and subsequent dates will be determined after each rental day. The test site is located at the Alligator Lake Staging Area near Leesville, Louisiana, and is a dirt surface that requires coordination with specific point of contacts (POCs) at least 30 minutes prior to arrival.

The contract specifies that ERDC (Engineer Research and Development Center) will not pay for days the crane is not operating, but considers crane support on prescribed days a binding commitment once a bid is submitted. Bidders are expected to manage financial considerations during bid development. ERDC personnel can limit the lifting radius to ensure the 120-ton crane operates within safe conditions, with crane capacity at 85% for the 120-ton crane (with weight, block, and rigging) and 65% for the 170-ton crane. Potential bidders must be prepared to work flexibly around potential adverse weather conditions that might impact testing schedules.

CRANE RENTAL WITH OPERATOR AT FT. POLK – W912HZ26Q4692

QUESTIONS AND ANSWERS

QUESTION 1. Can you please confirm whether a site visit is permitted, and if so, the process to schedule it (available dates/times, escort requirements, base access/visitor requirements, and any PPE requirements)?

QUESTION 1 ANSWER:

Yes, a test site visit is permitted. Be advised that the test site does not have a physical address. The address to a staging area just outside Ft. Polk is listed below. Please coordinate with one of the POCs listed below and they will escort you to the test site (about 15 minutes away). A photo of the test site is below for reference. The site is dirt, so GSL will schedule this testing around any inclement weather to avoid undue hardship for the crane to access the area.

QUESTION 2. Asking if we quote all the days listed and 120ton is at 85% with wt. + block & rigging/ 170ton will be at 65% with wt. + block & Rigging?

QUESTION 2 ANSWER:

GSL expects all 5 days to fall within a 3-week window, presumably from Jan 12 -29. During this period, GSL will communicate the initial need date with a minimum of one-week advanced notice. All subsequent need dates will be determined at the conclusion of the previous rental day. Some flexibility will be needed with respect to adverse weather. ERDC has no capacity to pay for dates that the crane is not operating, however the crane support on the prescribed days is considered a binding commitment once a bid is submitted. We defer to the bidders to navigate these financial considerations while developing their bids.

ERDC personnel can limit the lifting radius to ensure that the 120 Ton crane’s lifting capacity will remain within the safe operating conditions.
