About this file

This is a Vendor Questions and Answers document for the Steel Plates and Beams for ERDC GSL solicitation (W912HZ26Q3424). The document addresses four key vendor inquiries regarding material specifications and delivery requirements for this small business set-aside procurement.

The Q&A clarifies that stainless steel is not acceptable and does not meet any of the specified item requirements. AH36 steel is mandatory for applicable items and cannot be substituted with A36 steel, as AH36 is specifically designed for shipbuilding and marine applications. The straightness, squareness, and flatness tolerance requirement of ±0.125 inches (1/8 inch) is mandatory for precision construction and cannot be waived, despite vendor concerns about maintaining these tolerances on narrow and long parts. Regarding sourcing, qualifying country material under FAR 252.225-7002 is acceptable only if it can be delivered within 30 days of the award date, with no extensions granted for international deliveries. These requirements are binding specifications for all quotations submitted in response to this simplified acquisition.

Steel Plates and Beams for ERDC GSL Questions and Answers

Question 1: Please advise if stainless steel can be quoted for consideration for the specified items?

Answer 1: No, stainless steel is not acceptable for consideration. Each item listed in the DOR clearly states the acceptable material type requirements. Stainless does not meet the requirements of any of these items.

Question 2: Under task 2, will A36 Steel be acceptable instead of AH36 Steel?

Answer 2: No. AH36 steel is a high-strength, low-alloy structural steel specifically designed for shipbuilding and marine applications. This is different from A36 steel.

Question 3: Regarding the statement - "straightness, squareness, and flatness tolerances not to exceed +/- 0.125"(1/8")" This will be EXTREMELY difficult to adhere to as many of the parts you require are VERY NARROW & VERY LONG - is this absolutely mandatory? We may not be able to guarantee this. Please advise if the end-user can accept the material without this guarantee.

Answer 3: The material list provided is needed for precision construction. As such the tolerances were defined to ensure the quality of the materials delivered meet the project needs. Hence, this requirement is mandatory.

Question 4: Also, in addition to Domestic USA material, can "Qualifying Country" material be accepted? 252.225-7002

Answer 4: Qualifying Country material is acceptable ONLY if it can be delivered within 30 days of award date. The delivery requirements will not be extended to accommodate deliveries from other countries.
